The main task of elections in a democratic state is not only to elect representatives of power, but also to ensure the legitimacy of newly elected persons and the political system as a whole. Today, elections are one of the most democratic ways for voters to freely express their opinion in matters of appointing the heads of legislative and executive bodies of power. Consequently, the most important and indispensable condition for a democratic system is free elections. Elections are designed to perform functions such as electing a new political elite, resolving conflicts, reflecting the interests and opinions of various peoples, social strata and groups of society, mobilizing the population to support party programs and social values, etc. PR-technologies occupy a special place in election campaigns. In this regard, the article examines PR-technologies used by parties in the 2020 parliamentary elections in Kyrgyzstan. The study covers the time period from September 4 to October 3, 2020. As part of the study, a linguistic analysis of information posted on the official websites and social pages of parties, media reports and reports of relevant organizations was carried out. Based on the results of the study, a number of practical recommendations have been developed that must be taken into account during the next parliamentary and presidential elections.

<em>This study aims to investigate the thought construction of the leaders of three countries, namely Indonesia, the United States and Russia about women's leadership. This research was done by descriptive method. The data for this study was obtained from the official tweets of the presidents of three countries on Twitter. The keywords in the data search were: leadership, women, politics, human rights, and justice. Data analysis was carried out with the Nvivo 12 Pro. The results show that Joe Biden has a stronger thinking construct about women's state leadership with as many as 51, discussed by Joko Widodo in the second position with as many as 49 and Vladimir Putin in the last position with as many as 25. This also answers the thesis that with a liberal democratic system more open to women's leadership compared to the Pancasila democratic system and socialist democracy.</em>


This article presents a brief overview of the Affordable Care Act (ACA) and changes ushered into the health care system by the Act. The overview is followed by arguments for and against the ACA, integrating and situating the divergent arguments within the context of both democratic and conservative standpoints on health care policy. Furthermore, the article explores the possibility of identifying factors responsible for the seeming difficulty in transiting policy from agenda status to adoption in a democratic system of governance. The article concludes with suggestions on ways and strategies that can help in bridging the ostensible gap between divergent positions, with the hope of charting the course to the desired destination of an equitable and sustainable health care policy for the United States.

The concern of voter turnout during general election is a serious problem. As such, the study found that civic engagement influences significantly voter turnout during general election in Tanzania. The findings based on primary data and descriptive statistics and a logistic regression model identified how civic engagement influences maximum voters turnout. These include putting names of voters before election day, authority to enforce law protecting voters, communities to know the importance of voting, Further, logistic regression model also deepens the finding that civic engagement influences voters turnout by establishing gender system on voting and emphasis youth's registration before election and .to encourage voters so that they know importance of voting. Conclusion is that voter turnout requires well organised and arranged packages of civic engagement. Recommendation is to emphasis on civic engagement as it explores voters' interest specifically democratic system and transparency.

Participatory budgeting has been progressively implemented by several Portuguese municipalities, encouraging a broad discussion about the importance of the participation of citizens in political life. This approach implies new forms of relationship between electors and elected little explored in the Portuguese democratic system. New learnings related to the dialogue among stakeholders and the possibility of coexistence of representative and participatory models have emerged. There is a transfer and production of knowledge between local governments and citizens that increases the field of opportunities for working together. After a theoretical reflection that refers to the key concepts coupled with this new form of exercising governance, the authors present data on the participatory budget of Cascais (region of Lisbon, Portugal) and the participatory deliberative experience consolidated in Portugal.

The Polish system of public law has legal mechanisms that reflect the idea of ​​a militant democracy, assuming the need to equip the democratic system with instruments that will allow it to defend itself against actions aimed at its annihilation. They appear both on the constitutional level and in the acts of administrative and criminal law. As a result, the problem of the instruments of militant democracy becomes an interdisciplinary issue. The conducted analysis shows that the instruments in question, in spite of appearances, have a lot in common. Their use causes similar problems, the source of which are, among others, disputes arising around the concepts of Nazism, fascism, communism and totalitarianism.

The purpose of the study is to show the general situation of Catholic periodicals under the current democratic system. The author provides an analytical definition of the journals, followed by a dedicated typology. The discussed periodicals, which represent the class of community media, have all played an important religious, cultural and political role at some point in history. The selection of this particular research topic is justified by the shortage of in-depth studies on this important media segment. The interdisciplinary study takes the form of a compilatory review, illustrating obvious correlations between media and politics through the example of Catholic periodicals. The article uses the following methods: literary and critical analysis, as well as media and press content analysis.

The article analyzes the participation of the Churches of the Kyiv tradition (these include the UGCC, UOC-MP, UOC-KP, UAOC) in the processes of transition of Ukrainian society from a totalitarian to a democratic system. During this period, the collapse of the Soviet Union, Ukraine's independence and a large-scale democratic Orange Revolution took place. Undoubtedly, just as the Ukrainian Churches joined these events, so did the socio-political vicissitudes themselves influence the formation of the identity and positioning of many Christian denominations. The author considers the role of the UGCC and UAOC in the processes of national uplift and establishment of Ukrainian statehood in the late 80's of the XX century. Given that, the religious factor played an important role in the collapse of the totalitarian state and the establishment of Ukrainian statehood. At the beginning of independence, sovereign Ukraine faced the path of geopolitical choice, and eventually the scales prevailed in the direction of European integration, which gradually began to play an important role in shaping the country's foreign policy. The author finds out the cultural and religious reasons for the geopolitical choice of the majority of Ukrainians. One of the conclusions in the article is the fact that the Ukrainian Churches undoubtedly fall into the field of geopolitical confrontation, some of them choose the path of supporting the European integration process; others, on the contrary, argue in favor of the pro-Russian vector. This civilizational confrontation in society led to the Orange Revolution. As the Churches integrate into public life, one can observe their involvement in the events on Maidan in 2004. The events of the Orange Revolution contributed to the revival of democratic processes in Ukraine. And the experience gained by churches in participating in socio-political vicissitudes has helped to improve communication between churches, rethink their relationship with the state and form new relationships with society.

In any functional democratic system, some decisions are left to experts (who may be overseen indirectly by the people), while others are directly in the hands of the people. How to allocate these decision rights is a persistent problem in democratic theory. This chapter argues that competence is a crucial criterion in deciding the question of who decides. Further, part of the solution to the persistent pathologies of democracy is to reduce the sphere of politics and also the sphere of political control. Certain issues, such as trade policy, immigration policy, central banking interest rates, who serves as district attorney or judge, and various kinds of regulation, should be kept out of democracy’s hands—for everybody’s own good.
