The article clarifies the substantive essence for the organizational and economic potential forming of the regional economy strategic development, identifies the strategic dominants of this process. It substantiates that the historically determined features of the administrative-territorial units’ formation in Ukraine characterize by a smaller number of institutions at the regional level of government, this is due to the lack of their institutional and organizational support to mitigate the already existing socio-economic imbalances. It determines that the development of innovative entrepreneurship is increasingly considered by foreign and domestic scientists as a formation factor for the competitive advantages of the regional economy in the strategic dimension. The importance of the innovative entrepreneurship development has been reviewed as a formation factor in the strategic competitive advantages of the regional economy for ensuring its organizational and economic potential. On this basis, the article has been considered the need to concentrate efforts on a set of property relations that form a competitive regional image, the used management forms and methods development, attracting new leading forces of a new (innovative) thinking format as well as improving the quality of human capital at the regional level. The theoretical foundations of the innovative entrepreneurship development in the regional economy system made it possible to build a conceptual model for the organizational and economic potential formation of the strategic regional economy development. The attention focuses on the strategic components of the presented model as the foundation for the regional economy development in the strategic dimension in the context of enhancing innovative entrepreneurship. It has been proved that the organizational and economic potential for the regional economy development is directly dependent on the implementation of the human development concept, therefore, it is advisable to integrate its elements into the strategic management system of the meso-level territories.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.

For most enterprises the main purpose of their activities is to obtain proper financial results. For this reason, management of the enterprises requires a preliminary assessment of their economic potential. In particular, this concerns the potential to increase the competitiveness of enterprises. The assessment of the enterprise competitiveness potential is a prerequisite for determining the reserves of increasing its competitive advantages. The competitiveness is to a large extent affected by the management skills of business owners and managers. In particular, this refers to the ability to develop and implement a scientifically based strategy of competitive struggle and to manage the factors that shape the competitiveness. Nowaday much attention is paid to the assessing the competitiveness of both individual products and enterprises that produce them. It is worth to mention that the issue of managing the enterprise competitiveness is studied by many scientists. At the same time, the issue of managing the competitiveness of enterprises in modern scientific literature is more focused on the problem of better use of the real enterprise competitive potential rather than the question of this potential developing. The objective of the paper is to establish the essence and justification of assessment indicators of the enterprises competitiveness potential. This potential captures the ability of enterprises to provide a certain level of competitiveness in the future. Therefore, the following main tasks were consistently solved: the essence of the competitiveness potential were determined; the general approaches to its assessment were proposed; regularities of managing the factors of the enterprises competitiveness formation were determined. A two-stage assessment of enterprise competitiveness potential is proposed. The first stage is the measurement of the existing level of competitiveness. At the second stage changes of the competitiveness indicators in the future are projected. Further research on the assessment of the competitiveness potential of enterprises requires the construction of formalized models of rotation of industry leaders as a result of technological changes.

Economic crime at the regional level is a versatile category that is dangerous for the population of the region and negative from the point of view of society, characterized by the existing regional social conditions. The danger of manifestations of economic crime consists both in the consequence in the form of significant material damage to the population of the region, and in the destabilization of the regional economy as a whole. Parallel shadow operations with an illegal orientation are emerging and progressing in the regional society, which, given the current trend, can direct all the resources available in the region to their development.

<p>For the regional economy and for the economy of a country as a whole it is necessary to correctly assess the economic potential of their territories. Errors or inaccuracies committed in this case can lead not just to inefficient spending of budgetary funds, but also to the wrong choice of the development strategy, which can result in a loss of competitiveness of the economy of the region and its cities and affect the development of the national economy as a whole. The purpose of this work is to provide a comparative assessment of the economic potential of the Novosibirsk region and other regions of the Si berian Federal District. The study examined the socio-economic potential of the region as an important indicator of territorial development. Its estimation is based on the index method and the cluster approach. Six groups of development indices of the regions of the Siberian Federal District were selected. Were used a method for standardizing indicators using variance and hierarchical methods of clustering. Clusters of the Siberian Federal District have been identified. A comparative analysis of the potential of the Novosibirsk region and regions from other clusters is carried out. Comparison of the Novosibirsk region with its neighbors, representatives of other, significantly different clusters – the Omsk region and the Republic of Altai – allows us to conclude that the Novosibirsk region exceeds the neighboring regions in terms of its economic potential. In the regional economy, the production, infrastructure and labor components of the potential are the most developed (and, therefore, most promising for use as locomotives of regional development). The remaining components are relatively behind, which makes it necessary to draw attention to them from the authorities and management. The results of the study can be used to improve regional economic p olicy.</p>

The authors proposed the approach for assessing the state and development potential of the macro-region. The specificity of the Far-Eastern macro-region is revealed in comparison with the other macro-regions of Russia. The assessment includes the natural and resource potential of the macro-region, the availability of infrastructure, the habitability of the territory as well as the indicators of economic and social development. Competitive advantages and limitations in the development of the Far East are presented. Proposals on the directions of implementation of the public policy of spatial development of the Far-Eastern macro-region, including the social and economic potential and the limiting factors, are formulated.

В статье проведена идентификация потенциала внутренних ресурсов региональной экономики и ее конкурентных преимуществ на примере Ставропольского края, представлен анализ и определены основные направления развития человеческого капитала региона. Предложена структура стратегических целей региональной экономики в зависимости от выбора внутренних ресурсов. Ее использование позволит системно вести работу по развитию внутренних ресурсов, и способствовать социально-экономической модернизации региона. The article identifies the potential of internal resources of the regional economy and its competitive advantages using the example of the Stavropol Territory, presents an analysis and identifies the main directions region. The structure of the strategic goals of the regional economy depending on the choice of domestic resources is proposed. Its use will allow systematic work to develop internal resources, and contribute to the socio-economic modernization of the region.

This paper proposes a new approach for monitoring of managing the modernisation of regional economic. The model built on proposed methodology will make it possible to smooth out the influence of non-urban areas on the unevenness of economic activity in spatial development. This paper has two goals. The first is to provide a new compilation of data on spatial distribution of economic activity at the sub-regional level. This data set allows us to monitoring of different indicators within macroregions such as Siberia. The second goal is to construct an instrument that helps to overcome the endogeneity problem using new economic geography hypothesis about the mechanisms of distribution of economic activity. Section 2 describes the data and method that we have proposed, discusses the construction of the Theil indexes using these data at the sub-federal and the sub-regional level. Section 3 presents the correlations between spatial distribution of economic activity and local market potential, discusses the robustness of the results; and the last section concludes.
