Henry Eccles, in classic studies on logistics, describes the dynamics of strategic procurement in the supply chain stretching from home countries to military theatres of operations. Naval authorities and industrialists concerned with Japanese aggression before and after Pearl Harbor looked towards developing shipbuilding capacity on North America’s Pacific Coast. The region turned into a volume producer of merchant vessels, warships and auxiliaries destined for service in the Pacific and Indian Oceans. Shipbuilding involved four broad categories of companies in the United States and Canada that enabled the tremendous production effort.

Supply chain-related curricula exist across many universities, with many including risk management as an important or focal element. With the rise of software-driven technology across the supply chain, how can firms manage the inherent risks associated with software as part of a procurement process? This article examines how to provide context appropriate cybersecurity exemplars in a model supply chain education program, bringing to light the issue of embedded risk in software acquisition. Through a series of specifically placed educational elements that provide targeted cybersecurity knowledge to students, the objective is to provide additional skill sets for future supply chain professionals to assist firms in including software related cybersecurity risk as a component in SCRM.

This paper presents an innovative approach to e-procurement in construction, which uses building information models (BIM) to support the construction procurement process. The result is an integrated and electronic instrument connected to a rich knowledge base capable of advanced operations and able to strengthen transaction relationships and collaboration throughout the supply chain. The BIM-based e-procurement prototype has been developed using distinct existing electronic solutions and an IFC server and was tested in a pilot case study, which supported further discussions of the results of the research.

Engineering Procurement Construction (EPC) is a construction model that integrated the work between engineering, procurement, and construction. The EPC project is usually applied in petroleum work. One of the important aspects of success key in this project is the supply chain management (SCM). The high level of complexity of work as well as the integration of the construction phase needs to be mapped how the supply chain in this project. This paper used Value Stream Mapping (VSM) method to explain the procurement processes for easier understanding and problem identification. It is illustrated in the procurement process behaviour within a specific period from the total production time. This paper describes a case study performed on EPC 1 Banyu Urip Project. VSM presented real-time data to deliver the processes, material, and any other constraint relevant to the procurement process on EPC projects. Based on a case study on pipe material, the procurement process from upstream to downstream took 21 weeks. It was a waste of time to look for solutions. The recommended solutions use the local vendors, involve suppliers early and provide input into engineering designs, and good communication between supply chain participants.

Inventory management is a challenging problem area in supply chain management and companies need to have inventories in warehouses in order to satisfy customer's needs. Meanwhile, these inventories have holding costs and this is a frozen fund that can be lost. Therefore, the task of inventory management is to find the right quantity of inventories that will fulfill the demand with the right price, avoiding overstocks. The aim of this paper is to carry out a comparing study of continuous inventory control policies in a stochastic environment of demand and lead time, in order to find out the impacts of the decision variables of each inventory control policy. For this purpose, the discrete event simulation approach has been chosen to generate various scenarios of inventory control policies of the procurement process by taking into account the production planning of the manufacturing company. The comparison of these configurations based on the essential key performance indicators of the supply chain, namely the cost and service level.

Organizations are operating in an environment which offers opportunities but also dangers, risks, changes, and challenges. To face these changes, organizations must develop effective strategies based on relationships with stakeholders and profit decisions, and cost-based in order to obtain competitive advantage. To satisfy customers' needs, the organizations seek a position of superiority over its competitors. To deploy its activities and to achieve its objectives, any organization must dispose resources such as material, human, financial, informational, and technological. This chapter treats a very interesting theme, that of procurement, as commercial activity, in the complex activities of organizations. The chapter starts with the literature in the field and presents the evolution of the process, the objectives, the roles, the functions, the activities, and the typology. The author presents the impact the new technologies have on procurement process, using a simulation model, based on mathematical and statistical models and IT programs.

The ability of a completed construction to meet the value systems of its stakeholders depends on the activities and procedure throughout the entire supply chain. Before deciding on a construction development, procurement planning should be comprehensive. We argue that a major problem leading to poor performance of projects is inadequate understanding or engagement with the procurement planning process. This emphasizes the clear need to research procurement planning by assessing its purposes. Through survey questionnaires, 13 purposes for undertaking procurement planning are identified for construction players to evaluate the extent to which procurement planning is undertaken. The results indicate that the immediate reasons for the procurement process include determining the expectations of the clientele, provide a means for the stakeholders’ to interact, and selecting the appropriate procurement method to suit the client’s value system. According to the results of survey, none of the purposes displayed poor results. 95% of the respondents measured that procurement planning are used for construction development. The findings of this paper highlight the importance of systematic procurement planning for improving construction performance.
