The purpose of this study is to determine the development trends of the major determinants of the bank card market in eight countries of Central and Eastern Europe in the period from 2010 to 2019. Continuing a study carried out in 2018, further comparative analysis of the “Bank Cards Market Index” proposed earlier and based on a system of interrelated indicators of bank payment cards, ATMs and POS‑terminals, was carried out. We provide an overview of the rankings of Ukraine, Belarus, Moldova, Russia, Romania, Poland, Hungary, Slovakia using international ranking systems such as “The Legatum Prosperity Index,” “Doing Business,” “The Index of Economic Freedom,” and the “Вank Cards Market Index.” Further studies of three international ranking systems, as well as the “Bank Cards Market Index,” again confirmed the similarity of the development models of the bank card market in Poland and Ukraine. To study the impact of the digitalization of economics and Covid–19 on the bank card market, a deeper analysis of two cases (Poland and Ukraine, as two similar bank card markets) was carried out using the “Digital Evolution Index.” In the course of the research, it was concluded that the “Вank Cards Market Index” can be successfully used for further research of the banking sector of different countries. Also, the growth trend of cashless payments in the bank card market and the possible transformation of the market under the influence of Covid–19, and the global digitalization of economics were noticed. Taking into account the above trend, further studies of the system of interrelated indicators of bank payment cards, ATMs, and POS terminals should be carried out using the “Digital Evolution Index” or other international indexes that characterize the level of digitalization of the economy in the researched countries.

The objective of this study is to investigate the research productivity of the Sri Lankan state universities depicted in reputed international university ranking systems during 2015-2020 and to identify the areas that can be used to develop the research productivity of the state universities. Research–related scores of the Sri Lankan state universities from 2015-2020 in four ranking systems (THE, QS, SIR, and URAP) were analysed. The study established that the research productivity, impact, and collaboration are the major aspects considered by the ranking systems. Only a few universities are ranked and the scores have a considerable scope to be improved. Several recommendations are made on how the university librarians can support the improvement of research-related related rankings. This is the first study on research productivity scores of Sri Lankan state universities based on international ranking systems. Hence the findings will be useful for the university policymakers in Sri Lanka as well in other countries with similar educational contexts.

This research work aims to highlight social reporting and accountability system in Italian universities. After cases analysis and content analysis, we provide an overview of the state-of-the-art of accountability in academic research and education. In this perspective, a brief analysis of the most relevant literature regarding the topic is finalized to address and to compare Italian experiences of social reporting. Effective accountability systems can indeed turn from tools into goals in public administrations, and in doing so reporting takes on a completely different meaning: it is a contribution to the social added value created by the university, an extra obligation to take towards stakeholders, a further service to engage in to strengthen democracy. The culture of accountability should be introduced and guided mainly by law, with legal requirements about deadlines, tools and goals, and supervised by third-party authorities. Further work is still needed to fully grasp measurement complexities and the potential lying in the evaluation of academic performance – especially with relation to sociality and sustainability – that plays an important role in national and international ranking systems.

The focus of the chapter will be two-fold: concentration on input and outcomes of an international, institutional ranking for scholarship and research. After a review of the literature, the first portion will examine the development of a new objective institutional ranking system for public administration research and scholarship. Emphasis will be placed on differences and similarities from previous institutional ranking systems. The second portion will focus on the outcomes and resultant consequences – both intended and unintended – for development of an international ranking system away from traditional domestic methodologies based on reputational-subjective measures.

Universitas Terbuka (UT) aims at achieving a world class standard. As one of the criteria of a world class university is the world ranking, it is planned that the university should achieve a high position within the ranking. At present, the ranking systems are the Shanghai Jiao Tong University (SJTU) and Times Higher Education Supplement (THES). Positions of open universities in world university ranking are in the lower tier, both according to the THES and SJTU. However, ranking have a positive impact toward universities. Hence, it is possible that through the effort of achieving a high ranking, UT will have the benefit of improving its quality of services toward its stakeholders. If it is possible that ranking system criteria also fits the achievement of quality, there should be an advantage of gaining a high position in world ranking for UT. Therefore the question is how to improve the position of an open university within the international university ranking. Although the main priority of UT mission is to provide access of quality education to those who for some reason cannot attend conventional education, UT has opportunities for improving its rank among world university ranking. The advantage of the ranking is that it can support the effort to become a world class university. UT should improve international cooperation, both in teaching and research, while the research activities should be improved, both in its quality and its publications in accredited international journals. Lastly, the effort for achieving a high position in world ranking should not ignore the main mission of UT to provide access to education.

This study focuses on the effect of globalization on university ranking and current developments and challenges that HEIs face in the global higher education market. It provides detailed information about the origins of international ranking systems, diversification of university rankings and strategic planning of higher education institutes. Moreover, this study describes the global university classification, continuous exposure to elite universities, neglect of the humanities, arts and the social sciences researches, limited description of methods and indigent metrics. The expected effects on ranking system amid the COVID-19 crisis are mentioned which are widely being discussed by the researchers. The study concludes that there is a threat that universities which are investing time and money in accumulating and using statistics and data for the sake of improvement in their performance for the rankings may destabilize themselves from the development in other areas such as learning, teaching or community involvement.

De toenemende dominantie van het Engels als mondiale wetenschapstaal – in combinatie met de voortschrijdende digitalisering – wordt te snel als vanzelfsprekend beschouwd. Ook de historiografie in de Lage Landen heeft hieronder te lijden. Het dwingt historici in het keurslijf van internationale rankingsystemen, die te weinig oog hebben voor de eigenheid van het Nederlandse taalgebied. Het is de verdienste van Wetenschappelijke tijdingen om naar aanleiding van het 75-jarig bestaan van het tijdschrift een breed debat te hebben georganiseerd, waaraan verschillende toonaangevende publicaties deelnamen. Daarbij lag een belangrijke klemtoon op de maatschappelijke verantwoordelijkheid van de historicus. Het gevaar is ver van denkbeeldig dat geschiedkundig onderzoek in een ivoren toren dreigt te belanden, en niet meer zal worden gepopulariseerd. Historici en historiografen moeten tegen die trend durven ingaan, en naar creatieve uitwegen zoeken om aan de druk van de globalisering te weerstaan. Allianties of het samengaan van tijdschriften zijn daarbij niet uitgesloten, maar een eigen Vlaams rankingsysteem kan eveneens van nut zijn, en respect voor lokale geschiedschrijving kan niet voldoende worden beklemtoond.________Between ‘geschiedenis’ (in Dutch) and ‘history’(in English). Concluding remarks by the moderator.People are too quick in taking the increasing dominance of the English language as the universal academic language for granted – together with the advance of digitisation. Historiography in the Low Countries suffers from this phenomenon as well. It shackles historians to the international ranking systems, which take too little account of the idiosyncrasy of the Dutch language area. The journal Wetenschappelijke tijdingen can take credit for having organised a broad discussion on the subject, in which several leading publications participated at the occasion of its 75th anniversary. A major focus of the discussion was the social responsibility of the historian. There is a real risk that historical research will end up in an ivory tower, and that it will no longer be popularised. Historians and historiographers should dare go against that trend, and search for creative solutions to resist the pressure of globalisation. One solution might be the constitution of alliances between journals, but our own Flemish ranking system might also prove useful. Moreover, respect for local historiography cannot be emphasized enough.
