scholarly journals Disciplinary system of higher education of the capital in the early 20th century: the establishment and activities of the professorial court

The article considers government measures to establish professorial disciplinary court at higher education institutions of the capital (the court conducted its work from August 27, 1902 to February 22, 1917), the work of the commission on the development of regulations for this body, and the main normative legal acts to implement it. The article examines the issues of the activity of the professorial disciplinary court and the relationship between the participants of this disciplinary system: students, professors, and the authorities. The students who appeared before the professorial disciplinary court were accused of violation of the norms of administrative law of their educational institution, and in accordance with the university charter and the rules of the university, they had to abide by the decision of the court. Professors were in the same position of dependence: membership in the Council of the educational institution obliged them to assume the role of judges. The article explains why the professorial courts did not have the opportunity to become an autonomous body, why the professors themselves did not want to take on the responsibility of judges, and whether all students were hostile to their work. Analyzing the cases of violations which were considered at that time and concerned the rules and order at a university, the author comes to the conclusion that it was not possible to ensure order and create conditions for the restoration of the proper course of academic life by introducing the system of university disciplinary proceedings. The compromise between the authorities and the students, which should have been facilitated by the existence of the professorial court, was not reached. Resistance from students and professors forced the Ministry of Public Education to reconsider the need for the existence of professorial courts and exclude them from the draft of the new university charter.

The role of faculty forms the heart of the university in terms of its scholarship, patient care, and teaching. It is important that the university and the faculty rededicate themselves to outstanding teaching; the erosion of teaching by tenured faculty is contributing to the strain in the relationship with the public. Tenure, academic freedom, and shared governance are all indispensable concepts in the functioning of a great university that are mysterious to those outside the academy. Communicating the importance of these concepts is a critical need for higher education.

Management in the context of higher education has been characterized by the predominance of male participation, mainly in senior management positions. As a result, women’s low participation is mainly concentrated in lower management positions, and their chances of escalating hierarchical positions are mediated by various factors ranging from subjective to socially naturalized. The objective of this research is to analyze the barriers women face to enter and escalate positions in university management in Colombia. Under a qualitative design, 26 semi-structured interviews were applied to university managers from different institutions of higher education in Colombia. The transcripts were analyzed using discourse analysis through three categories: individual, internal, and external barriers of the university. It was found that women face entry and promotion barriers marked by experiences, and conditions of inequality and discrimination in a male-dominated context. These barriers are conditioned by personal elements, organizational culture, and the social role of women. In addition, women’s trajectories involve mediation between professional development and family life. The study reveals experiences that contribute to understanding the research phenomenon from the webbing of senses and meanings. It is posited that the “glass ceiling” is mediated by variables in the internal order, and by the relationship between universities and their context.

The features of the relationship between theInstitute of state and the institutes of the University in the context of provisionof higher education quality. In addition, the article substantiates the directionsof improving the content and practice of usage of mechanisms of statemanagement of the higher education quality, as well as determined thepriorities for the subjects of public administration to use certain methods ofinfluence on the system of quality assurance of higher education in Ukraine.

The objective of this study was to determine the relationship between occupational stress and organisational commitment of employees at a higher education institution. A random sample (N=30) was chosen from academic staff within the university. The study used a quantitative design. The Organisational Stress Screening Tool (ASSET) and Allen and Meyer’s Organisational Commitment Tool (OCT) were administered. The study revealed that a statistical significant relationship exists between occupational stress and organizational commitment of employees. The study also showed that academic staff overall experienced average levels of occupational stress and organisational commitment. Job characteristics and work relationship were found to be the major sources of occupation stress. It is recommended that higher education institutions should improve employee participation in decision making to reduce employees’ stress as a result of unmanageable workloads and overload.

The article reveals the essence and role of promotional activities of higher education institutions for improving their competitiveness in the market of educational services. In particular, it drew attention to the lack of scientific development of the given problem, on the one hand, and to the obvious importance to provide competitiveness of universities in the today’s socio-cultural environment, on the other hand. The essence and peculiarities of competition and competitiveness of the universities are given, the methods of increasing competitiveness of educational services, implementation of which means implementation of advertising activities by a higher educational institution are represented. It was identified that in the field of educational services the promotional activities should be built in accordance with the principles of flexibility, complexity and adaptability, and its basis should be the quest for more high quality, than the competitor does, in meeting of needs of different target audiences through promotion of a wide range of programs. It is noted that promotional activities related to material production becomes a sphere of promotional images production (images). It is concluded that in organizing promotional activities of the university the unity of purpose and objectives of promotional activities of the university should be provided, that stipulates development and implementation of the strategy of its promotional activities, which will maintain and develop its single educational space in accordance with requirements of the present development stage of the country.

This article considers the role of experiments in learning in movements to democratise higher education ‘under the rule of capital’ (Gutierrez, Navarro and Linsalata 2017). It focuses on the emergence of a new generation of ‘free universities’ in the United Kingdom, situating these in a historical tradition of educational experimentation and a current context of global movements for autonomy from the state, capital and dominating epistemologies. It argues that free universities can contribute to transforming the relationship between knowledge, university and society, but that these contributions are often invisible within the logic of the dominant institutional systems. Conceptualising the projects as struggles for autonomy renders these contributions visible and valuable for educational reformers working both within and independently of the university.

Este artigo tem por objetivo apresentar reflexões sobre os processos de ensino e aprendizagem no ensino de graduação, tendo em vista o significado que coordenadores de curso e docentes conferem ao papel de autores e atores da atividade docente em seu cotidiano, buscando substituir formas individualistas e solitárias de trabalho por processos compartilhados, construindo vínculos, expondo-se e deixando-se conhecer, posturas essas nem sempre presentes no contexto do Ensino Superior. Pensar a universidade como instituição educativa, colocando o ensino ao lado da pesquisa e da extensão, constitui-se um desafio para a docência — considerada atividade menos nobre na academia —, uma vez que se propõe ir além do domínio restrito de uma área do conhecimento, buscando desenvolver um saber pedagógico igualmente necessário ao fazer docente.   Palavras-chave: Docência universitária. Ensino de graduação.   This article aims to present reflections on the processes of teaching and learning in the graduate education, focusing on the meaning that course coordinators and teachers give to the role of authors and actors of the teaching activity in their daily routines, trying to substitute individual and solitary forms of work for shared processes, building bonds, exposing themselves and letting themselves known, postures which have not always been present in the higher education context. Considering the university as an educational institution, placing education next to research and extension, consists of a challenge for the teaching activity – considered the least noble activity in the university –, once it aims to go beyond the restricted domain of an area of knowledge, searching for the development of pedagogical knowledge equally necessary to the teaching activity.   Keywords: University teaching. Background: The community perceptions, experiences, and expectations concerning a new rural university were examined to give insight into the role of higher education institutions in optimizing positive community engagement and social development in rural contexts. Methods: Five focus group discussions were conducted with community members. Results: While most participants acknowledged UGHE as an educational institution focusing on the delivery of medical care within rural and vulnerable settings and expressed pride, they also perceived UGHE as a foreign and expensive institution and were uncertain of financial implications. Those displaced by campus construction also felt exploited. Participants did not have accurate information about the university and generally welcome more interactions.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.
