Introduction. The important factors affecting health and performance of young people are the conditions of education, in particular, a comfortable microclimate in the classrooms of higher educational institutions. Materials and methods. In view of the urgency of this problem, an analysis was made of the microclimate parameters of educational organizations of different profiles (Ufa city, the Republic of Bashkortostan). 294 classrooms were studied in 22 buildings of 4 leading universities in Ufa. A total of 3,822 measurements were taken to determine the parameters of the microclimate. The analysis of ionizing radiation in the aerial environment of classrooms. There was performed determination of radon and its affiliated products content. In order to assess the conditions and lifestyle of students of 4 higher educational institutions of the city of Ufa, we conducted an anonymous survey of 1,820 students of I and IV years of education. Results. The average temperature in the classrooms of all universities studied was 23.9±0.09 C. The average relative humidity in all classrooms was 34.2 ± 0.42%. Analysis of ionizing radiation (radon and its daughter products decay) in the aerial environment of the classrooms and sports halls located in the basement determined that the average annual equivalent equilibrium volumetric activity of the radon daughter products (EROA ± Δ222Rn) ranged from 28 ± 14 to 69 ± 34.5 meter, which meets the requirements established by SanPiN. Conclusion. The hygienic assessment of the microclimate parameters of educational institutions of various profile revealed a number of deviations from the regulated norms. The results indicate the need to control the parameters of the microclimate, both from the administration of universities, and from the professors. According to the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

One of the significant factors affecting the condition of the students’ visual apparatus is an illumination level in the premises of educational organizations. Electromagnetic radiation arising from computers also has an essential influence on a state of health. Taking into account the urgency of this problem, an analysis of illumination indices and EM radiation was made in audiences of higher educational institutions of various profiles (Ufa, the Republic of Bashkortostan). The total number of illumination measurements was 3528. The measurement methods met the requirements of the interstate standard. According to the results of the illumination indices estimation in the studied universities, a significant deviation from the regulated norms was revealed: in 71.5% of the measurements the index was below the norm. It should be noted that indices differed significantly depending on the type of educational organization. The best situation is in the “Financial University under the Government of the Russian Federation,” where only 13.3% of the measurements are inconsistent with the normative indices. Pulsation coefficient also was determined. It turned out that 88.8% of the measurements do not correspond to the norm. The analysis of illumination measurements in computer classes was carried out. Only one-fifth of them in the computer table working area in the of the document placement corresponded to SanPin. An anonymous questionnaire was also organized for students from four leading universities in Ufa, the Republic of Bashkortostan. According to respondents’ answers, out of seven students, one was revealed to be suffering from myopia. On the basis of “Center for Hygiene and Epidemiology in the Republic of Bashkortostan”, a study of non-ionizing radiation from video terminals located in computer classes was made. 1145 measurements were made in 20 buildings of four universities studied. It was found out that the intensity of the electrostatic field did not meet the requirements of SanPiN in 5.7% of the measurements. Hygienic assessment of the environment of educational organizations of various profiles revealed a number of significant deviations from the regulated norms. The obtained results testify to the need to monitor the illumination and EMR indices both from the administration of higher education institutions and from teachers. Based on the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

The article highlights the possibility and feasibility of the use of cloud technologies by teacher in the educational process of higher educational institutions, modern schools or institutions of additional education. The advantages and disadvantages of using cloud technologies in the learning process are indicated. After all, cloud technologies are one of the perspective directions in the development of modern information technologies. Under cloud technologies are understood distributed data processing technologies, in which computer resources and power are provided to the user as an Internet service. The use of cloud technologies is not only associated with a huge reduction in costs and intensification, but also with significant consumer risks (especially the risks of storage and data transfer). On the other hand, cloud solutions are being improved all the time, and the cloud provider can now reach an acceptable level of security by adhering to a number of conditions. The use of cloud technologies in the educational process will, above all, make it possible to solve the problem of ensuring equal access of students and teachers to high-quality educational resources both at classes and in extra hours. Cloud computing has wide-ranging prospects for applications in education, research and applied research, as well as for distance learning for professionals, postgraduates and students. Cloud technologies are not only the future, it is in many respects also the present. The use of cloud technologies (cloud computing) by higher educational institutions is a promising direction, which allows to increase the efficiency of the educational process, reduce the cost of its implementation. Significantly reduced capital costs associated with the creation and maintenance of educational institutions of their own data centers, provides flexible scalability and high availability of services used in the learning process, which ultimately increases the level of satisfaction of users needs: students, faculty, teaching staff, as more time is spent on solving educational and research tasks.

The high level of development of culture and art in modern Russia requires appropriate training of employees for the theater and concert complex. Well-trained specialists will be able to find a job and employment. In the labor market in the field of art and culture, there is creative competition. Therefore, the training of bachelors at the higher educational institutions should be guided by the requirements of the labor market in this area, and the higher educational institutions should produce competitive specialists in creative professions. In the higher education system of modern Russia, the issue of improving the quality of teaching of special (major) disciplines, as well as all subjects included in the training program, is on the agenda of the department collectives. The program trajectory, which is set through the Federal State Educational Standards, is associated with a certain experiment in modeling competencies based on accepted professional standards. An important component is the position of the higher educational institution and the right to develop competencies based on the experience, profile of the university and the composition of the teaching staff. Higher educational institutions have certain academic freedoms and use their opportunities to achieve a higher quality of bachelor's and master's degree training. The article deals with various aspects of vocal pedagogy, the formation of the necessary professional and general cultural competencies, and individual work with students. Such problems are raised by teachers of creative higher educational institutions. We considered it possible to enter into the discussion and conduct a friendly polemic.

The article addresses theoretical substantiation and empirical research of personal readiness of teachers and instructors in higher educational institutions to implementing dialogue as a form of educational process. The essence of educational dialogue is viewed as an integrated procedural form of active learning, which is aimed at transformation of internal experiences of future specialist and acquiring new ones. The author states that a complete educational dialogue depends on three components: 1) the dialogism of a teacher; 2) the dialogic nature of educational material (as a fragment of given educational content); 3) student dialogue. The leading role of the instructor is being analyzed not only in the dialogic organization of educational process, but also in development of dialogical culture of students. Two aspects of the teacher's readiness are singled out: 1) how a teacher goes through self-realization and personality development (personal readiness); 2) how a teacher contributes to personal growth of students (professional readiness). The article analyzes facilitative abilities of a teacher, based on which the teacher develops personal readiness for implementing dialog as a form of educational process. It has been empirically proven, based on the questionnaires administered to both teachers and students, that teachers often focus on formal indicators, on the monotony and authoritarianism of teaching. Relations between teachers and students are often manipulative, and there is an alienation and indifference of the teaching staff towards students in pedagogical communication. At the same time, dogmatism, formalism, and closeness, and stereotypical role behavior of teachers and students constitute the greatest obstacle in transforming educational process into a dialogue.

Professional development is one of the types of professional training for University teachers to develop their level of theoretical knowledge and competencies, improve practical skills and abilities that increase in accordance with the requirements of state educational standards for the quality of education in higher education institutions. This article attempts to review and analyze the current system of professional development in Russia, various approaches to its organization, technologies and forms. The combination of professional knowledge and information and communication technical skills is extremely important today for the professional and personal development of staff of higher educational institutions and improving the quality of training of students. Despite serious theoretical justification and diverse experience of professional development of teaching staff in universities, the current system, as practice has shown, is far behind the requirements of the time and needs urgent improvement, both in the content of courses of disciplines and in their practical implementation.

The relevance of modernization process of professional training of future academic staff of higher educational institutions consists of a comprehensive update of the system of professional training of teachers and academic staff. These processes are focused on a scientifically and practically oriented improvement of the educational process. As well as professional and pedagogical interaction of its participants in the educational and professional environment. Theoretical and methodological foundations of increasing the professional training of teachers of higher schools in the conditions of master programmes are grounded; the author’s concept of improving the professional training of teachers of higher schools in the conditions of these programmes is formulated and tested; substantiated the content of the modernization of professional training of teachers of higher education; affordable author's model of modernized professional training of higher education teaching staff in the conditions of a master programmes. Experimentally verified effectiveness of the proposed scientific and methodological support for the professional training of teachers of higher educational institutions.
