Human Resource Management plays an essential role for attaining organizational goals. Nowadays, practitioners, researchers, and academicians around the world are emphasizing to transform and reshape the practice of human resource. However, very few research works have been done in the area of Transformational Human Resource Management (T-HRM). Hence, the aim of this chapter is to propose an integrated framework of T-HRM and organizational efficiency. In light of that, this study has proposed potential factors of the T-HRM. Secondly, this study presented positive effect of the factors of T-HRM on organizational efficiency management. Concept of knowledge management has introduced as a potential mediator, and ICT and organizational alignment has presented as a potential moderator of this study. Finally, knowledge of this study will provide better insights on T-HRM for ensuring organizational efficiency.

The study investigated the challenges faced by the Palestinian Authority Institutions (PNA) in their practice of Human Resource Management. It adopted a qualitative approach based on a review of relevant literature to find out the major challenges handicapping the efforts to improve HRM in the West Bank in Palestine. The study reflected that with a specific focus on Palestine, the daily practice of HRM is a real challenge especially under the Israeli occupation and the different strategies Israel employs to destroy any improvement plans. The study showed that in the era of global technology, the Palestinian National Authority and its organisations in the West Bank are facing both internal and external challenges, namely the low organisational position of the management of human resources and its confinement to basic functions. In addition, the Procedural aspects, lack of planning and developmental aspects, and limitation of their practice in routine matters related to employment, calculation of salaries and dues, as well as follow-up and permits which constitute a significant challenge. Moreover, the external challenges include the Israeli occupation, which has a major role in these challenges as the occupation prevents public employees of different positions and deputies from reaching their workplaces by dividing the cities of Palestine, military checkpoints, and frequent arrests of ministers and legislators.

Within national health systems, there is an inadequacy in terms of human resource management due to the specificity of operational activities of health workers, patient relations and the fulfillment of organizations' requirements.The paper views distributive or shared leadership and appreciation management as a new management concept that has a focus on employees, and which especially appreciates and emphasizes professionalism, cooperation, interaction skills and employee support and proposes the application of this concept in health systems, especially in physiotherapy practice.

The article reveals the evolution of human resource management concept. It consists of 5 stages: prehistory of human resource management in ancient times (before 1800); the formation of class structure of industrial society (1800-1920); establishment of the International Labour Organization and adoption of international labour standards (1920-1980); theoretical evidence and further development of the human resources management concept (1980-2000); Intellectual capital and strategic human resource management (since 2000). The article discloses the main factors that had influenced the emergence and expansion of the human resource management concept.
