At the end of 1971 the Government designated the extention of the Community Development Project to the planned total of twelve areas. The project was then described as ‘a national action-research experiment’ carried out in selected urban localities in order to discover ‘how far the social problems experienced by people in a local community can be better understood and resolved through closer co-ordination of all agencies in the social welfare field – central and local government and the voluntary organizations – together with the local people themselves’. There was a special emphasis placed on the importance of ‘citizen involvement and community self-help’, together with the expectation that ‘the lessons learned can be fed back into social policy, planning and administration, both at central and local government level’.

The two major goals of this paper are to describe a 5-year research and development project that led to the creation of a decoding program for poor readers in Grades 1–8 and to report the results of our research along the way. Unlike most research and development projects, research did not simply follow program development and assess its effectiveness. Instead, action research was used as a means of developing the program and program development led to modifications in the research as well. Thus, research and development had a reciprocal relationship and evolved together. The word identification program that eventually took shape emphasized phonemic awareness and decoding by analogy. Our findings were consistent with the conclusion that the word identification program enabled students to become better decoders and allowed them to make small gains in spelling, vocabulary, and comprehension.

This paper reports upon the outcomes of an action research project which took place with a network of neighbourhood houses (community-based organisations) in the Western Region of Melbourne, Australia. Our first aim was to engage community-based organisations, through participatory action research techniques, to develop information and knowledge management plans for an electronic community network. Our second was to integrate structuration theory and theories of participatory action research, in order to provide a new context for understanding how ICTs can be used with community-based organisations. The paper reports on the major issues found in the research, and plans developed to address those issues.

In spite of the increasing need for building interagency systems, the literature on effective inter-organizational collaboration is practically inexistent, both from the methodological and practical perspectives. Using an action research approach, this paper reports the findings of a four-year long action research that seeks to identify critical success factors for establishing and maintaining interagency collaboration in a large-scale inter-organizational system development project. The findings were drawn from direct experiences during the implementation of the cross-border internet-based system for trade and transport facilitation in Thailand, which required an involvement of more than 40 governmental and business stakeholders. This paper suggests a stepwise approach for the establishment and maintenance of interagency collaboration, and derives methodological and practical implications from this large-scale experience.

Abstract Action research literature promotes broad participation in order to gain better insights into prevailing issues and cope with both present and future challenges in organizations. For good reasons, action researchers view participation as desirable and even necessary. However, emphasizing participation also creates a blind spot: researchers tend to assume that employees are willing or even eager to take part in organizational change projects. A group of action researchers involved in a large-scale organizational development project in a Norwegian public organization initially also had this optimistic assumption. Over time, they realized that many employees were reluctant to participate and often kept silent, so they conducted follow-up research to explore the reasons for employees’ non-participation. The findings show that the employees had rational reasons not to participate, and that employee participation should not be taken for granted. The paper outlines eight different rationales for non-participation, and discusses implications for action research.

Purpose – Rural entrepreneurship development and employment generation are fundamental to enhancing local-level progress and transformation. Achieving gainful employment in rural communities contributes immensely to the realisation of the potential of people living in remote communities. The purpose of this paper is to present a ten-stage practical approach for enhancing rural entrepreneurship development as a major driver of local community transformation and development. Design/methodology/approach – The action research was preceded by a preliminary study, which identified some crucial factors associated with the success of rural entrepreneurial activities in rural Lagos, Nigeria. The research, which is an offshoot of the earlier field survey, was designed to engage viable community-based organisations (CBOs) in Ikorodu, Epe, Badagry and Lekki communities for the implementation of context-specific rural entrepreneurship development projects through the provision of “non-serviceable” revolving loans. Findings – Successful funded rural entrepreneurs and CBOs served as veritable models for driving entrepreneurship development and employment promotion in rural Lagos, Nigeria. Projects funded included artisanal fisheries, barbering salons, piggeries and snail production. Practical implications – The projects which generated employment opportunities for rural youths and other able-bodied community members serve as a strategy for lifting people out of poverty. The action research was designed to inform rural development policy in Nigeria and other similar economies in the south. Originality/value – The study outlines a step-by-step process of entrepreneurship development project implementation.
