This paper brings to the fore an assessment of institutional determinants for effective community participation in development programs for the case of Tanzania. It is highly acknowledged in various scholarly literature that there is a strong link between community participation and development programs.  In fact, literature shows that community-based development programs that have allowed community members to be fully involved in various programs have been successful when compared to those where community members are seen as spectators. However, in order for community members to take part in the programs, there are several determining factors, ranging from socio-economic, socio-cultural to institutional based factors. This study therefore sought to assess institutional determinants with the aim of identifying the major institutional determinants capable of influencing effective community participation in development programs. The study used four programs that were categorized as Locally Funded, Government Funded, Donor Funded and Joint Funded development programs. A combined sample size of 316 participants from all the four programs was employed. Collected data were analyzed through the within-case analysis and the comparative analysis approaches. Results of the study revealed that program benefits, objectives and leadership were the major institutional determinants for promoting effective community participation in development programs. when compared to methods used in the other three examined programs. Hence, the study concluded by emphasizing on the need to ensure these institutional based factors (program benefits, objectives and leadership) should always be given due attention in any development program.

Few fathers enrol in web-based preventive parenting programs for adolescent mental health, despite the evidence of the benefits associated with their participation. To inform the development of father-inclusive programs, this study used a discrete choice experiment (DCE) design to determine (a) the relative influence of number of sessions, program benefits, program participants, and user control over program content on fathers’ preferences for web-based preventive parenting programs; and (b) whether selected father characteristics were associated with their preferences. One hundred and seventy-one fathers completed the DCE survey, which comprised 25 choices between hypothetical programs. Programs that included the participant’s adolescent child (z = 10.06, p < 0.0001), or parenting partner (z = 7.30, p < 0.001) were preferred over those designed for fathers only. Participants also preferred program content that was recommended for them by experts (z = −4.31, p < 0.0001) and programs with fewer sessions (z = −2.94, p < 0.01). Program benefits did not predict fathers’ choice of program. Prior use of a parenting program, level of education, perceived role of parenting for adolescent mental health, and being part of a dual-working family were associated with preferences. Application of these findings may improve paternal enrolment in web-based preventive parenting programs.

Objectives: This study validated a 36-item Subjective Outcome Evaluation Scale (SOES) and examined the effectiveness of a positive youth development (PYD) program entitled “Tin Ka Ping Positive Adolescent Training through Holistic Social Programs” (TKP P.A.T.H.S. Project) and implemented in mainland China in the 2016–2017 and 2017–2018 academic years. Methods: We collected data from 20,480 students from 30 secondary schools in mainland China on their views toward program quality, implementer quality, and program benefits based on the SOES. Results: The SOES possessed good factorial, convergent, discriminant, and concurrent validities as well as internal consistency. Besides, the student respondents were generally satisfied with the program quality, implementer quality, and program benefits. Consistent with our hypothesis, junior grade students had more positive perceptions than did senior grade students. Conclusion: Utilizing the client satisfaction approach, this study validated the SOES and highlighted the value of PYD programs exemplified by the TKP P.A.T.H.S. Program in a non-Western context.
