AN AHP MODEL FOR THE CHOICE OF SHIP FLAG: A CASE STUDY OF TAIWANESE SHIPOWNERS

The choice of an appropriate ship flag for the existing fleet or new-building ships is one of important issues of shipowners. The main purpose of this paper is to construct an Analytic Hierarchy Process (AHP) model for the choice of ship flag. An application of the proposed AHP model to the case study on the ship flag choice of Taiwanese shipowners is shown in this article. The results show that the most important influential factors on the ship flag choice of Taiwanese shipowners are in order of the importance as follows: (a) crew cost, (b) incentive, (c) fiscal reason, (d) dual class expense, (e) tax-related expense, (f) PSC inspection, (g) freedom to employ foreign crew, (h) priority to transport, (i) ship registry process, (j) market consideration, (k) level of bureaucracy, and (l) law restrictions. The top four nations for Flag of Convenience (FOC) registry are in order of shipowner’s preferences as follows: (a) Panama, (b) Liberia, (c) Hong Kong, and (d) Singapore. The above findings can be a reference for the maritime departments of Taiwanese government transportation to help the maritime departments offer response strategies and policies for future development of national ship registration system.

Selection of service providers in the global supply chains of today has been recognized as having a very important effect on the competitiveness of the entire supply chain. It results in achieving high quality end results (products and/or services), at reasonable cost coupled with high customer satisfaction. This article discusses the use of Fuzzy Analytic Hierarchy Process (FAHP) to effectively manage the qualitative and quantitative decision factors which are involved in the selection of providers of 3PL services under Lead Logistics Provider (LLP) environments of today. Lead logistics providers (LLP) are increasingly being banked upon to integrate the best of 3PL service providers and allow for synchronized and optimized operations. In the asset free environments of today, many a times, the LLP uses the services of the 3PL and hence the issue of reliably choosing them assumes increasingly greater significance. The fuzzy-AHP has been adequately demonstrated in literature to be an effective tool which can be used to factor-in the fuzziness of data. Triangular Fuzzy Numbers (TFN) have been deployed to make over the linguistic comparisons of criteria, sub-criteria and the alternatives. The FAHP based model formulated in this chapter is applied to a case study in the Indian context using data from three leading LSPs with significant operating leverages in the province of Uttrakhand (India). The proposed model can provide the guidelines and directions for the decision makers to effectively select their global service providers in the present day competitive logistics markets.

In today’s challenging and complex world, organizations success depends on productivity, continuous improvement in all dimensions and reforming the pattern of resource utilization. Therefore, organizations, while considering restrictions, should focus on the most effective factors or so-called critical success factors. This paper intends to identify and prioritize the critical success factors, among other, factors influencing success of the organization, using hierarchical analysis and application of tools and related software. Analytic Hierarchy Process provides the possibility to compare the factors via creating matrix of paired comparisons. The case study in this research includes identifying the critical success factors and prioritizing them in Iran Argham Company. Finally, among the results presented, five critical success factors are identified from the forty influential factors. These five factors account for about seventy percent of the organization’s success. It should be noted that most studies conducted in this area focuse on the certain processes and special systems rather than study on the organization as a whole unit. This model can also be generalized to all organizations, including SMEs, and would provide remarkably valuable approaches, especially in competitive markets. Urban parking is a major challenge in several developing countries such as Indonesia. Dense traffic conditions are exacerbated by the lack of availability of off-street parking in public spaces, forcing vehicles to use on-street parking, which in turn impedes traffic flow and causes gridlock and traffic jams. Semarang City is a good case-study area, with significant parking problems which are clearly unresolved. The research objective is to develop urban parking controls by conducting a comprehensive parking rate analysis based on zoning, using the Analytic Hierarchy Process (AHP) model to direct and refine the research in a methodical way. The research results determined appropriate urban parking rates based not simply on zoning, but also accounting for the influence of additional quantifiable criteria: assessed land value, location and accessibility, additional value derived from various types of land use, economic capability/ability to pay, and hidden value ascribed to amenities/type of facilities. The highest weighted value, 8,498, was obtained for zone A, which represents the trade zone (BWK 1/Urban Boundaries 1); the value obtained for zone B, 3,71, represents the industrial zone (BWK 4/Urban Boundaries 4); and zone C (BWK 6/Urban Boundaries 6) is represented with the weighted value of 1,867.

Quality function deployment (QFD) is a methodology that extracts client demands (CDs) and inducting them in the final service/product. Once CDs are extracted from client the traditional QFD approach uses absolute importance to identify the degree of importance for each CD. Direct evaluation of CDs based on absolute weighting without tradeoffs is easy to perform, but may lead to serious deviations from reality. An alternative to avoid this problem is to adopt the analytic hierarchy process (AHP) approach. In this paper, an integrated model combining AHP and QFD has been delineated as a quality achievement tool in healthcare. A case study is performed on the healthcare services provided by government general hospital, Indore District, Madhya Pradesh, India and data has been analyzed to benchmark the proposed framework by computing the degree of relative importance for CDs through AHP and incorporating them in subsequent deployment matrices.

It is possible to produce different database designs based on the same set of requirements to a database. In this paper, we present a decision support method for comparing different database designs and for selecting one of them as the best design. Each data model is an abstract language that can be used to create many different databases. The proposed method is flexible in the sense that it can be used in case of different data models, criteria, and designs. The method is based on the Analytic Hierarchy Process and uses pairwise comparisons. We also present a case study about comparing four designs of SQL databases in case of PostgreSQL? database management system. The results depend on the context where the designs will be used. Hence, we evaluate the designs in case of two different contexts - management of measurements data and an online transaction processing system.
