The study was not designed to undertake an evaluation of the success or failure of reform. Nor was it specifically about the desirability or defects of the policy reform choices. It took these reform choices and the policy context as a given. It is important to note that the Delhi reforms had its share of criticisms (Kumar, 2016; Rampal, 2016). However, our goal was not to comment on whether these were the “right” reforms or have their appropriateness measured in terms of their technical capability. This study sought to understand the pathways through which policy formulations, designed and promoted by committed leaders (the sound and functional head of the flailing state), transmit their ideas and how these are understood, resisted, and adopted on the ground. In essence, this is a study that sought to illuminate the multifaceted challenges of introducing change and transition in low-capacity settings. Its focus was on documenting the process of implementing reforms and the dynamics of resistance, distortion, and acceptance of reform efforts on the ground. The provocative claim that this report makes is that the success and failure, and eventual institutionalisation, of reforms depend fundamentally on how the frontline of the system understands, interprets, and adapts to reform efforts. This, we shall argue, holds the key to upending the status quo of “pilot” burial grounds that characterise many education reform efforts in India. Reforms are never implemented in a vacuum. They inevitably intersect with the belief systems, cultures, values, and norms that shape the education ecosystem. The dynamics of this interaction, the frictions it creates, and reformers’ ability to negotiate these frictions are what ultimately shape outcomes. In the ultimate analysis, we argue that reforming deeply entrenched education systems (and, more broadly, public service delivery systems) is not merely a matter of political will and technical solutions (although both are critical). It is about identifying the points of reform friction in the ecosystem and experimenting with different ways of negotiating these. The narrative presented here does not have any clear answers for what needs to be done right. Instead, it seeks to make visible the intricacies and potential levers of change that tend to be ignored in the rush to “evaluate” reforms and declare success and failure. Moving beyond success to understand the dynamics of change and resistance is the primary contribution of this study.

Focusing on the activist exhibition The Mothers of Tiananmen (2019), this article examines my methodology of curating for social action and justice using international collaboration and participatory arts-as-research. The exhibition responded to the ongoing campaign for justice for the victims and survivors of the Tiananmen Square Massacre, as well as sought to support women’s creative resistance and voice. The Mothers of Tiananmen was co-created with artist Mei Yuk Wong, the 64 Museum (Hong Kong), and artists participating in the Centre for International Women Artists (Manchester). The context for the exhibition is the city of Manchester, which has one of the highest Chinese populations in England, along with a diverse international demographic with over 200 languages spoken. Through this case study, curating is presented as a creative and critical tool by which to respond to the range of justice and activist concerns of international and diasporic communities.

Undertaking a practice-led, qualitative research inquiry, I forged an alternate methodology where narrative inquiry, sensory ethnography, and ethnographically based poetry intersect and open a space “in-between.” I call these intersections between narrative approaches and experiments in ethnography “Sensory Poetic Relationship Mapping” (SPRM). I discovered that metaphorical spaces, places, gateways, sites of inquiry and “counter-factual spaces” can come into being. The process of SPRM enabled “hidden” community-based narratives to be revealed through dialogue, narrative, poetry, metaphor, and handmade relationship maps. As an act of creative resistance, this offered alternate voices to the dominant narratives communicated by interconnected institutions of power. SPRM cracked open the metaphorical landscape in which these marginalized stories had been relegated to the periphery, so they could flow. These narratives rewoven to the center unexpectedly interconnected and revealed new sites for future inquiry.

Guamá is a graphic humor online publication and an outstanding Cuban cultural phenomenon in exile. It’s creator, Alen Lauzán Falcón, was born in Cuba in 1974, and before he managed to escape the Castros' island, he had already had a successful career in the field of graphic humor. What followed was astonishing for the whole Cuban Diaspora. Upon his arrival in Chile, where he remained, working for and inspired by the graphic humour style of The Clinic, a popular Chilean humoristic publication, he created his own online journal, adopting the name of the most known Cuban aboriginal fighter against Spanish conquistadors. Through incisive and constant “politically incorrect” humour Lauzán Falcón have been ridiculing the majority of the Castroist publications through spicy comments and upturned Cuban propaganda slogans. This became a kind of creative ‘translationese’. His efforts are significantly contributing to criticizing and redirecting the meaning of Castroist ideological indoctrination concepts – efforts enriched with a strong flavour of Cuban Aboriginal (Taíno) and Afro-Cuban humour. Lauzán Falcón aimed to show a critical perspective on Cuban affairs for Cubans, and for anyone else who can feel and understand the Cuban situation and show solidarity with the difficulties of the people living under the longest-running extreme-left-wing regime in Latin America.  In this article, I will first analyze the ‘translationese’ phenomenon from a Complexity point of view, meaning, historically and culturally rebinding of the Cuban study case to the historical antecedents of ‘translationese’. Second, I will analyze ten graphic Guamá ‘front pages’ (satiric imitations of Castroist publications), published by Lauzán Falcón between 2008 and 2014 in his eponymous blog, starting with the main banner of Guamá itself. Third, I will operate a complex rebinding of the results demonstrating that the same spirit of creative resistance that the Taíno and African slaves showed in Cuba during more than five centuries, is still in action today in Cubans’ efforts to deal with the consequences of a long-lasting extreme-left-wing regime.  A selected glossary of Guama’s Afro-Cuban words and expressions analyzed here will appear at the end of the article.

PurposeWithin societies in the 21st century, individuals who are embedded in a controlled context that impedes their political actions deal with the tensions they are experiencing through attempts at resistance. Several studies that examine individual infrapolitics in organizations explain how the subtle mix of compliance and resistance are constructed at the level of individual identity in a complex mechanism that both questions the system and strengthens it. However, the interplay between managers' identities and management accounting tools in this process is a topic that deserves more investigation. The aim of this article is to understand how the subtle resistance of individuals constructs neoliberal reforms through management accounting (MA).Design/methodology/approachThe authors conducted a case study on three health and social organizations two years after major reforms were implemented in the health and social services sector in Québec, a province of Canada. These reforms were part of a new public management dynamic and involved the implementation of accounting tools, here referred to as New Public Management Accounting (NPMA) tools.FindingsThe authors’ findings show how managers participate in reforms, at the same time as attempt to stem the dehumanization they generate. Managers engage in subtly resisting, for themselves and for their field professional teams, the dehumanization and identity destruction that arises from the reforms. NPMA tools are central to this process, since managers question the reforms through NPMA tools and use them to resist creatively. However, their subtle resistance can lead to the strengthening of the neoliberal dynamic of the reform.Originality/valueThe authors contribute to both the literature of infrapolitics and MA by showing the role of NPMA tools in the construction of subtle resistance. Their article enriches the MA literature by characterizing the subtle forms of resistance and showing how managers engage in creative resistance by using the managerial potential flexibility of NPMA tools. The article also outlines how NPMA tools play a role in the dialectic process of resistance, since they aid managers in resisting reform-induced dehumanization but also support managers in reinventing and reinforcing what they are trying to fight. The authors’ study also illustrates the dialectic dynamic of resistance through NPMA in all its dimensions: discursive, material and symbolic. Finally, the authors contribute to management accounting literature by showing that NPMA tools are not only the objects of neoliberalization but also the support of backstage resistance to neoliberalization.
