The level of economic security of an individual municipality determines the level of regional and national economic security. To be sufficient it should have an effective management system for the municipality as a whole and its economic security in particular. Assessment of the level of economic security and measures to improve it are appointed as mandatory elements, includes. The need to research the approaches to assessing the level of economic security of a municipality, approbation of individual methods on the example of specific municipalities and using the results obtained to develop solutions for the management of the corresponding territory have been stated. There have been analyzed the practical approaches to defining the essence of the economic security of a municipality and assessing its level. A grate disadvantage of Yu.V. Fartygina and A.V. Ivanov’s methods is their focus on the region’s economy. There was applied the methodology of Zh.A. Mingaleva, which revealed the greatest number of advantages: the availability of the information base, taking into account the peculiarities of the economy of the municipality, the use of differentiated threshold values that allow to draw the conclusions. There was evaluated the Spassky municipal district of Primorsky Kray. The assessment was carried out over the period of 2018-2020, which revealed a low level of economic security of the studied municipality and a negative trend of its change. In order to correlate the results of the assessment of the economic security of the Spassky municipal district with the level of Primorsky Kray, a corresponding comparison was made according to the data over 2020, which proved lagging from the regional average values. The threats to the economic security of the Spassky municipal district were formulated and a system of measures was proposed to increase the level of economic security. The studied system takes into account the factors of the competitiveness of the municipality and modern approaches to the management of the municipality in the Russian Federation.

In modern conditions, implementation of sustainable progressive movement of the country by carrying out large-scale structural changes can be realized only on the basis of a centralized identification of areas, goals, priorities of socio-economic development, as well as indicators of strategies, programs and plans interconnected at all levels of the country's national economy management. Methodologically the article is based on dialectical method of scientific knowledge, as well as systemic and institutional approaches. Scientific periodicals (monographs, scientific articles, etc.) and official documents of legislative and executive authorities of the Russian Federation on the issues of state strategic and long-term planning in Russia and the USSR were used as an information and analytical base. The article dwells on the following issues: 1) as a result of analysis of domestic and foreign literary sources, as well as regulatory and methodological guidelines in the field of state strategic planning, its main shortcomings were identified. According to the authors, these include: dissemination of program-targeted management methods not only into all spheres of socio-economic development, but also to the areas of budget allocations, the lack of sufficient information base of calculations; 2) methodological approach (stages, sequence of work, methods and procedures) to elaborating state programs for the economic development of the country, industries and regions is proposed; 3) application of the methods of hierarchies analysis (MHA) and network modeling (NPM) as the main methods for developing state programs is substantiated; 4) proposals on the composition and structure of the information base for calculating indicators of state programs are given.

Постановка задачи. Предметом исследования являются информационные модели полного жизненного проекта в секторе архитектуры, проектирования, строительства и эксплуатации зданий и сооружений. Цель исследования состоит в оптимизации BIM-технологий путем построения модели, основанной на дискретном векторном описании данных. Результаты. Проанализированы основные препятствия на пути широкого внедрения BIM-технологий и процедур полного жизненного цикла строительного проекта в практику строительного комплекса РФ в течение всего жизненного цикла проекта, включая этапы строительства, эксплуатации и утилизации, а также мировые тенденции этого процесса. Сформулирован метод редукции размерности BIM, основанной на дискретном векторном описании данных. Разработана технология формирования иерархической динамически добавляющейся и обновляющейся информационной основы BIM, учитывающей возможность ее агрегации. Предложенные в работе алгоритмы реализованы в оболочке реляционной системы управления базами данных. Выводы. Редукция размерности BIM, основанная на дискретном векторном описании данных, позволяет полностью решить задачи как создания и актуализации информационной основы BIM, так и ее трансферта между участниками проекта. Форматы данных BIM определяется этапом полного жизненного цикла проекта. Полнофункциональная для этапа определения объемов работ по проекту BIM является одномерной и определяется просто вектором кластеров более низкой степени интеграции, что позволяет полностью преодолеть все препятствия на пути широкого внедрения BIM-технологий и процедур полного жизненного цикла строительного проекта в практику. Оптимальной оболочкой реализации BIM-технологий являются реляционные базы данных. Statement of the problem. The technology of forming a hierarchical dynamically added and updated information base BIM taking into account the possibility of its aggregation has been developed. The suggested algorithms are implemented in the shell of a relational database management system. Conclusions. BIM dimension reduction based on a discrete vector description of data allows one to completely solve the problems of both designing and updating the BIM information base, and its transfer between project participants. BIM data formats are determined by the stage of the complete project life cycle. Fully functional for the stage of determining the scope of work on a project, BIM is one-dimensional and is simply determined by the vector of clusters of a lower degree of integration, which allows one to completely overcome all of the obstacles to the widespread introduction of BIM technologies and procedures of a full life cycle of a construction project into practice. The optimal shell for the implementation of BIM technologies are relational databases.

A methodical approach to the formation of indicators of the information base of management decisions on the development of freight JSC “Ukrzaliznytsia”, which consists in calculating the taxonomy of the level of development of freight by substantiating systems and its elements: eighteen static systems, elements of which are six regional railways; seven dynamic systems – regional branches and in general JSC “Ukrzaliznytsia”. A spatial and temporal comparison of the development of freight transportation of selected systems is carried out. The taxonomy index is calculated on the basis of five indicators of freight traffic for the period 2002-2019. The analysis of static systems made it possible to identify the uneven development of freight transportation of regional branches of JSC “Ukrzaliznytsia” for the studied 18 years. The temporal comparison of the levels of development of freight traffic by each railway in particular also showed their instability. Fluctuations are observed in the last three years of the study period. In 2018, JSC “Ukrzaliznytsia” demonstrated the lowest level of freight transportation development for the entire analyzed year 2002-2019. It was established that both external and internal factors caused the negative impact on rail transportation, in particular: the economic crisis of 2014-2015; military action in eastern Ukraine; ineffective management at different levels of government. The introduction of quarantine measures due to the COVID-19 pandemic caused unprofitable and deteriorating financial and economic performance of JSC Ukrzaliznytsia, and its six regional branches in 2020, in particular, revenues from freight transportation decreased by 10.3% compared to 2019, and net loss amounted to UAH 11.9 billion. Implementing the anti-crisis plan by the management of JSC Ukrzaliznytsia and the improvement of operational work in the freight segment has yielded some positive results. However, for the effective planning and management decisions in the field of freight transportation an important component is the proper formation of an information base. The proposed methodological approach will serve as an effective tool not only in the management of the freight segment of individual regional branches or enterprises in particular, but also the economic development of JSC “Ukrzaliznytsia” in general and can be used by other large companies.

The article describes a Web-system developed by the authors that implements services related to the formation and provision of multifaceted information about the results of scientific activities (publications, copyright certificates and reports at scientific events) of employees of an organization or a group of organizations. The system is focused both on the end user interested in obtaining specific data, and on the administrative staff, who generates reporting materials for the parent organization. The information base of the system contains metadata on the following classes of objects: persons (authors), organizations and their subdivisions; publications at analytical, monographic and summary levels; copyright certificates; scientific events (conferences, symposia, seminars); reports. The system includes two modules – an administrative one (intended for entering and editing data) and a user one, which is a special search engine that searches for information, visualizes it, provides navigation among related resources and exports data. A distinctive feature of the system is the introduced concept of “equivalent” objects. Objects are considered equivalent if they are represented in the system by different metadata, but referring to the same physical entity. Such objects are “persons” corresponding to one author with different spellings of the surname in the bibliographic descriptions of publications; organizations with different variants of names; articles published unchanged in various languages. In accordance with modern requirements for reporting on publications, the system reflects the sources of research funding, as well as the affiliations indicated in the articles for each author.

The article presents the results of a study of the possibilities to improve approaches to generating a report on financial results as an information base for making strategic decisions. It critically analyses the significance of the changes in this report, stipulated by the draft federal accounting standard for the non-state sector “Financial statements of the organization” (FAS FS), which should come into force from 2021. The authors identify and systematize the main changes planned by the FAS FS draft in report on financial results formation, including not only adjusting certain articles, but also improving the approaches to the presentation of a number of indicators. The importance of each of these changes, their positive and negative significance for the persons making strategic decisions is determined; the main problematic and debatable issues to improve the formation of the report on financial results from the perspective of users of the reporting are identified. An example of the form of the report on financial results is provided, aimed at presenting the reliable and understandable information necessary for decision-making users. The results of the study can be useful to a wide range of readers interested in the problems of forming a report on financial results, and can also be applied in the practical work of the accounting departments of organizations, in the educational process of higher educational institutions and in the creation and improvement of relevant regulatory documents on accounting.

For the safe construction and operation of a bridge it is necessary to have a clear understanding of the landscape, geocryological and hydrogeological features of the territory. In this regard, a review of the geocryological study of the permafrost zone of the bridge crossing area has been prepared; the analysis of the published and archive literature on the geological structure and hydrogeological conditions of the area under study was carried out; field and fund data and data of engineering and geological surveys were studied and analyzed; control and linking field routes and geothermal measurements in wells were carried out. The results obtained in the course of this work served as the basis for the compilation of a permafrost landscape map and then a geocryological map of the bridge over the Lena river in the area of Yakutsk on a scale of 1 : 5 000. The geocryological map shows the spatial heterogeneity of the permafrost-landscape conditions of the territory under consideration due to zonal (altitudinal-belt), regional and local factors. The information base of geocryological characteristics was the data of engineering and geological surveys.
