This article is dedicated to interdisciplinary, institutional and comparative analysis of the terminological construct of “constitutional politics”. Analysis is conducted on correlation between the legal and political components of constitutional politics. The author indicates the peculiarities of legalistic and macro-sociological approaches towards the essence of the phenomenon in question; determines key peculiarities of the American and European models of constitutional politics; as well as examines the correlation between constitutional politics and state (public) policy. The article presents an original definition and outlines the object field of the Russian constitutional politics as an interdisciplinary term. This work is first to apply the terminological inter-paradigm construct of “constitutional politics” in terms of the analysis of corresponding processes within the history of Russian legal and political science. to apply the terminological inter-paradigm construction "constitutional policy", widely spread in Western thought, to the analysis of relevant processes. A brief overview is presented on the European and American approaches towards constitutional politics is presented. The author draws conclusions on the prospects of the indicated interdisciplinary approach, and proposes the subject of research with regards to the Russian constitutional politics.

Significance The debate over constitutional reform will be enlivened by the upcoming election of a constituent convention in Chile on the same day as the Peruvian elections. Impacts Constitutional change may become a banner for the left elsewhere in Latin America. Future constitutional reforms may reconsider the status of indigenous communities in the Amazon. Workers’ rights, include labour stability, may be strengthened.

Abstract This article has two interrelated objectives: to introduce the Colombian Political Agendas Project (COL-PAP) and offer an exploratory example of the applications of its databases. As a prelude, we describe some characteristics of the Colombian political system and the presidents analyzed. The study presents the objectives of COL-PAP, the creation of the codebook and the databases built so far, with special attention to the databases gathering bills and CONPES documents. The example discussed explores the dynamics of presidential attention in the period 2002-2018, especially the attention distributed among public policy issues over time, and its allocation among instruments. The study shows that attention varies among issues, but also that it is assigned differently between instruments, according to the opportunity structure they offer. Inspired in the discussion and findings related to the databases built so far for COL-PAP, the study suggests future lines of research for Colombia, Latin America, and the CAP in general.
