This paper aims to propose a systemic vision of literature on sustainable urban logistics assessment and evaluation. Although non-extensive, this overview pretends lack of unification in the subject of assessing and evaluating the impacts of green urban logistics systems, and, through the proposal of a general assessment and evaluation framework, the steps done and being in course towards standards on this field. First, an overview of the research in urban logistics is provided, after what the main visions of sustainable development and their derived issues for urban logistics assessment and evaluation are presented. Then, a framework to assess and evaluate green urban logistics systems via scenario comparison is proposed. This framework aims to propose a methodological framework to use and combine existing methods to assess scenarios, and not a “black-box” model of software ready to use. This is done to make synergies between existing methods, and to show that, although they remain at an initial stage, steps on the way of defining standards are made. After that, the main applicability and application issues of the proposed methodological framework are addressed, showing those principles of standard from the literature. Finally, and to conclude, future developments on urban logistics research are proposed.

This editorial introduction takes an overview of the policy and technical context for evaluation methods and tools, as applied to regional sustainable development (RSD). The papers are drawn from the European expert workshop of the REGIONET Thematic Network project. The papers were grouped into four themes to reflect the structure of the workshop: current practice; technical tools; social processes; and integrated frameworks. Each of these demonstrates different aspects of the current "landscape" of evaluation in theory and practice, and the future developments in prospect. One emerging theme is the tension between a policy orientation and a technical orientation, and the many current experiments on this interface.

The United Nations Conference on Sustainable Development (Rio+20) took place in Rio de Janeiro between 20 and 22 June 2012. Against the backdrop of a worsening global environment it dealt with a broad range of issues of policy for sustainable development at international, regional, national, and local levels, including reform of the UN institutions in the field of sustainable development. The conference was the largest of all UN summits on environment and sustainable development ever held as from 1972, assembling, apart from representatives of governments and intergovernmental organisations, about 40,000 participants form the press and stakeholder organisations. Around the conference, a great number of - partly high level - side events were held. The conference was concluded with a Declaration ('Outcome of the Conference') named 'The Future we want'. The author of this article shares some critical comments on the summit outcome. Among other things, he believes that Rio+20 produced only few tangible results and that in particular the whole concept of sustainable development has remained open-ended. Nevertheless, he thinks that a major achievement of the Conference has been the firm commitment by states to increase the role of public participation, especially at the international level, and that the enormous activation of civil society that occurred in the preparation of and during the conference will leave its stamp on future developments.

The beginnings and progress in implementing sustainable development in different areas with large impacts on the environment, society, and economy in the last decade is summarized. Thus, the different existing approaches and possible future developments for applying the sustainability concept are analyzed, starting with municipalities and urban planning but also including the applications to engineering projects and companies in the recent search for global sustainable development. An analysis is developed of the weaknesses and strengths in existing proposals for assessing sustainability and the consideration of the basis for sustainable development in all sustainability assessment applications is proposed. Through this approach, from the lessons learned in previous experiences, a framework to manage and to create sustainability assessment models is proposed, including standard procedures, allowing trend settings to designers, the government, developers, and decision-making centers. Key performance indicators are being widely used in such applications, becoming the sustainability assessment tool of any project or activity. The ultimate aim of this chapter is to enhance the awareness of all stakeholders in the need for a more sustainable global development, considering actions not only in the immediate environment but also in indirect environments in space and time.

Road transport plays an important role in economic development, trade and social integration. However, it is also responsible for certain negative impacts on environment and society. In order to achieve sustainable development, there is a growing need for a country to assess both the benefits from road transport and its undesirable costs, to compare them with those in other countries and to provide estimates of their future developments. In this research, starting from the identification of relevant factors (both desirable and undesirable), a benchmarking approach is proposed as an alternative way to assess sustainable road transport among the 28 EU countries. Meanwhile, the basic concept of data envelopment analysis (DEA) for benchmarking purpose is further extended to integrate both the desirable achievements and the undesirable costs in evaluation. As a result, an overall road transport sustainability score is computed for the 28 EU countries, which can be further split into two efficiency scores with respect to desirable and undesirable factors, respectively. Furthermore, after applying a clustering analysis that groups countries with inherent similarity in their practices, the model is adopted to identify best-performing and underperforming countries within the cluster, as well as the reference sets for those underperforming ones, based on which valuable insights are gained, enabling decision makers to prioritize their actions towards a more sustainable road transport system in the future.

<p><strong>Abstract.</strong> The ever-increasing development of the cities and the growth of population have led to an uncontrollable sprawl of spatial structure of the cities. Hence, sustainable development and organizing of land-use planning are always an important concern of decision makers. Zanjan city, due to the existence of physical limitations and environmental issues, needs precise planning regarding city development. The aim of this study is to determine the sustainable development direction of urban development while taking the social, economic, and environmental perspectives into account. To determine suitable lands for future developments, totally 10 criteria in three groups, specifically social, economic and environmental were employed. In order to analyse the considered criteria in this study, experts’ opinions were gathered to be used in determining the weights of the criteria using the analytical hierarchical process (AHP). Then, the yielded weights were applied to the criteria in a geographical information system (GIS) through spatial analyses. Finally, the technique for order of preference by similarity to ideal solution (TOPSIS), as a multi-attribute decision making (MADM) method, was utilized to extract the priority of suitable lands for city development. The results show that the most suitable lands for the purpose of future developments are located in the north-eastern and eastern parts, after which are the lands located in the north-western parts. In addition, 15 percent of city development since 2005 has occurred in unsuitable lands. Moreover, to evaluate the results, TOPSIS outcomes were compared with the weighted sum model (WSM) approach.</p>
