Neuromorphous structures of the adaptive control for technological modules

The article develops a scientific direction, which is based on the organization of the functioning of a complex technological process according to the rules of a simple, well-studied TP based on the methods of the theory of investment. The main thesis of embedding theory: comparison of complexly organized multiply connected physical systems with relatively simple, well-studied systems. TP in this case is a multi-agent system consisting of a set of parallel TMs - single-layer neural networks with a given topology of connections between agents.

Why do states in conflict with each other also sustain resilient cooperation in international regulation? Britain and telegraphy, 1860s–1914

This article compares the explanatory power of five mainstream theories from International Relations, political science and public management in understanding why – when they are engaged in deepening conflict and tension and even preparations for wars – states might simultaneously sustain deepening cooperation in global regulatory bodies. Analysis of explanatory power focuses on trade-offs among five key methodological virtues, and on buffering as an indicator of state unitariness. The theories are examined against the crucial case of one state’s commitment to the first international regulatory regime, the International Telegraph Union (ITU) and the Submarine Cable Convention (SCC) of 1884, from the founding of the ITU in 1865 to the outbreak of the Great War. In this article, we use UK National Archives files to reconstruct Britain’s decisions in telegraphy policy as our case of a state’s decision-making. We focus on four key clusters of decisions, spanning three sub-periods. The study finds each of the theories can descriptively capture some developments in some sub-periods, but not for the reasons identified in the theory and without generality of application. It therefore provides the basis for future theoretical development work and demonstrates the value of theory comparison by analysis of trade-offs among methodological virtues.

Realisation of a perfect absorber A = 1 with transmittance and reflectance T = R = 0 by a thin metasurface is one of the hot topics in recent nanophotonics prompted by energy harvesting and sensor applications ( A + R + T = 1 is the energy conservation). Here we tested the optical properties of over 400 structures of metal–insulator–metal (MIM) metasurfaces for a range of variation in thickness of insulator, diameter of a disc and intra-disc distance both experimentally and numerically. Conditions of a near perfect absorption A > 95 % with simultaneously occurring anti-reflection property ( R < 5 % ) was experimentally determined. Differences between the bulk vs. nano-thin film properties at mid-IR of the used materials can be of interest for plasmonic multi-metal alloys and high entropy metals.

Language and culture in comparative political theory

The essay explores an oblique perspective on language via the field of comparative political theory* (*hereafter CPT). The essay sketches briefly some of the conceptual architecture and genealogy of the comparative political theory enterprise and investigates more specifically the uses of the concepts of culture and language within the core arguments. The discussion distinguishes three rough categories of CPT and correlates these with understandings of language. The discussion then turns to certain problematic aspects of CPT concerned with the concepts of political theory, comparison within political studies and the concept of culture itself. The essay concludes on a critical and circumspect note on the status of CPT within contemporary understandings of political theory.

Against Reflective Equilibrium for Logical Theorizing

I distinguish two ways of developing anti-exceptionalist approaches to logical revision. The first emphasizes comparing the theoretical virtuousness of developed bodies of logical theories, such as classical and intuitionistic logic. I'll call this whole theory comparison. The second attempts local repairs to problematic bits of our logical theories, such as dropping excluded middle (and modifying elsewhere accordingly) to deal with intuitions about vagueness. I'll call this the piecemeal approach. I then briefly discuss a problem I've developed elsewhere for comparisons of logical theories. Essentially, the problem is that a pair of logics may each evaluate the alternative as superior to themselves, resulting in oscillation between logical options. The piecemeal approach offers a way out of this problem andthereby might seem a preferable to whole theory comparisons. I go on to show that reflective equilibrium, the best known piecemeal method, has deep problems of its own when applied to logic.
