The article aims to asses the jurisprudence of the first decades of the 21st century regarding the good faith of stateowned enterprises that began, without a legal title, to use private land in the communist period, placing on them the infrastructure used to transmit electric energy. Courts interpreting general clauses referring to concepts and systems of values lying outside the legal system gain the ability to influence the decision of the case based on their own moral judgments. Therefore, the case where Polish courts operating in a state that respects the principle of equal property protection regardless if the entitled entity had the opportunity to assess the conduct of entities representing the state operating on the basis of a completely different system of values, should be considered particularly interesting. It is typical for totalitarian and authoritarian regimes to formally grant broad protection to individual rights and, at the same time ignore their existence in the activities of the state. It can be seen in the practice of carrying out some infrastructure investments in the communist period. Electricity networks were often built on private land. At that time, there were regulations allowing to obtain a legal title to use the land, both in private law (contract) and of an administrative (expropriation) nature. The state and state-owned enterprises, however, mostly did not use them, focusing on planning investments to obtain permits related to technical issues. The reasons for this behavior can be seen primarily in the basic assumptions of the socialist system. The described practice testified to the real attitude of the state to private property as a type of property that was ultimately to be ousted in the socialist system. The role of economic plans in the Polish People’s Republic was also significant. State bodies and state-owned enterprises primarily aimed at executing plans, regardless of whether or not they violated the individual’s interests in this way. After 1989, the legal status of many power grids, overhead lines, and other devices was therefore not regulated. State-owned enterprises, and the companies resulting from their transformation, used many properties without a legal title. Changes in the legal awareness of society and the grow-ing understanding of economic mechanisms based on the principles of responsibility for one’s own actions and protection of subjective rights, led to many court disputes between owners and entrepreneurs. The most common claims addressed to transmission companies were remunerations for the use of land without legal title and actio negatoria. The case law reacted to the increase in the number of disputes by creating a concept of usucaption of land easement for the benefit of the transmission entrepreneur. Its legitimacy from the beginning raised fundamental doubts in the legal doctrine, but it gained the full support of the courts. Many statements of the Supreme Court assessed the correctness of the state-owned enterprises’ conduct. The relatively numerous statements approving the omission of obtaining a legal title to seize someone else’s real estate in the investment preparation process ought to be considered inter-esting and surprising. They significantly influenced the practice of common courts, causing many claims of property owners against entrepreneurs to be dismissed. Moreover, by expressly praising unlawful interference with the right to property, carried out during the Polish Peopleʼs Republic, they probably also deepened the sense of harm and injustice — caused mainly by a surprising in-terpretation that allowed for the acquisition by prescription of a right unknown to the Act — and above all the belief that courts treated trade participants unequally and that courts granted significant privileging to the state and entities representing its interests.

Abstract The analysis of disturbances (accidents) on overhead power transmission lines and methods and means of the overhead power transmission lines parameters monitoring was carried out. It is shown that the most promising direction for ensuring the required indicators of the reliability of power supply is the development and implementation of information and measurement systems at the facilities of the power supply network complex. The structure of an intelligent information-measuring system for measuring parameters characterizing the state of wires, external factors influencing the state of power lines is proposed. The proposed decision support system will make it possible to promptly identify defective sections of overhead lines, increase the level of technological management of electrical networks.

Background: High-voltage direct current (HVDC) is suitable for high capacity and longdistance power transmission, thus becoming ideal for connecting renewable energies such as solar power and wind power to grids. Objective: Overhead lines in HVDC are vulnerable to short-circuit faults. Non-permanent DC short circuit faults are the most common in HVDC transmission, which can lead to pause in power transmission and interruption in large grids. Thereby, it is crucial to deploy techniques to suppress fault current. Method: To lower the fault current economically, a coordinated fault current limiting strategy based on a hybrid multilevel modular converter (MMC) is proposed in this paper. Results: Combining hybrid MMC and small-capacity DC circuit breaker reduces total IGBTs required and avoids MMC blocking during pole-to-ground short-circuit fault. This approach is verified using a two-terminal MMC-based system in PSCAD/EMTDC simulation environment. Conclusion: By implementing the introduced scheme, the peak fault current can be lowered by 33.0% using hybrid-MMC with 80% of FBSMs. Economic efficiency can be improved by adopting proposed scheme.

Abstract The structure study, condition and 10 kV electric networks reliability level in the Irkutsk region for the period from 2016 to 2020 is carried out. The analysis is based on real data on the studied electric networks published in the open press. The Interactive Matlab system libraries and interfaces were used to calculate and analyze the studied indicator. The considered electric networks structure has investigated, algorithms and computer programs for the Matlab graphic editor are compiled with the help which changes time diagrams in the failures number, the interruptions time and the under-output electricity amount for each year months are constructed. The year months in which the highest damage occurs were determined. The electrical networks wear is considered, as well as the repair plan implementation for the main equipment. The reliability level according to the established indicators has analyzed, the main reasons for equipment failure are considered. The characteristics of improving considered electrical networks functioning are presented. Based on the conducted studies, it was found that the most damaged the considered overhead lines elements are: wires, supports, insulators, and switching devices. The characteristic reasons that lead to their damage are: wind load, damage to switching devices. The greatest damage is the Angarsky and Irkutsky branches networks characteristic (the average annual value all failures are 26.4 and 23.9%). The Kirensky and Cheremkhovsky branches networks are the least damaged annually. The obtained data probabilistic-statistical and correlation analysis, as well as the emergency outages risks analysis for the future, taking into account the seasonal component, is carried out.

Abstract The paper studies the reliability of transmission lines of Michurinsk district electric lines in Tambov Region. It evaluates the quality of overhead power transmission lines in the support-insulator-wire system and determines the reliability factor of overhead lines. The paper proposes methodological approaches to the survey of power transmission lines using unmanned aerial vehicles. Their use seems quite promising and profitable, since the cost of such work is an order of magnitude lower.
