Report from 3rd Legal Forum of Spatial Economy and Construction 'Special Investment and Construction Acts

The 3rd Legal Forum of Spatial Economy and Construction, entitled 'Special Investment and Construction Acts', was held on 31 May 2019 at the University of Gdańsk. It was organised by the Department of Administrative Law at the Faculty of Law and Administration of the University of Gdańsk. The Chairman of the Scientific Committee of the Forum, and at the same time the originator of this series of Legal Forums on Spatial Economy and Construction has been Tomasz Bąkowski, PhD, professor of the University of Gdańsk, while the Organising Committee was led by Tomasz Bojar-Fijałkowski, PhD. The forum was held under the auspices of the presidents of Gdynia, Sopot and Gdańsk, its sponsor was the Energa Foundation, and its co-organiser was the Foundation for the Development of the University of Gdańsk. The event was attended by over 40 representatives of academic and professional circles representing the largest Polish university centres, as well as administration and judiciary bodies.

One does not approach a challenge with a backward view. Rather, we take on challenges by looking forward. In scholarship, taking a forward view is known as research. Law schools define themselves by their research. Scholarly work is what garners prestige from without and solidarity from within. Without a doubt, teaching itself also ranks highly, but excellent teaching begins with proper research. The connection between research and teaching is indispensable. Teaching flourishes where students are gradually introduced to the processes of research, giving them a feeling for the excitement of scholarly work. This forms the nexus between the older and younger generations of academics, continually opening and reopening their perspectives to innovation and the undiscovered. Semper apertus reads the seal of the University of Heidelberg from 1386.

- I have got to know professor Achille Ardigň during the eighties at the University of Bologna where I had the chance to be one of his students while he was full professor of the desk of "Sociology - advanced course". I have just returned from the Eighth World Congress of Psycho-oncology, which was held in Venice on October 18–21, 2006, and attracted the largest number of attendees ever to participate in the annual scientific meeting of the International Psycho-Oncology Society (IPOS). There were close to 1500 participants from 58 countries. Professor Luigi Grassi of the University of Ferrara, the current President of IPOS, was the organizing chair of the Congress, and he and his local scientific committee did a magnificent job of hosting a most diverse and multidisciplinary meeting. A Pre-Congress Psychosocial Academy, consisting of two days of intensive workshops led by outstanding international faculty, was held in beautiful Ferrara, just prior to the start of the Congress in Venice. As the incoming vice president of IPOS, a member of the Psychosocial Academy held in Ferrara, and an active scientific participant in the Eighth World Congress in Venice, it is fair to say that I was pretty busy. In fact, because of all of my activities related to this conference and IPOS, I was away from home and work for nine full days, the longest time I've ever been away from my family. This commitment of an unusually inordinate amount of time to a scientific conference activity made me sit down and evaluate whether the commitment of that much time was really worth it. I was aware, the entire time I attended the conference-related activities, that I needed to come away with at least one important lesson, idea, thought, or inspiration; otherwise I would have felt that I had not spent the time wisely. In other words, I needed the answer to the questions “What brought me to Venice, and where was I going beyond Venice?” Existential questions? Of course!

First of all, COFRET is an acronym coming from the French expression “Colloque Francophone en Energie, Environnement, Economie et Thermodynamique”, meaning Conference on Energy, Environment, Economy and Thermodynamics. Thus, COFRET is a scientific event initiated in 2002 by an enthusiastic Franch-Romanian group with the aim of organizing a conference on energy, the environment, the economy and thermodynamics every two years, once in France and another time in Romania. Professor Michel Feidt from the University of Lorraine-France, and Professors Stoian Petrescu and Vsevolod Radcenco from the “Politehnica” University of Bucharest-Romania are the founders of this international conference of French-speaking origin. Since its creation, COFRET has sought to bring together specialists from academia and industry to present their achievements and thus, to create opportunities for collaboration in the fields of energy, environment, economy and thermodynamics. The article considers government measures to establish professorial disciplinary court at higher education institutions of the capital (the court conducted its work from August 27, 1902 to February 22, 1917), the work of the commission on the development of regulations for this body, and the main normative legal acts to implement it. The article examines the issues of the activity of the professorial disciplinary court and the relationship between the participants of this disciplinary system: students, professors, and the authorities. The students who appeared before the professorial disciplinary court were accused of violation of the norms of administrative law of their educational institution, and in accordance with the university charter and the rules of the university, they had to abide by the decision of the court. Professors were in the same position of dependence: membership in the Council of the educational institution obliged them to assume the role of judges. The article explains why the professorial courts did not have the opportunity to become an autonomous body, why the professors themselves did not want to take on the responsibility of judges, and whether all students were hostile to their work. Analyzing the cases of violations which were considered at that time and concerned the rules and order at a university, the author comes to the conclusion that it was not possible to ensure order and create conditions for the restoration of the proper course of academic life by introducing the system of university disciplinary proceedings. The compromise between the authorities and the students, which should have been facilitated by the existence of the professorial court, was not reached. Resistance from students and professors forced the Ministry of Public Education to reconsider the need for the existence of professorial courts and exclude them from the draft of the new university charter.

Abstract This volume of “IOP Conference Series: Material Science and Engineering” contains the selected papers presented at the 13th International Conference on Development and Modernization of the Manufacturing (RIM 2021), which was held in Sarajevo (Bosnia and Herzegovina) from 29th September to 1st October 2021. Since 1997, the Faculty of Technical Engineering of the University of Bihać has successfully organized and held 13 international scientific conferences RIM on a bi-annual basis in 4 different countries: Bosnia and Herzegovina, Croatia, Egypt, and Montenegro. The main goal of the Conference is to bring together international scientists, engineers, industrialists, and experts providing them a unique platform for sharing new ideas and the recent developments in various areas of engineering.
