Aims: To describe the implementation of policies to increase tourist destinations based on local wisdom which comes from various types of reading such as previous research, news articles and others.target indicator setmore towards material things. Study Design: Literature study model. Place and Duration of Study: Gunungkidul Regency, Yogyakarta, Indonesia, between Oct 2020 and Jan 2021. Methodology: Qualitative method with a Literature study model. Several articles were collected from various sources with the theme of policies to increase tourist destinations based on local wisdom and tourism policies in Gunungkidul Regency. About 50 articles of national and international scientific journals, online mass media and laws and regulations were obtained. Results: The current policy for increasing tourist destinations in Gunungkidul Regency has not prioritized the value base of local wisdom. Furthermore, it discusses the implementation and obstacles faced in relation to policies to increase tourist destinations based on local wisdom. The implementation of policies in terms of resources leads to the value of local wisdom in developing human resources which ultimately leads to material benefits. There has been no implementation that leads to local wisdom values ​​of natural resource conservation, social, ethical and moral meanings. The implementation of policies in terms of communication between the public and the government is good enough, however, among tourism business actors is not optimal. Conclusion: Based on the above discussion, it can be concluded that policy implementation in terms of resources leads to the value of local wisdom in developing human resources which ultimately leads to material benefits. There has been no implementation that leads to local wisdom values ​​of natural resource conservation, social, ethical and moral meanings. The implementation of policies in terms of communication between the community and the government is quite good, but among tourism business actors is not optimal.

Local government in Indonesia adapted to the development legislation of an ideal tourist destination; ethically and aesthetically the local area is known as value-local culture. Gunungkidul Regency is an area that has tourism potential with the number of tourists increasing every year; this can indicate that these tourism objects are well managed. However, Gunungkidul Regency is still one of the areas with underdevelopment, the highest poverty rate indicator in DIY. Community groups have not been thoroughly involved as well as several other tourist objects that have not been managed as tourist destinations. This research aims to understand environmental partnerships that have built in Serangan Island, Denpasar, to understand the governance systems based on environmental partnerships in Serangan Island, Denpasar, and analyze adaptive capacity of those governance systems to changes in socioeconomic and environmental conditions in Serangan Island, Denpasar. This research is conducted in the settlements and tourism areas outside the BTID tourism area in Serangan Island, Denpasar, on December 2018 until Februari 2019, using qualitative approach is used through indepth interviews to sixteen informans, which have particular roles in natural resource conservation in Serangan Island, Denpasar, which include conservation and utilization of turtles, coral reefs, sea biota, and many types of governance and partnerships in Serangan Island. Result shows that the government and business partnerships were initiated from provision of tourism infrastructure which was developed into wider partnerships with NGOs and communities in the area of turtle conservation, while collaborative governance in the shape of community-based coastal resources management in Serangan Island. Meanwhile, adaptive co-management was developed through devolution of partial responsibility of turtle’s conservation and utilization to local communities through various deals and MoUs. Result also shows that adaptive capacity of Serangan Islanders has developed towards resilience to changes of environmental and socioeconomic conditions. Two recommendations are advised to natural resource managers in Serangan Island. Firstly, robust data collection and supervision systems needs to be developed for governance of turtles, coral reefs, and sea biota. Secondly, social learning through dialogue, reflexions, and evaluation needs to be implemented to reassess the outdated governance practices.

The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

AbstractIntegrated Natural Resource Conservation and Development (INRCD) Projects are efforts at worldwide locations to promote economic development of local communities consistent with conservation of natural resources. This umbrella term includes Integration Conservation and Development Projects (ICDPs) introduced by the World Wide Fund to combine social development and conservation s through the use of socio-economic investments, and the Integrated Natural Resource Management (INRM) research and development efforts that have employed a systems approach for quantitative modeling and optimization. In the spirit of the INRCD framework, we describe the development of a system-level agriculture and energy model comprising engineering and economic models for crop, irrigation, and energy subsystem designs for a community in Central Uganda. The model architecture is modular allowing modifications for different system configurations and project locations. We include some initial results and discuss next steps for system optimization, refining model assumptions, and modeling community social benefits as drivers of such projects.

This chapter examines a variety of views about the nature of society’s putative duty to conserve natural resources for the future, with a focus on the contested idea of sustainability. This chapter examines competing conceptions of sustainability and their implications for natural resource conservation across generations. Sustainability is a very popular concept, but there are many different positions on what might be called the “sustainability of what?” question. The chapter examines a number of competing views and shows how controversy here has informed the debate between so-called weak and strong conceptions of sustainability. It concludes with an examination of the politics of sustainability, and in particular the connections and possible tensions between goals of natural resource conservation and of global justice.

In 15 American states, environmental protection agencies perform both pollution-control and natural resource conservation functions. In this study, I examine how this combination of functions affects the regulatory style embraced by these agencies. I find, through interviews with environmental agency workers and empirical analyses using enforcement data from 2010 to 2014, that the cooperation and flexibility with industry inherent to natural resource conservation efforts is a fundamental part of the regulatory process within these combined agencies. Great efforts are made to garner voluntary or negotiated compliance without the possible economic consequences of punitive actions. Enforcements are less frequent and less severe. The effect of this agency design choice is powerful, maintaining its effect even when controlling for political, ideological, and economical pressures. In a time where environmental protection agencies are increasingly interested in incorporating management-based regulation and voluntary compliance to supplement command and control regulation, it is more important than ever to understand the regulation that emerges from this combination.
