The paper presents an overview of the expected role of spatial and environmental planning in coordination and integration with strategic planning for sustainable spatial/territorial, landscape and tourism development. The application of an integrated approach to sustainable territorial development planning and management in the European Union is also analyzed in the context of problems associated with and possibilities to enhance the European Landscape Convention and Agenda for a sustainable and competitive European tourism implementation. We have analyzed the contributions of reforms that have so far been implemented in current legislation and of planning bases to the establishment of coordinated sustainable territorial development planning and management in Serbia and to the procurement of support for the integration of sustainable tourism development and landscape planning and management into the process of spatial, environmental and sectoral planning. The approach to and problems of landscape protection and sustainable tourism development occurring in the practice in spatial planning are analyzed through examples of a new generation of spatial plans - the Spatial Plan of the Republic of Serbia, and a spatial plan of the special-purpose area for the Nature Park and Tourism Region of Stara Planina Mountain. Through the example of Mt Stara Planina, the role of strategic environmental assessment in coordination with spatial and sectoral planning is analyzed, as well as potential contribution to landscape integration and sustainable tourism development in the process of planning. The possibilities for better coordination of Serbian strategic planning in achieving the sustainable spatial and tourism development, and possibilities to integrate landscapes into the planning process are indicated.

The complex spatial and economic planning of development of territorial communities on the conditions of their combination which will promote effective management of territories and ensure integrated sustainable development of territories for the future generations is investigated. The peculiarities of the legislation on new provisions of spatial and economic planning of territorial communities are covered, the main approaches to the development of the Comprehensive Spatial Development Plan of the Territory of Territorial Community, the Concept of Integrated Development of the Territorial Community and the Territorial Community Development Strategy are compared. The scheme of connections of elements at formation of the specified Comprehensive Plan, Concept and Strategy is constructed. The legislative level acceptance of the provisions on joint approaches to the formation of key documents of spatial and economic planning of territorial communities, the unity of land management documentation and urban planning documentation at the local level is established. It is shown that the Concept of Integrated Development of the Territorial Community is the basis and a certain “bridge” for combining the principles and indicators in the formation of the Comprehensive Spatial Development Plan of the Territory of Territorial Community and the Territorial Community Development Strategy. The formation of the Concept is proposed to be carried out on the basis of preliminary conceptual and structural modeling of endogenous potential of territorial communities that will establish the features of the existing potential by its elements (natural resources, production and infrastructure, labor, socio-cultural, etc.) that have a place in each community depending on its specific and general characteristics. It is proved that the modeling of the potential of territorial communities is carried out on the basis of establishing, integrating, uniting, combining, interpenetrating of connections and dependencies in the present time and their interpretation (design, transfer) to the appropriate time perspective (five, ten and more years).

This contribution is intended to describe the rationale of a project, in progress, that aims at recovering the centrality of the school through a systemic approach adopting the Design Based Learning as an operative framework of reference capable to foster: (a) the acquisition of an adequate level of LIFE skills by all actors of the learning process (students, teachers, etc.); (b) meaningful collaboration and participation, aimed at achieving social and territorial development; (c) an increase of the social capital. Key issues related to the implementation of the framework and to the training of the teachers expected to manage the process are discussed and recommendation given.

Resumen: Con ocasión de la crisis del COVID-19 se han publicado distintos análisis y reflexiones sobre el impacto que ésta puede tener sobre sobre la forma y la dinámica territorial a medio y largo plazo, así como sobre las posibilidades de desarrollo de los distintos territorios. Muchos de ellos subrayan la oportunidad que la crisis puede representar para reconsiderar drásticamente, desde cero, el paradigma actual de producción y consumo, así como el modelo territorial predominante. Aunque la duración temporal de la crisis sanitaria es un factor fundamental en la consolidación de estas nuevas tendencias, la situación actual y evolución probable de la pandemia a escala global nos lleva a afirmar que, hasta cierto punto “la vida después del COVID-19” será “la vida con COVID-19” (OCDE, 2020), de ahí la necesidad de reflexionar sobre las consecuencias a largo plazo, y de proponer un nuevo enfoque de desarrollo territorial que tenga en cuenta las diferentes necesidades y los cambios planteados por el nuevo contexto. En las páginas siguientes recogemos algunas de las ideas principales de estas aportaciones, centrando el análisis en algunos de los temas más estrechamente relacionados con el paradigma del desarrollo local: las economías locales, la sostenibilidad ambiental y social, el modelo territorial y la formación del capital social.   Palabras clave: COVID-19, desarrollo local,” Economía Fundamental”, cambio productivo, forma urbana, capital social.   Abstract: With the COVID-19 crisis, various analyses and reflections have been published on the impact it may have on the shape and dynamics of the territory in the medium and long term, as well as on the development possibilities of the different territories. Many of them underline the opportunity that the crisis may represent to drastically reconsider, from scratch, the current paradigm of production and consumption, as well as the predominant territorial model. Although the temporal duration of the health crisis is a fundamental factor in the consolidation of these new trends, the current situation and probable evolution of the pandemic on a global scale leads us to affirm that, to a certain extent, "life after COVID-19" will be "life with COVID-19" (OECD, 2020), hence the need to reflect on the long-term consequences, and to propose a new territorial development approach that takes into account the different needs and changes posed by the new context. In the following pages we gather some of the main ideas of these contributions, focusing the analysis on some of the issues most closely related to the local development paradigm: local economies, environmental and social sustainability, the territorial model and the formation of social capital.   Keywords: COVID-19, local development, “Basic Economy”, productive change, urban form, social capital.

O objetivo deste artigo é discutir algumas questões relacionadas aos conceitos de confiança e capital social e à concepção renovada de desenvolvimento denominada de desenvolvimento territorial. O interesse em relacionar aqueles conceitos com esta nova concepção surgiu a partir da análise de uma nova proposta de política pública voltada para a agricultura familiar que o atual governo brasileiro pretende implantar. Essa nova política indica que há um “sopro” renovador nas questões relacionadas ao desenvolvimento, que muito lentamente, transfere-se da universidade para os órgãos gestores das políticas públicas governamentais. No entanto, algumas questões teórico-metodológicas, que fundamentam estas novas políticas, precisam ser melhor discutidas. Self reliance, social capital and territorial development Abstract The aim of this article is to discuss some issues related to the concepts of self reliance and social capital and the new concept of development known as territorial development. The interest in relating these concepts to the new concept arose from the analysis of a new proposal for a national policy directed towards family agriculture, wich the present government intends to implement. This new policy suggests that there is a change affecting issues related to development, wich is gradually filtering through from universities to the organs responsible for government policy. However, some of the theoretical and methodological issues underlying these new policies need to be discussed more thoroughly.
