Manifold representations of the dwelling are expressed in the work of artist, poet, writer, editor, and activist Alootook Ipellie in the bi-monthly publication Inuit Today in the 1970s and 1980s, as a cross-section through key moments in Inuit Nunangat history. This essay thus examines Ipellie’s representations of space—not as an attempt to theorize Inuit space but rather to offer reflections on how these representations challenged ways of knowing and interpreting Arctic communities. We first address the Arctic representation in Ipellie’s work, which emphasizes the existing richness of the land according to Inuit perspectives as opposed to Qallunaat (non-Inuit) interpretations. His drawings also offer political comments on land disputes and the exploitation of territory. We then explore the representation of buildings, as Ipellie witnessed the transition from traditional to government housing. Ipellie’s humour-based approach constituted a strong social and political critique of housing issues and settler-colonial building practices. This artist acknowledged Inuit ingenuity when speaking of traditional housing, thus advocating for Inuit knowledge, invention, and built heritage. Lastly, we discuss the representation of multiple voices in the struggles over space, including Inuit communities and non-human agents, such as animals and land. Dwelling on the notion of “lines” and “the in-between”, we consider the thickness of Ipellie’s drawn lines and attend to the multiple entanglements between the artist’s political cartoons and the many lines of settler-colonialism, such as boundaries, frontiers, roads, pipelines, spatial construction, buildings, and planning.

Inuit Qaujimajatuqangit (IQ), “the Inuit way of knowing,” and science each approach observation of the natural and physical world from shared yet different epistemologies. Studies that integrate IQ and science demonstrate the inherent value of using observations and findings from both to understand Arctic systems. Yet holders of IQ and scientists often do not fully comprehend the practice of the other because they think and approach observation and knowledge differently. Using the concept of Isumaqatigingniq, or “thinking together,” we will form an educational program, Isumaqatigingniq-Science, Technology, Engineering and Mathematics, (I-STEM), that will highlight and integrate studies of the narwhal and the Arctic environment undertaken with contributions from IQ and science. Program outreach will target high school students from both Inuit and non-Inuit backgrounds. Understanding existing efforts that combine these knowledge frames will hopefully inspire future collaborations by these groups. Learning through I-STEM will better equip students to address scientific themes that design, optimize, and implement collaborative observation systems. Inuit and scientific research efforts are essential for a deeper understanding of the Arctic environment. Implementing an active educational program that engages high school youth to understand the value of incorporating these two ways of knowing will help foster a future educational environment of collaboration. The educational I-STEM model will bring a new Inuit perspective to formal scientific education programs and share perspectives of science and Inuit knowledge within Inuit educational programs. Isumaqatigingniq can continue growing, incorporating new perspectives on Arctic observations and knowledge.

AbstractThe Arctic Ocean is undergoing rapid change: sea ice is being lost, waters are warming, coastlines are eroding, species are moving into new areas, and more. This paper explores the many ways that a changing Arctic Ocean affects societies in the Arctic and around the world. In the Arctic, Indigenous Peoples are again seeing their food security threatened and cultural continuity in danger of disruption. Resource development is increasing as is interest in tourism and possibilities for trans-Arctic maritime trade, creating new opportunities and also new stresses. Beyond the Arctic, changes in sea ice affect mid-latitude weather, and Arctic economic opportunities may re-shape commodities and transportation markets. Rising interest in the Arctic is also raising geopolitical tensions about the region. What happens next depends in large part on the choices made within and beyond the Arctic concerning global climate change and industrial policies and Arctic ecosystems and cultures.

In recognition of the growing challenge that food insecurity has on population health, a multisectoral partership in Nova Scotia has been working since 2001 to address province-wide accessibility to a nutritious diet. The participatory food costing (PFC) model has been at the forefront of provincial and national efforts to address food insecurity; a local foods component was incorporated in 2004. This model has engaged community partners, including those affected by food insecurity, in all stages of the research, thereby building capacity at multiple levels to influence policy change and food systems redesign. By putting principles of participatory action research into practice, dietitians have contributed their technical, research, and facilitation expertise to support capacity building among the partners. The PFC model has provided people experiencing food insecurity with a mechanism for sharing their voices. By valuing different ways of knowing, the model has faciliated muchneeded dialogue on the broad and interrelated determinants of food security and mobilized knowledge that reflects these perspectives. The development of the model is described, as are lessons learned from a decade of highly productive research and knowledge mobilization that have increased stakeholders’ understanding of and involvement in addressing the many facets of food security in Nova Scotia.

The ability of many species to adapt to the shifting environmental conditions associated with climate change will be a key determinant of their persistence in the coming decades. This is a challenge already faced by species in the Arctic, where rapid environmental change is well underway. Caribou and reindeer (Rangifer tarandus) play a key role in Arctic ecosystems and provide irreplaceable socioeconomic value to many northern peoples. Recent decades have seen declines in many Rangifer populations, and there is strong concern that climate change is threatening the viability of this iconic Arctic species. We examine the literature to provide a thorough and full consideration of the many environmental factors that limit caribou and reindeer populations, and how these might be affected by a warming climate. Our review suggests that the response of Rangifer populations to climate change is, and will continue to be, varied in large part to their broad circumpolar distribution. While caribou and reindeer could have some resilience to climate change, current global trends in abundance undermine all but the most precautionary outlooks. Ultimately, the conservation of Rangifer populations will require careful management that considers the local and regional manifestations of climate change.

School inspection based on the standardized measurement of student test performance is among the significant causes of teachers’ stress and school leaders’ frustration. To truly understand how a school provides meaningful educational experiences, it is imperative to involve the reflection of all stakeholders. Viable alternatives from a relational standpoint are now emerging, and demonstrate how school evaluation in the form of collective and mutually supportive inquiry can enrich understanding of school functioning and stimulate effective change. Among the many relevant practices, the authors focus on two relationally sensitive approaches to replace the traditional models of school inspection: first, a community-based whole-school evaluation drawing on the perspectives of teachers, parents, students, and school governors, and then and an integral evaluation practice combining the evaluative concerns of the school community and policy makers. These practices demonstrate the value of including multiple voices in the school evaluation process, thus empowering and engaging the wider community in improving schools.

AbstractThis article examines whether discovery could, contrary to common philosophical opinion, be taken seriously as a ground of territorial rights. I focus on the discovery of uninhabitable lands such as found in the Arctic. After surveying the role of discovery in Roman private law and modern international law, I turn to Locke's well-known theory or original acquisition. I argue that many of the justifications that do the work in Locke's theory also apply to discovery. I then discuss some of the many reasons why discovery may seem unpromising as a ground of original acquisition. I close by arguing that if there is a bridge mechanism by which property can legitimately transform into territory and if, at least in some circumstances, discovery can produce property rights, then it would follow that in some circumstances discovery could also produce territorial rights.

AbstractThis essay considers two land disputes that took place in the first decade of U.S. rule in the Philippines and that reached the U.S. Supreme Court:Cariño v. Insular Government(1909) andReavis v. Fianza(1909). In arguing their cases, litigants were forced to reckon with the property rights regime of the former Spanish empire. In this regard, the cases affirm the import of inter-imperial frameworks for understanding colonial problems of land ownership and sovereignty. When arguing over the rightful owners of Philippine lands, parties to these cases also drew on the history and legal bases of land dispossession and settler colonialism in the American West. Further, in later decades, the arguments made in one of these cases would figure into legal conflicts over Native American lands. These cases thus suggest the value of also examining intra-imperial relationships, the emphasis of this essay. They demonstrate how histories and legal structures of settler-driven “expansion” and extra-continental colonialism informed, even constituted, each other.

Among the many interesting issues raised by the discovery of Mammoth remains in large numbers along the Arctic borders of Eastern Asia, one has, I think, ceased to be polemical. So far as I know, there is no serious student who now contests the fact that the Mammoth and his companions lived where their remains are found. The rooted trees upon which they fed, and the southern river-shells which were their contemporaries, both of which are found with their remains (both being incapable of migration), prove incontestably what a score of other arguments show, that the fauna of North-Eastern Siberia in the Mammoth age, like its flora, must be explained by some other theory than migration. This I have urged in many ways in my work on the Mammoth.

Abstract This article surveys some of the many international human rights law issues that come up in connection with the Arctic, such as the rights of indigenous peoples and the formulation of these rights in a draft Nordic Sami Convention. The focus, however, is on recent developments concerning the status of Greenland as a result of an agreement concluded in 2008 between the Danish and Greenlandic authorities. This agreement foresees not only a significant increase in self-government but also opens the door for the Greenlandic people to create an independent State through the exercise of the right to external self-determination as a matter of political decolonisation of an overseas colonial territory.
