Abstract: Good Governance is crucial for the attainment of development goals and delivering the promises of democracy. However, it cannot be understood apart from the political regime and the political dynamic within which it exists. establising good governance in a traditional democracy such as Indonesia has its additional challenges. specifically, it attempt to show that currently low quality of governance in provinces accross Indonesia might be linked to the existence of shadow state. The shadow state phenomenon is a characteristic of the administration of governance in the post-New Order democratic transition period. Banten Province, led by the Governor of the Ratu Atut Chosiyah, is a perfect example of a shadow state. This paper is the result of a long research on the shadow state phenomenon in Banten, which is not far from Jakarta. The research method uses a qualitative approach using various literature sources with the phenomenological type. To achieve data validation, a continuous triangulation process was carried out. The substance of the material in this paper will try to explain the opportunities and challenges in developing the concept of good governance in the socio-political reality shadowed by a shadow country that is prone to corruption.

Purpose of the study: This study investigates the interrelated roles between the ruling elites and informal actors with the emergence of shadow states after the direct election of regional heads in Bengkulu, Indonesia. Methodology: This study employed qualitative methods that use interviews, observations, and documentation techniques to collect data. Data and information obtained are analyzed by employing domains, taxonomic, componential, and cultural theme analysis. This study applied a purposive sampling method to select informants based on criteria that are relevant to the needs of the research. Main Findings: The shadow state was built by four dominant groups, namely political outsider, political directorate, corporate rich, and informal elite. The shadow state was not caused by the weakening or weathering of functions in formal government institutions but rather because of the interrelation between dominant groups working outside legal government structures. Applications of this study: This study will be useful in understanding the phenomenon of the emergence of the shadow states in the local political and democratic system. Besides, it will be useful in searching for the right way to increase the consolidation of politic and democracy in Indonesia Novelty/Originality of this study: This study offers a conceptual framework for analyzing the emergence of shadow states in local government after direct elections. This study also provides a comprehensive description related to the process of development of the shadow state as the dark side of decentralization.

Artikel ini membedah tentang dinamika kontestasi kuasa kepala desa sebagai pemimpin formal dengan Abah Olot yang merupakan kepala adat sebagai aktor informal dalam kebijakan publik dan politik keseharian di Desa Adat Guradog, Kecamatan Curugbitung, Kabupaten Lebak, Provinsi Banten. Persoalan tersebut menunjukkan adanya persilangan kontestasi kuasa antara aktor. Interseksi ini memunculkan pertarungan kuasa dominatif di antara kedua aktor tersebut. Oleh karena itu, tim penulis menelusuri praktik relasi kuasa yang terjadi agar mampu dijadikan sebagai refleksi untuk membenahi problematika itu. Dalam menyelisik fenomena tersebut, tim penulis menggunakan kerangka teori Kepemimpinan dan Shadow State yang dimanfaatkan sebagai pisau analisa. Adapun metode penelitiannya memakai metode kualitatif deskriptif. Metode jenis ini mampu mengejawantahkan data deskriptif terkait dengan pokok persoalan dalam artikel ini. Alhasil, tulisan ini membuktikan manifestasi kuasa hegemonik pemimpin informal terhadap kepemimpinan formal. Praktik shadow state atas kuasa aktor informal yang mampu “menyetir” aktor struktural formal pemerintahan terejawantahkan pada kasus aktualisasi kebijakan publik dan politik kesehariannya di desa adat Guradog.

We propose that voluntary sector geographies are best understood using a systematic relational approach, drawing upon neo-Marxist and symbiotic perspectives. We focus on relations between the voluntary sector and the (shadow) state, internal spaces of client interaction, and external urban spaces. Our relational approach advances alternative understandings of the voluntary sector: ones that are partly but not fully in the orbit of the shadow state; more mediator than conduit for neoliberal policies; partly punitive, yet firmly in relation with other ambivalent measures for clients; and both spatially uneven and fixed, but always unbounded in its practices.
