Abstract Organizational networks are regarded as key in policy innovation for sustainable development. They are thought to enhance innovation through access to first-hand experience, enhanced trust within a community, and exposition to role models and competitors. Despite theoretical pertinence, organizational networks have not been studied as much as other drivers of innovation, such as organizational capacity, leadership, and the socio-political environment. This empirical study explores how networks affect the implementation of Sustainable Water Management Practices (SUWM) at the local level. Using data from 110 local governments in five US regions, we examine the relationship between the social interaction and the implementation of SUWM, and how this relationship depends on the types of interaction partners. Our findings show that local governments with larger organizational networks implement more SUWM practices. Collaboration with non-governmental organizations, particularly water sector associations, is strongly associated with an increase in use of SUWM practices. Overall, our findings suggest that creating and maintaining a robust organizational network of other government agencies and non-governmental organizations, especially water sector associations, increases the chances that a local government will implement more SUWM practices.

Abstract This study aims to examine and analyze the implementation of inter-organizational networks in controlling forest and land fires in Rokan Hilir Regency. This research was carried out in Riau Province, especially in Rokan Hilir Regency, using a qualitative method. The results showed that forest and land fires that occurred in Rokan Hilir Regency were more common in company plantations and the rest from community plantations. The implementation of the inter-organizational network in controlling forest and land fires in Rokan Hilir Regency is in the form of standard and objectives, resources policy, inter-organizational communication, disposition (characteristic of the implementing agencies). The recommendation from this research is to control forest and land fires in Rokan Hilir Regency.

Agricultural technology is key to ensuring food security. Innovation in agricultural technology plays a vital role in increasing national food production. Collaborative innovation has become an essential form of technological innovation in the new era. Although there has been a large body of literature exploring the influencing factors on technological innovation, how tie strength dispersion within inter-organizational networks affects agricultural technological innovation has not been systematically studied. In this research, we use a cooperative network to investigate how relational divisive faultlines caused by the uneven distribution of the strength of inter-organizational relationships affects agricultural technological innovation through the subgroup structure, and the moderating role of position embeddedness. This article uses the Derwent Innovations Index to select agricultural technology joint patent applications from 2000 to 2018 to build a cooperation network, and uses multiple linear regression to conduct an empirical analysis. The empirical results show that the relational divisive faultlines have a positive effect on the subgroup structure. There is an inverted U-shaped relationship between the subgroup structure and agricultural technological innovation. The initial stage of subgroup formation can transmit the information between the subgroups in time and promote the efficiency of agricultural technological innovation. However, as the degree of subgroup cohesion increases, the phenomenon of “in-group” and “out-of-group” will be formed, which will inhibit information exchange, having a negative impact on agricultural technological innovation. In addition, positional embeddedness has a significant positive moderating effect between relational divisive faultlines and agricultural technological innovation. This research provides a theoretical basis for understanding how the overall network relationship strength distribution affects technological innovation by exploring the micro-process of the structural changes of the cooperation network. Moreover, it has specific guiding significance for the organization to participation in a cooperation network to improve the efficiency of agricultural technological innovation.

PurposeCircular Economy is a policy and practice-oriented concept drawing mainly on engineering and natural science. This paper aims to contribute a conceptual development based on social systems theory. Does the Circular Economy have the prospect to become a sustainability-enhancing feedback mechanism potentializing an evolutionary systemic rearrangement of structural couplings, and will it encounter limitations as a general approach for a sustainable development?Design/methodology/approachBy using the Luhmannian theory as method, core concepts are semantics, structure and rearrangement of structural couplings. In acknowledging the social system’s operational closure, social-metabolism with nature is discussed. The research is in three stages. First, structural couplings of matter and social systems. Second, structural couplings of organizational networks closing the loop–eventually using digitalization. Third, the Circular Economy encountering multicontextuality.FindingsThe paper provides: (1) A four-stage structural coupling enacting metabolism with nature allowing measurement of circularity potentially useable for feedback “irritating” relevant social systems’ reflexion. (2) Identification of obstacles encountered in the proliferation due to paradoxes of strategic decisions in organizations, difficulties of structural couplings of organizational networks and the paradox of digitalization. (3) Help by future digitalization but simultaneously new side-effects. (4) The multicontextuality as the limitation for a broad sustainability approach.Originality/valueThe paper answers a call for more social science theoretical research on the Circular Economy. It develops core conceptualizations based on social systems theory. Also, advices for future research and practical implementation are suggested.

Extant research in organizational networks has provided critical insights into understanding the benefits of occupying a brokerage position. More recently, researchers have moved beyond the brokerage position to consider the brokering processes (arbitration and collaboration) brokers engage in and their implications for performance. However, brokering processes are typically measured using scales that reflect individuals’ orientation toward engaging in a behavior, rather than the behavior itself. In this article, we propose a measure that captures the behavioral process of brokering. The measure indicates the extent to which actors engage in arbitration versus collaboration based on sequences of time stamped relational events, such as emails, message boards, and recordings of meetings. We demonstrate the validity of our measure as well as its predictive ability. By leveraging the temporal information inherent in sequences of relational events, our behavioral measure of brokering creates opportunities for researchers to explore the dynamics of brokerage and their impact on individuals, and also paves the way for a systematic examination of the temporal dynamics of networks.
