In this article I define the main criteria that ought to be considered in evaluating the costs and benefits of various data resources that might be used for a new study of social and economic mobility in the United States. These criteria include population definition and coverage, sample size, topical coverage, temporal issues, spatial issues, sustainability, financial expense, and privacy and data access. I use these criteria to evaluate the strengths and weakness of several possible data resources for a new study of mobility, including existing smaller-scale surveys, the Current Population Survey, the American Community Survey, linked administrative data, and a new stand-alone survey. No option is perfect, and all involve trade-offs. I conclude by recommending five possible designs that are particularly strong on the criteria listed above.

The country’s capacity to monitor trends in social mobility has languished since the last major survey on U.S. social mobility was fielded in 1973. It is accordingly difficult to evaluate recent concerns that social mobility may be declining or to develop mobility policy that is adequately informed by evidence. This article presents a new initiative, dubbed the American Opportunity Study (AOS), that would allow the country to monitor social mobility efficiently and with great accuracy. The AOS entails developing the country’s capacity to link records across decennial censuses, the American Community Survey, and administrative sources. If an AOS of this sort were assembled, it would open up new fields of social science inquiry; increase opportunities for evidence-based policy on poverty, mobility, child development, and labor markets; and otherwise constitute a new social science resource with much reach and impact.

The American Community Survey (ACS) includes a “year-of-entry” question that asks the foreign born when they came “to live in the United States.” Researchers have used these data to analyze “recent” immigrants — usually defined as arriving within the last five to 10 years — noting that the number of new arrivals is considerably lower than those who arrived in prior years and suggesting the size of the recent immigrant population may be underestimated. This paper shows the primary cause of the lower-than-expected estimates to be the ACS data collection methodology, which causes an inherent downward bias in survey-year arrivals.

The author of this article argues that the two-decades-long litigation struggle was necessary to push the political actors in Mississippi into a more virtuous than vicious legal/political negotiation. The second and related argument, however, is that neither the 1992 United States Supreme Court decision in Fordice nor the negotiation provided an adequate riposte to plaintiffs’ claims. The author shows that their chief counsel for the first phase of the litigation wanted equality of opportunity for historically black colleges and universities (HBCUs), as did the plaintiffs. In the course of explicating the role of a legal grass-roots humanitarian, Coleman suggests lessons learned and trade-offs from that case/negotiation, describing the tradeoffs as part of the political vestiges of legal racism in black public higher education and the need to move HBCUs to a higher level of opportunity at a critical juncture in the life of tuition-dependent colleges and universities in the United States. Throughout the essay the following questions pose themselves: In thinking about the Road to Fordice and to political settlement, would the Justice Department lawyers and the plaintiffs’ lawyers connect at the point of their shared strength? Would the timing of the settlement benefit the plaintiffs and/or the State? Could plaintiffs’ lawyers hold together for the length of the case and move each piece of the case forward in a winning strategy? Who were plaintiffs’ opponents and what was their strategy? With these questions in mind, the author offers an analysis of how the campaign— political/legal arguments and political/legal remedies to remove the vestiges of de jure segregation in higher education—unfolded in Mississippi, with special emphasis on the initiating lawyer in Ayers v. Waller and Fordice, Isaiah Madison

India is ranked fifth in the world in terms of COVID-19 publications accounting for 6.7% of the total. About 60% of the COVID-19 publications in the year 2020 are from United States, China, UK, Italy, and India. We present a bibliometric analysis of the publication trends and citation structure along with the identification of major research clusters. By performing network analysis of authors, citations, institutions, keywords, and countries, we explore semantic associations by applying visualization techniques. Our study shows lead taken by the United States, China, UK, Italy, India in COVID-19 research may be attributed to the high prevalence of COVID-19 cases in those countries witnessing the first outbreak and also due to having access to COVID-19 data, access to labs for experimental trials, immediate funding, and overall support from the govt. agencies. A large number of publications and citations from India are due to co-authored publications with countries like the United States, UK, China, and Saudi Arabia. Findings show health sciences have the highest number of publications and citations, while physical sciences and social sciences and humanities counts were low. A large proportion of publications fall into the open-access category. With India as the focus, by comparing three major pandemics—SARS, MERS, COVID-19—from a bibliometrics perspective, we observe much broader involvement of authors from multiple countries for COVID-19 studies when compared to SARS and MERS. Finally, by applying bibliometric indicators, we see an increasing number of sustainable development-related studies from the COVID-19 domain, particularly concerning the topic of good health and well-being. This study allows for a deeper understanding of how the scholarly community from a populous country like India pursued research in the midst of a major pandemic which resulted in the closure of scientific institutions for an extended time.

Using data from special supplements to the Current Population Survey (CPS), the authors track the education and hourly earnings of recent male immigrants to the United States. In terms of these measures of labor market skills, the CPS data suggest that immigrants who came in the late 1980s were more skilled than those who arrived earlier in the decade. This pattern represents a break from the steady decline in immigrant skill levels observed in 1940–80 Census data. Despite the encouraging trend over the 1980s, however, the average skills of recent immigrants remain low by historical standards.
