Copyright transformation in the digital world is going ahead. The paper describes new European initiatives in copyright regulation, particularly those that exert influence on information market and the work of libraries and other cultural heritage institutions as well as educational establishments. New European directive on copyright officially called The Directive on Copyright in the Digital Single Market allows for broader use of in -copyright material online and across borders within the European Union for the purpose of education, research and cultural heritage preservation. The Directive simplifies digitization and distribution of out-of-commerce works and gives legal certainty to online use of copies of works of art that are in the public domain. One of the Directive articles gives libraries, archives and museums the right to make digital copies of copyright-protected works in their collections but exclusively for preservation purpose and to the extent necessary for preservation. These important reforms incorporate copyright limitations and exceptions in European legislation and open the way to mass digitization projects in European libraries. The paper also briefly describes LIBER (The Association of European Research Libraries) activities to promote short-term and long-term provisions in international and national copyright legislation to take into account public interests during healthcare, environmental and economic crises.

The purpose of the article is to explore the experience and to identify the best practices for modernizing the content and organizational structure of multilevel training of librarians in China. The methodology. The study has used a systematic approach, which allowed to consider all components of the Chinese higher education in the specialties “Library, Archive and Information Science”, to establish the continuity of educational levels of librarians, to find out the factors determining the training system’s modernization. There was carried out comparative and content analysis of the Bachelor’s, Master’s and Doctoral higher education levels educational programs, implemented by Chinese universities in the specialty “Library Science”, “Information Management and Information Systems”. This allowed to determine the general and the specifics of the Information Field Science training in the People’s Republic of China (PRC), to establish interdisciplinarity educational components, to substantiate the objective strengthening of the information component in the content of higher education in library science. The results. The article has looked into the content and structure of 227 different levels educational programs (EP) of the information specialists training, with 41% of them being the Bachelor’s level EP, 49% — Master’s, and 9% — Educational-Scientific Programs (ESP) for the Doctor of Management degree (an equivalent to the Doctor of Philosophy) in Information Sciences, provided in 108 universities in China. There were clarified the EP peculiarities: about 40% of them are programs dedicated to Information Management and Information Systems (Program in Information Management & Information Systems); 35% — EP in Library Science (Program in Library Science); 31.5% — EP in Archive Science (Program in Archive Science). In terms of content, most EPs are interdisciplinary, which is due to the national information infrastructure digitalization and the focus of its components to support the basic technological processes of the information management life cycle. It is established that Chinese universities adhere to the IFLA Guidelines for Professional Library and Information Science (LIS) Educational Programs. The scientific topicality. It is substantiated that in the digital information market the content of modern librarian training should be updated with such relevant interdisciplinary educational components as: “Principles of competitive intelligence and artificial intelligence”, “Electronic library and consolidated information management”, “Intelligent control systems”, “Information security systems”, “Economics of Management and Information Industry”, “Methods of data mining”, “Knowledge extraction and management”, “Analysis and design of information systems”. The practical significance. Ukrainian institutions of higher education when improving educational programs in the can use the study results. Addressing to the best foreign practices of the library specialists training will allow increasing their competitiveness in the world information market and promoting better efficiency of the Ukrainian libraries work in the conditions of the society digitalization.

Unsolved methodological problems of creating a single digital knowledge space are considered. The methodology of information space intellectualization is presented as one of the priority trends of modern information development. The characteristics of the information infrastructure of the digital economy are defined: intellectual type of scientific knowledge storage, visibility. Actual theoretical problems that require operational solutions in the context of designing a single digital space of scientific knowledge are formulated. Solutions to the problems of selecting objects of information modeling and reflection, dialectics of individual and system objects in the structure of a single digital space of scientific knowledge, industry-specific and differentiated approaches to the design of a single digital space of scientific knowledge are proposed. Organizational models of the unified digital space of scientific knowledge are considered. The idea of a single digital space of scientific knowledge is considered through the prism of the experience of organizing inter-organizational projects in the Russian information market.

During last decades Russia was in the process of forming a market of regional development institutions, the structure of which includes such managing entities as regional development corporations (agencies). The article examines the information openness of Russian regional development corporations (RDC). It gives quantitative assessment and shows the qualitative transformation of this phenomenon in 2016 and 2020. The official websites and portals of these organizations are used as information base. Comparison information openness ratings of the Russian RDC for 2016 and 2020, built by the authors, allowed establishing few important facts and trends’ development. Firstly, the number of RDCs is slowly but surely growing. Secondly, their information openness has slightly increased over the last four years. Thirdly, the difference between the indicators of information openness of the RDC has sharply decreased, what indicates an increase in competition between these structures in the all-Russian information market. Fourthly, the work to improve awareness of RDC activities is spontaneous and does not involve any reporting standards. The experience of Canada and Australia was considered to identify management reserves in the work of Russian RDCs. That allowed to formulate few proposals. First, it is advisable to increase the number of domestic RDCs by 2–3 times. Secondly, a unified standard for RDC corporate reporting and a Federal portal with their contact details are necessary. Thirdly, RDC should not only participate in the implementation of regional projects, but also develop a promising model for the development of the territory, considering its specifics, which is currently absent.

Com a finalidade de incrementar a confiança e credibilidade dessa informação, apresenta-se, ainda em estádio embrionário, uma proposta de abordagem transdisciplinar à ética e deontologia dos profissionais do mercado de informação financeira, assente nos conceitos de ética, confiança, corporate governance e responsabilidade social das organizações. Procura-se contribuir para a formação de analistas responsáveis, do ponto de vista ético e deontológico, que garantam a legalidade dos procedimentos e manifestem claramente oposição às decisões ilegais. The reputation as a guarantee of the good name and confidence in individuals and institutions is a necessary condition of the trust business. This is based on the information, particularly, information derived from financial accounting systems. This is produced, audited and analyzed by different market players, which have their own values and interests. In order to build trust and credibility of this information is presented, still in embryonic stage, a proposal for a transdisciplinar approach to ethics and deontology of professionals in the financial information market, based on the concepts of ethics, trust, corporate governance and social responsibility organizations. The Internet of Things (IoT) is one of the leading forces in modern-day technology. The concept has been proposed to be a new way of interconnecting a multiplicity of devices and rendering services to a variety of applications. According to the industry’s insiders, IoT will make it possible to link transport, energy, smart cities, and healthcare together. The purpose of this paper is to understand the economics of the Internet of Things. It is meant to shed light on how world IoT applications can affect the information market. When every sector and industry of the world has been connected via this technology, what will become of the ICT niche? The information economic approach is currently being adopted and presented with its possible applications in IoT. Firstly, this paper reviews the kinds of economic models that have been designed for IoT services. Secondly, it focuses on the two major subject matters of information economics that are critical to IoT. While one considers the value of the information itself, the other addresses information with good pricing. Lastly, the paper proposes a game-theoretic model to examine the price competition of IoT-based services. We take a look at how these two sectors will fare against each, both at full capacity.
