Given the considerable intangible resources within organizations in the public sector must be put to good use, e.g. to enhance organizational learning. This study examined three intellectual dimensions of intellectual capital (human, structural, and relational) in a rural development organization and their contributions to a learning organization. Using simple random sampling, research data were obtained from 153 managers, including Heads of Department at the Headquarters and at Regional and Settlement Offices covering Peninsular Malaysia’s Northern, Southern, Central, and Eastern regions. Pearson Product Moment Correlation Coefficient and Multiple Linear Regression were carried out and the results supported the hypotheses that the dimensions of intellectual capital, namely human, structural and relational capital, were positively correlated with the learning organization, with structural capital being the most significant predictor.

 This study was carried out with the objective of describing the evolution and importance of andragogical processes in the search of rural profiles committed to the university work in the development and implementation of programs and projects. Among its main contributions, the importance of knowing and teaching processes applied strictly for adults by university coordinators of programs and projects stands out. The relevance of applying this kind of knowledge will allow efficient use of institutional financial resources, particularly for the real commitment of the rural adult community towards the implementation of field activities and accomplishing, in a shorter term, the expected academic achievement. A successful project experience is described in which some andragogical strategies were applied through extension, and which produced a better participation and engagement from rural people with the projects developed by the University. Consequently, applicability of these concepts in the programs and projects of rural development promoted through universities must lay the foundation for regional rural development strategies with the ultimate goal of finding ways to improve the quality of life of people in particular scenarios.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.
