Using data from special supplements to the Current Population Survey (CPS), the authors track the education and hourly earnings of recent male immigrants to the United States. In terms of these measures of labor market skills, the CPS data suggest that immigrants who came in the late 1980s were more skilled than those who arrived earlier in the decade. This pattern represents a break from the steady decline in immigrant skill levels observed in 1940–80 Census data. Despite the encouraging trend over the 1980s, however, the average skills of recent immigrants remain low by historical standards.

This article presents estimates of the number of undocumented aliens included in the April 1983 Current Population Survey (CPS) derived by subtracting an estimate of the legally resident foreign born population from the survey estimate of all foreign born residents. The methodology is similar to that used by Warren and Passel (1987) with the 1980 census. Also presented are similar estimates for the November 1979 CPS — reestimates following the work of Warren (1982). Estimates are presented by period of entry for Mexico and other groups of countries. Comparison of the April 1983 estimate with the census-based estimate and the November 1979 survey-based estimate provide an indication of growth in the undocumented alien population for 1980–83. For this recent period, the implied annual growth in the undocumented alien population is in the range of 100,000 to 300,000 — a range lower than has usually been offered in speculative assessments.

This study addresses two fundamental questions about the economic assimilation of undocumented immigrants in the United States: 1) how different recently legalized immigrants are from all foreign-born persons and native-born whites; 2) whether wages of undocumented immigrants improve as they acquire greater amounts of U.S. experience and, if so, how these improvements are comparable to those of immigrants in general. We analyze the Legalized Population Survey and the Current Population Survey to assess the returns to U.S. experience and find positive returns to U.S. experience for both undocumented migrants and all foreign-born men. Returns to U.S. experience depend on region of origin. Undocumented immigrants from Mexico received the lowest wage returns and men from non-Spanish-speaking countries received the highest returns to U.S. experience.

In this article I define the main criteria that ought to be considered in evaluating the costs and benefits of various data resources that might be used for a new study of social and economic mobility in the United States. These criteria include population definition and coverage, sample size, topical coverage, temporal issues, spatial issues, sustainability, financial expense, and privacy and data access. I use these criteria to evaluate the strengths and weakness of several possible data resources for a new study of mobility, including existing smaller-scale surveys, the Current Population Survey, the American Community Survey, linked administrative data, and a new stand-alone survey. No option is perfect, and all involve trade-offs. I conclude by recommending five possible designs that are particularly strong on the criteria listed above.

This paper examines state policies that extend or deny in-state tuition to children of undocumented immigrants in the United States. Using the Current Population Survey (1997–2010), we assess changes in college enrollment among Mexican-born non-citizens — a proxy for the undocumented population. In contrast to previous analyses, we find that policies extending in-state tuition to undocumented youth do not directly affect rates of college enrollment. However, we find that Mexican-born non-citizen youth residing in states that deny in-state tuition have a 12.1 percentage point lower probability of being enrolled in college than their peers living in states with no such policies.

This chapter details events following the arrival of Benigno S. Aquino, Jr. to the United States. Aquino, better known by his nickname “Ninoy,” arrived in Dallas, Texas, on May 8, 1980, for heart bypass surgery. He had spent the preceding seven years and seven months in a military prison in the Philippines. Caught in the dragnet of martial law mass arrests in 1982, he was among the first political prisoners to be rounded up. At thirty-four years of age, he was the youngest senator elected to the national Congress, the lone opposition Liberal Party candidate amid the election sweep of the incumbent Nacionalista Party of President Marcos. During the next four years, Aquino stood in the Senate as the severest critic of Marcos. While Aquino was in jail, he had a heart attack. Concerned with the consequences for his regime should Aquino die incarcerated, Marcos temporarily released him for medical treatment abroad. His arrival in the United States galvanized the Filipino opposition movement.
