The complex spatial and economic planning of development of territorial communities on the conditions of their combination which will promote effective management of territories and ensure integrated sustainable development of territories for the future generations is investigated. The peculiarities of the legislation on new provisions of spatial and economic planning of territorial communities are covered, the main approaches to the development of the Comprehensive Spatial Development Plan of the Territory of Territorial Community, the Concept of Integrated Development of the Territorial Community and the Territorial Community Development Strategy are compared. The scheme of connections of elements at formation of the specified Comprehensive Plan, Concept and Strategy is constructed. The legislative level acceptance of the provisions on joint approaches to the formation of key documents of spatial and economic planning of territorial communities, the unity of land management documentation and urban planning documentation at the local level is established. It is shown that the Concept of Integrated Development of the Territorial Community is the basis and a certain “bridge” for combining the principles and indicators in the formation of the Comprehensive Spatial Development Plan of the Territory of Territorial Community and the Territorial Community Development Strategy. The formation of the Concept is proposed to be carried out on the basis of preliminary conceptual and structural modeling of endogenous potential of territorial communities that will establish the features of the existing potential by its elements (natural resources, production and infrastructure, labor, socio-cultural, etc.) that have a place in each community depending on its specific and general characteristics. It is proved that the modeling of the potential of territorial communities is carried out on the basis of establishing, integrating, uniting, combining, interpenetrating of connections and dependencies in the present time and their interpretation (design, transfer) to the appropriate time perspective (five, ten and more years).

Territorial development is both a toolto ensure effective and sustainable socio-economic development of Russia, and on the other hand requires a consistent transformation of spatial organization and economic structure of the country. In developing the spatial development strategy advocates the need for a comprehensive methodology for the spatial distribution as the industry structure of the economy, as well as legal support for the planned activities. The article describes the principles and approaches to the choice of tools used in the development of spatial development strategy. The main stages of strategic planning of the territory’sare strengths and weaknesses, opportunities and threats. By type of competitive advantages, all the factors of competitiveness are grouped into three categories: natural resource, operational and strategic. Experience in building integrated competitiveness ratings of Russian regions allows you to select a group of factors that determine the future spatial development. For the first time since independence, economic planners in India are experiencing a serious crisis of confidence. Although there has always been some debate on alternative policies and programs, the central assumptions of development planning have remained unchallenged since the 1930's. Now, in contrast, the very core of economic development strategy has become the target of open and bitter criticism. The final draft of the Fourth Five Year Plan has been delayed for more than a year, and the end of fundamental disagreements seems nowhere in sight.

Paper considers different aspects of spatial development management in the zones characterized by significant spatial interventions, whose consequences are structural changes in usage of space, social and economic development, environmental and ambient quality. Those are, above all, big mining regions, zones of big water accumulations and main infrastructure corridors. Paper deals with normative, institutional and organizational assumptions for managing spatial development, planning approaches, construction and spatial arrangement, searching and structuring data basis and development of information system, system of indicators and monitoring system. Special attention is given to balance and synchronization of activities during compilation of study, planning and technical documentation, as well as procedures of considering and enacting appropriate decisions by competent authorities on national, regional and local level.

The Local Government Reform in Northern Ireland in 2015 returned decision-making powers on territorial development to the local level. Sabine Kalke, who worked in the department before and after the reform, spoke in her interview about the changes they faced and what additional powers were transferred to local government. The changes mostly affected interactions with stakeholders and the actual development strategy of Belfast. Today, the city determines the priorities and development goals at the local level, and negotiations with major developers are based on these goals. As a result, the interaction has become more meaningful and mutually beneficial. The reform provides the City Council with a certain flexibility in decision-making: its position remains strong, but with the ability to adjust the plans. After all, the urban development process benefits both the private and the public sector. In this sense, the readiness of each of the parties to an open dialogue becomes key. The experience of Belfast is becoming particularly important regarding changes in the Russian local government system, which has lost much authority in recent years.

This article analyzes the aspects of territorial marketing and their influence on the spatial development of the territory, as well as the financial components of this problem. Having applied economic-mathematical and statistical methods, the authors have analyzed the socio-economic indicators and investment potential of Kirov region. They have come to the conclusion that the financing of spatial development of the territory’s investment potential is performed mainly using the federal and regional budget funds within the framework of the approved Development Strategy of Territories, considering the available resources and the degree of customer satisfaction by the territorial product. Using the methods of abstractly logical judgments and expert assessments, a step-by-step process of strategic positioning of the territory was developed with the indication of specific methods for each stage, based on the existing resource basis and prospects of its development by attracting additional funds. Attraction of additional investments in spatial territorial development by means of tools of territorial marketing is possible due to the improvement of social and economic potential of the Kirov region, increase of satisfaction of target groups by territorial product, and also the development and implementation the strategy of territorial positioning, taking into account its strengths and weaknesses.

The Sustainable Development Goals (SDGs), which were adopted in September 2015 represent a challenging worldwide action plan that aims to end poverty, achieve gender equality, in diverse dimensions, promote decent work among others. Global realization of the SDGs by 2030 is highly dependent on the localization and effective implementation of the goals, yet little is known about diverse perspective of SDG localization and challenges involved. It is in response to this that the study examines the magnitude to which SDGs have been integrated into local development planning using Adentan municipal as a case study. A qualitative method with an in-depth interview of 20 key informants was adopted. The study developed a conceptual framework which was used to examine Adentan municipal Assembly on SDG mainstreaming. The study also did a critical analysis of the medium-term development plan of the municipal assembly to identify how the Assembly has effectively mainstreamed the SDGs at the local level. The findings from the study revealed that the authorities are aware of the SDGs. Majority of the targets in SDGs (1,2,3,4,5,6,8,9,10,11,13,14,16 and 17) have been integrated into the local development plan of the Assembly. However, SDG 7 and 15 were of no interest to the municipal. The findings further indicated that financing, low awareness of the relevance of the SDGs among the citizens in the municipality and bureaucracy are the major challenges of SDG mainstreaming at the local level. The study proposed a framework which extends the theory of change on effective SDG mainstreaming and can be added to other existing framework on SDG mainstreaming at the local level to address the challenges and needs of SDG mainstreaming for development initiative and may inform future research in mainstreaming and planning.

Abstract: Pungsari Village is a center for batik craftsmen who have long held the title of tourism villages in Sragen Regency. The title of this tourist village is one of the starting points for the growth of the creative economy embryo. These strategies make the environment something important and environmentally sound. In fact, the strategy has been programmed by the Ministry of Village with the theme of Development of Green Tourism Village in 2017. The program scenario has not used a development strategy that slogan "village build". For example, the development scenario does not yet entirely cover the village, such as: markets, settlements, rice fields, creative industries, and local socio-culture. Therefore, this article is intended to discuss aspects that can be done to develop Pungsari Tourism Village. This research is one of several definitions that can support the development of the village area. Furthermore, these parameters are to increase the tourism potential of tourist villages. This classification will be the basis for developing an environmentally sound rural area. Based on the results of this study, Pungsari Village has grouped characters into four additional clusters: socio-economic clusters, cultural-cultural clusters, residential clusters, and integrated development clusters.Keyword: Creative Economy; Scenario of Tourism Village Development; Planning ClusterAbstrak: Desa Pungsari merupakan sentra pengrajin batik yang telah lama memiliki gelar sebagai desa wisata di Kabupaten Sragen. Gelar desa wisata ini merupakan salah satu titik awal tumbuhnya embrio ekonomi kreatif. Strategi ini berpotensi sebagai penyerapan sumber daya lokal yang bersifat padat karya dan berwawasan lingkungan. Bahkan sebenarnya, strategi tersebut sudah diprogramkan Kementerian Desa dengan tema Pengembangan Desa Wisata Hijau pada tahun 2017. Skenario program tersebut belum mengacu pada strategi konsep pengembangan yang berslogan “desa membangun”. Sebagai contoh, skenario pengembangan belum seluruhnya mencakup potensi desa tersebut, seperti antara lain: pasar, permukiman, persawahan, industri kreatif batik, dan sosial-budaya setempat. Oleh karena itu, tulisan ini bermaksud untuk mendiskusikan aspek-aspek strategis yang dapat dilakukan untuk mengembangkan Desa Wisata Pungsari. Penelitian ini berangkat dari definisi variabel atau parameter yang dapat mendukung skema pengembangan kawasan desa tersebut. Selanjutnya, parameter tersebut digunakan untuk menyusun klasifikasi potensi desa wisata. Klasifikasi ini akan menjadi landasan pengembangan kawasan desa yang berwawasan lingkungan. Berdasarkan hasil penelitian ini menunjukkan bahwa, Desa Pungsari mempunyai karakter yang terkelompok menjadi empat kluster diantaranya : kluster sosial-ekonomi, kluster pendidikan-budaya, kluster pemukiman, dan kluster pengembangan terpadu.Kata Kunci: Ekonomi Kreatif; Skenario Pengembangan Desa Wisata; Kluster Perencanaan
