This chapter documents the long-term consequences of the Euphrates’ channel shift that occurred in the late seventeenth century. The rural order established by the Ottoman administration from the sixteenth century unraveled. The herders’ associations sponsored by the state disintegrated and gave way to assertive tribal confederations that regularly clashed with Ottoman authorities. To restore order, Istanbul empowered the governor of Baghdad Hasan Pasha, who fulfilled his mandate while pursuing his own personal agenda. He established a household that transformed into a provincial dynasty called the Pashalik of Baghdad, in control of the most important positions in the Ottoman provincial government. By the end of the eighteenth century, this trend toward provincial autonomy would place the most critical stretches of the Tigris and Euphrates under the command of Baghdad, which made the most important decisions related to navigation and irrigation.

Abstract The present study tests the agendamelding theory, which posits that public agenda is the result of a process whereby audiences “meld” agendas from various media along with their personal agenda to form a coherent picture of society. To that end, the contributions of the traditional media agenda, the social media agenda, and the personal agenda of Iranian audiences to their public agenda are independently measured and compared against values predicted by theory. The findings indicate a strong social media agenda-setting effect in Iran (ρ = .83, p < .05) and a weak, non-significant traditional media agenda-setting effect (ρ = .28, p = .48). On average, actual contributions closely mirror values predicted by theory, suggesting that agendamelding is a viable theory for studying the audience-media relationship.

Once a company is incorporated, it enjoys, by the power of the law, a personality which is distinct from those of the incorporators. This invariably implies that those running the affairs of the company do not incur personal liability in the course of doing so. The same legal might which forms the basis for corporate existence also regulates its purpose to afford protection to those dealing with the company by ensuring that the controllers of those corporations do not use them to pursue improper personal agenda. The courts have shown the willingness to disregard the corporate entity and impose personal liabilities on the controllers when such improprieties occur. The paper examines the judicial authorities especially in South Africa and the United Kingdom. They reveal a significant level of inconsistencies in the exercise of this equitable power of the court. The paper further examines the recent legislative intervention in South Africa and argues that unless specific guidelines are provided by parliament on when the corporate veil could be pierced, the courts will continue to address this issue as a matter of judicial discretion and which is at the root of the inconsistent and conflicting judicial pronouncements in this vital area of corporate governance.
