Indonesia is known as a maritime state which is associated with marine and fisheries activities. The existence of a harbor, such as the Port of Belawan in Medan City, often causes conflicts in the issue of marine fisheries, especially related to sea pollution. This article investigates the implementation of compensation when traditional fishermen are affected by environmental pollution, especially tankers, its opportunities and challenges in the Indonesian legal context. This study employed a normative and empirical approach, covering the study sites of North Sumatra and Riau Islands Province, which share the border with the Malacca Strait. To date, there are no rules regarding compensation for fishermen, however, there are some embryonic mode such as the existence of experienced human resources from the Environmental Agency of Riau Islands Province in the implementation of compensation for traditional fishermen affected by pollution of the marine environment. This study encourages the local government (i.e., the provincial government) to give more attention related to the compensation for traditional fishermen who are affected by pollution of the marine environment in the form of Regional Regulations or other policies.

Abstract Increasing the amount of waste generation is a problem in every city. This research aims to know the waste transportation and management system to analyze its compliance with the applicable national and local regulations in Indonesia. Demak Regency produced 208 kg/day of waste which this number represent 35.18% of waste generated in Demak Regency from domestic and non domestic sector. The waste is transported and not sorted at sources, as the same with many other cities in Indonesia. Therefore, a proper waste management system is needed for Demak Regency that includes five aspects, which include technical, institutional, financial, regulation, and community aspects. The Environmental Agency of Demak Regency is the institution in charge of waste management in Demak Regency. The analysis shows that improvements are needed to achieve appropriate waste management system in Demak Regency. Therefore, efforts should be made to improve waste management in the Regency, for example, by improving technical performance, human resources, and promoting community-based waste management in the studied area.

Abstract It is necessary to observe and evaluate the performance of the authorized institutions, in particular, related to the sub-unit of the Environmental Agency, which manages the technical aspects (UPTD) and the five aspects of waste management to achieve better service to the people of Tembalang District. The UPTD is responsible for technical operations, including transporting domestic waste using arm roll and dump trucks, managing the cost budget plan, and supervising waste collection at waste collection site. Tembalang District has a minimum waste generation of 156 m3/day with a generation rate of 0.814 l/person/day and a maximum of 216 m3/day with a generation rate of 1.217 l/person/day. The implementation of the five management aspects in Tembalang District still needs to be evaluated from the operational, technical, and community participation aspects. This situation is related to the segregation and sorting of waste that has not been carried out, independent processing that has not gone well, and activities at the landfill that are not suitable. The community participation, public awareness, and concern for waste problems are still low where the independent waste management through waste treatment facility partnerships and waste banks are possible to do.

Abstract Ngudi Kamulyan is a domestic waste treatment facility which imply 3R (reduce, reuse, recycle) in Gajahmungkur District, Semarang City-Indonesia. This facility is already in status quo due to the lack of human resources and this Covid-19 pandemic. Therefore, this facility has chances to improve its services after the pandemic. The activation of this facility can reduce the number of mismanage waste and open burning incidents. Performance improvement planning is carried out based on the five aspects of waste management. This study was conducted using qualitative analysis and questionnaire survey to the neighbourhood leaders and facility officers. Community participation planning was done with activities focused on improving the 3R habit in the community. There is a need for continuous supervision from related parties, such as Gajahmungkur District Semarang City Government and the Environmental Agency of Semarang City. That supervision will be necessary to make the waste treatment facility and operational activities of 3R could run consistently.

AbstractThe debate about polycentricity and subordinacy has always been a critical topic that planners, economists, and socialists argued about for centuries. The idea of concentricity vs decentralization has affected all life metabolic activities. Urban structure has always been declared to be the key factor that affects life metabolism significantly. However, after the pandemic COVID-19, the planning strategies have changed dramatically. The main purpose is to investigate the most appropriate urbanization approach that achieves the best development results. The research methodology is to define and measure the fabric independency as an approach to estimate its self-sufficiency that enables it to stand in front of the pandemic challenges at different circumstances. The paper uses the fabric diversity index as a sensitive indicator of independency and polycentricity of the urban structure. The main conclusion for this paper is that independent polycentric urban agglomerations that are strongly linked achieve much better development results than subordinate cities depending on the main core city. The data used for the analysis are extracted from the Urban Atlas developed by the European Environmental Agency in addition to the UN-Habitat annual report. All calculations, analyses, and deductions are exclusively carried by the author.

Emerging contaminants such as 17α-ethynylestradiol (EE2) can be discharged from sewage systems and contaminate water supplies. Paranoá Lake is a strategic water reservoir in Brasília (Brazil) that receives treated sewage from sewage treatment plants (STPs) and has recently become a water supply. This study monitored EE2 residues in different matrices from Paranoá Lake watershed using the ELISA method. This monitoring was performed together with the local environmental agency in two periods. EE2 was detected in all sewage samples showing that this residue is continually being discharged into the lake. However, EE2 was found in only one freshwater sample (0.07 ng L-1), which is below the predicted no-effect concentration considered as a risk for aquatic animals. EE2 was not detected in treated water. Nevertheless, the increased use of freshwater as a water supply signals the need for continuous EE2 monitoring in the lake.

This study aims to analyze and describe the effectiveness of Waste Management at the Bitung City Environmental Service. The concept used is about the management of public services, the effectiveness of public services and excellent public services. The method used is qualitative, with a focus on the effectiveness of waste management through indicators of sorting, collecting, transporting and processing waste. Sources of data are leaders, structural officials in the field of waste management, supervisors and field officers and the community. The results showed that the waste had not been sorted and separated according to the type, time and place of disposing of the waste had not been complied with according to regulations, as well as the limited number and ability of collecting officers. Limited number and capacity of transportation means, working time or transportation cycle, not all waste has been processed and utilized through waste processing facilities. This study concludes: 1.) The collected waste has not been sorted and separated 2.) The collection of waste by field officers in all areas has not been maximized. 3.) Limited number of fleets, means of transportation, and working time and transportation cycles. 4.) Waste processing and utilization has not been maximized. There are several factors that affect the effectiveness of waste management at the Bitung City Environmental Service, including; Human resources, facilities and infrastructure, rules and regulations, limited land area for landfill.

In June 2018 at Slovenian Environmental Agency (ARSO) the internal project SPOMIN was started. In Slovenia, weather forecasters have only one operational shift per day, which lasts 12 hours, and only one weather forecaster is mostly responsible for general forecasts for the entire country. Dedicated forecasts for special users are fragmented and delegated to teams across the Agency; in most cases there is only one person responsible for each specific topic, and some forecasts for specific activities are not even produced, for example for leisure activities, skiing, surfing, etc. Therefore, the aim of SPOMIN project was to harmonize operational meteorological information and forecasts and collect their production in one team.

For the SPOMIN proposes, we issued a questionnaire addressed to our users and received more than 1000 answers, many of them were descriptive. Many of our users are familiar with our special products for users, but they are missing additional graphic representation or explanatory text or more details related to their activity. There are also some of users who are unaware of our products as they are not easy to find on our websites. Our users know what kind of information and forecasts they are missing, and they provided us with a lot of ideas how to improve our products and which new products should we develop in future. Thus, the project team suggested some new products and upgrade of existing ones. While the project was finished in 2020, the conclusions and results were conveyed to the newly formed team for specific forecasts.

At present, we are not able to enrich the content of our web site with new kinds of information, because the web site is currently under renovation. To overcome this situation, we have started adding more information to the social network where we have over 20,000 followers, recording podcasts with highly relevant topics, producing lots of interesting infographics, and so on. Our plans for the future include production of videos with forecasts and meteorological educational content. Of course, we will upgrade and implement the ideas developed in SPOMIN project and integrate them on our new website which will be much more user oriented as it is the current one.

Selected examples of tailored information for users published on our social media will be presented.
