AbstractIn search of international remedies for the investigation of the Tu-154M airplane crash of April 10, 2010, in Smolensk, Russia, standards of effective investigation under Article 2 of the European Convention on Human Rights are examined. Cases of airplane crashes and terrorist attacks are analyzed. Next, investigations of major international incidents of historic significance are examined. The case of UN Secretary General D. Hammarskjold killed in 1961 airplane crash is analyzed. Also, the investigation conducted by the International Commission of Inquiry for Lebanon on the assassination of Prime Minister Hariri is examined. Based on the above, recommendations are made for the most effective international investigation of the Smolensk crash.

Abstract. Probability study of airplane crash at Kartini Reactor site has been carried out. Objective of this study is to determine probability of airplane crash coming from airports around Kartini Reactor site to Kartini Reactor Site. This study was carried out in several stages, namely identification of airports around Kartini Reactor site, initial screening using SDV values (10 km for small airport and 16 km for  large airport), probability calculation of airplane crash at Kartini Reactor site and comparing the calculation result with applicable regulations. Based on the identification results there are four airports / runways around the Kartini Reactor site, they are Adi Sutjipto Airport, Adi Sumarmo Airport, Depok Runway, and Yogyakarta International Airport where distance from airport to the site between 2.26-48.23 km. After screening using SDV value, that is known only Adi Sutjipto Airport which is inside SDV radius of Kartini Reactor, so that probability of airplane crash from Adi Sutjipto Airport is calculated, i.e. 3,769x10-8 events/year is. This value is still under the provisions in BAPETEN Regulation No. 4 of 2018 i.e. maximum 10-7 events/year. So it can be concluded that Kartini Reactor is safe from the possibility of airplane crash.

Accident deaths are a major problem not only in India but the entire world. Statistics are a proof that far more number of accidents deaths are due to car accidents rather than airplane crash deaths. In this paper, the proposed model aims to solve the problem by establishing an information infrastructure that would help connect the street cameras to the concerned authorities like police and ambulance and provide critical assistance to the victims at the fastest. It has been noticed that most of the car accident deaths in India are due to untimely assistance provide to the victims. The proposed solution best works in the scenario of accident prone areas and would save the high operational costs due to human involvement and provide more objective support. The system serves as an information gateway from the street camera to authorities like the police and hospitals. It detects accidents using image processing and sends an alert to the authorities. An adaptive traffic flow system has been introduced at the junctions and it is based on the traffic density in the lanes

Since the 9/11 incident, many engineering research works have been conducted on the impact resistance of large-span space structures. In the present study, a small airplane, Bombardier Challenger 850, was chosen as the test subject. An airplane crash on a single-layered Kiewitt-8 reticulated dome with span 60 m considering roof sheathing effect was simulated using ANSYS/LS-DYNA software. The principles of establishing the numerical model of small airplanes were determined. In addition, the impact styles of small airplane and impact positions on the dome were investigated. The failure modes of reticulated dome with roof sheathing due to small airplane crash were identified. Furthermore, the failure modes between reticulated domes with and without roof sheathing were compared and the effect of roof sheathing on the failure modes of reticulated dome under a small airplane crash was investigated.
