В статье авторами детально рассмотрены и охарактеризованы основы стратегического планирования устойчивого развития региона. Выделены определенные условия и факторы, формирующие динамику развития региональной экономики на современном этапе. Предложен механизм модернизации организационных основ стратегического планирования устойчивого развития региона в Российской Федерации. Авторами обозначены проблемы развития региональной экономики на современном этапе. Определены приоритеты и перспективы модернизации организационных механизмов стратегического планирования устойчивого развития региона. Также авторы предложили основные принципы совершенствования организационных механизмов стратегического планирования устойчивого развития региона. In the article, the authors consider in detail and characterize the basics of strategic planning for the sustainable development of the region. Certain conditions and factors that shape the dynamics of the regional economy development at the present stage are identified. A mechanism for modernizing the organizational foundations of strategic planning for the sustainable development of the region in the Russian Federation is proposed. The authors identify the problems of the development of the regional economy at the present stage. Priorities and prospects of modernization of organizational mechanisms of strategic planning of sustainable development of the region are defined. The authors also proposed the main principles for improving the organizational mechanisms of strategic planning for the sustainable development of the region.

Medicine as a Driver for the Development of the Regional Economy in the Coal-Mining Region

Recently, there has been a reassessment of the impulses and drivers of economic development of such mono raw material subjects of the Russian Federation as Kuzbass. Their resource orientation is replaced by the need to search for new forms and content, including not only “monetization”, but also “socialization” of the effects obtained. Taking into account the global trend towards the “servicization” of the economy, the development of IT-technologies, the relevance of this problem in relation to the medicine in Kuzbass is extremely increasing. The article examines the state of medicine in the Kemerovo region, identifies trends in its development, positive and negative factors that promote or hinder sustainable growth. Based on the analysis of foreign approaches to modernizing the sphere of medicine, innovative tools for reforming this industry at the municipal and regional levels are proposed in order to create new jobs, improve the quality of life in Kuzbass. The authors proved the thesis that medicine in Kuzbass can become a driver of the municipal and regional economy development.

Regional economy development using event marketing tools and tender procedures

The article discusses the territorial marketing role in managing their economic development, examines foreign and Russian experience in the event marketing use in the territory brand formation. The practice of holding gastronomic festivals as event marketing is studied. The authors developed recommendations to improve the procedures for preparing and conducting for territory marketing events including the preparation of technical specifications and a contract budget for participation in tenders for the purchase of holding event services.

STRATEGIC DOMINANTS FOR FORMING THE ORGANIZATIONAL AND ECONOMIC POTENTIAL OF THE REGIONAL ECONOMY DEVELOPMENT: INNOVATIVE AND ENTREPRENEURIAL ASPECT

The article clarifies the substantive essence for the organizational and economic potential forming of the regional economy strategic development, identifies the strategic dominants of this process. It substantiates that the historically determined features of the administrative-territorial units’ formation in Ukraine characterize by a smaller number of institutions at the regional level of government, this is due to the lack of their institutional and organizational support to mitigate the already existing socio-economic imbalances. It determines that the development of innovative entrepreneurship is increasingly considered by foreign and domestic scientists as a formation factor for the competitive advantages of the regional economy in the strategic dimension. The importance of the innovative entrepreneurship development has been reviewed as a formation factor in the strategic competitive advantages of the regional economy for ensuring its organizational and economic potential. On this basis, the article has been considered the need to concentrate efforts on a set of property relations that form a competitive regional image, the used management forms and methods development, attracting new leading forces of a new (innovative) thinking format as well as improving the quality of human capital at the regional level. The theoretical foundations of the innovative entrepreneurship development in the regional economy system made it possible to build a conceptual model for the organizational and economic potential formation of the strategic regional economy development. The attention focuses on the strategic components of the presented model as the foundation for the regional economy development in the strategic dimension in the context of enhancing innovative entrepreneurship. It has been proved that the organizational and economic potential for the regional economy development is directly dependent on the implementation of the human development concept, therefore, it is advisable to integrate its elements into the strategic management system of the meso-level territories.
