Populist attitudes are generally measured in surveys through three necessary and non-compensatory elements of populism, namely anti-elitism, people-centrism, and Manicheanism. Using Comparative Study of Electoral Systems Module 5 (2016–2020) data for 30 countries, we evaluate whether this approach explains voting for populist parties across countries in Asia, Europe and the Americas. We show that the existing scales of populist attitudes effectively explain voting for populists in countries where populist leaders and parties are in opposition but fail to explain voting for populist parties in countries where they are in power. We argue that current approaches assume “the elite” to mean “politicians”, thus failing to capture attitudes towards “non-political elites” often targeted by populists in office—in particular, journalists, academics/experts, bureaucrats, and corporate business leaders. The results reveal limits to the usefulness of existing survey batteries in cross-national studies of populism and emphasize the need to develop approaches that are more generalizable across political and national contexts.

This chapter assesses what politicians and members of political parties really care about: getting into office on the back of a successful election campaign. Rather than the general determinants of voting outlined in the previous chapter, this is about the choices voters and parties face within a particular system, so they can organize themselves to win. For that they need to play by the rules of the game, which includes developing strategies within electoral systems. The chapter then discusses the impact of electoral systems on that calculus, and how the number of parties is affected by the electoral system in place. It also looks at the factors that assist the winning of elections, and the extent to which the choices of parties and voters are affected by growing instability in the system. Overall, the chapter provides an overview of British political parties and party systems.

Abstract The electoral district is the fundamental unit of representation in single- and multi-member electoral systems, yet most research shows little interest in district effects on election outcomes, focusing instead on national and individual factors. This is problematic as parties and candidates often put a great deal of effort into district-based campaigns. How, then, can we best capture district effects on party support? We propose a new method using official election returns and geospatial techniques. The result is a measure of how much of a party's vote share is explained by district effects. Using data from the 2006–2019 Canadian federal elections, we find that, on average, 6 to 10 per cent of the variation in a party's vote in Canada is explained by district effects. While district effects on party support are trivial for some districts, in others they account for more than 80 per cent of the variance in party vote shares. The effect of districts on party support is composed, in part, of electoral context, province, socio-economic factors and district campaign intensity. Importantly, the size and sources of district effects on party support vary across parties, suggesting heterogeneity. The benefits of our approach are threefold: (1) it is cost-effective, (2) it can be easily replicated in any setting—past or present—where districts are relevant electoral units and where districting is nonpartisan, and (3) it is responsive to differences in district composition and parties’ campaign effort.

AbstractThe link between democracy and within-country income inequality remains an unresolved quest in the literature of political economy. To look into this debate, I propose exploring the implications of electoral systems, rather than political regimes, on income inequality. I surmise that proportional representation systems should be associated with lower income inequality than majoritarian or mixed systems. Further, I conjecture that the relationship between electoral systems and income inequality hinges on the de facto distribution of real political power, namely political equality. I use data on 85 countries covering the period 1960–2016 and specify models able to capture the persistence and mean reversion of income inequality. The estimates fail to significantly associate democracy with income inequality, and find other political institutions to significantly shape income inequality. The paper finds a robust association between more proportional systems and lower income inequality. However, this association depends on political equality. Changes towards proportional representation systems seem to lower income inequality at low and medium levels of political equality. Strikingly, instrumental variable estimates show that changes in electoral systems in political equal societies increases income inequality.

The countries of the Sahel found themselves under intense domestic and international pressures to undertake political reforms in the name of democracy in the early 1990s, and indeed all of them launched efforts to do so. This chapter surveys the variations and the similarities in how the struggle to build and strengthen democratic institutions has played out in the Sahel. It examines some initial fundamental questions related to the nature of a democratic state that were raised by the transitions, before turning to a discussion of the core institutional debates that have defined the struggle. Subsequent sections discuss the political dynamics and the similarities and variations across countries in the institutions for organizing and administering elections and electoral systems; presidential term limits; the structure of legislatures; and the provisions for women’s representation.
