The article studies specific features of relatively new risks of declining the level of social and economic stability of states due to acts of terrorism and approaches to their estimation and prevention. Specificity of these risks are shown, which are connected with unlimited spheres of activity and methods of terrorists, vagueness of their reasoning and so on, which determines the high level of uncertainty in probability estimation, damages and other consequences of their activity. The structure of damages was systemized, within the frames of which direct and indirect damages in different fields of national economy and population of global community were identified. Estimation of such damaged which took place in different countries was provided. Unique characteristics of risks of terroristic attacks were given, which differ from other types of economic risks and predetermine the necessity to develop specific steps and strategies of their prevention. Key lines in the activity aimed at reducing risks of terroristic threats were discussed that stipulate disclosing basic factors promoting their appearance, estimation of conditions and trends in their development and elaboration of methods counteracting such threats. Legal basis of counteracting terrorism in the Russian Federation was considered that imply strengthening the role of state in the struggle against this phenomenon, for example by allocation of necessary finance resources directed to the development of accessible network of information, to the improvement of objects’ safeguarding, insurance protection of the population and other lines in anti-terrorist activity. The author discusses possible approaches to estimation of probability of terroristic attacks by using binary and multiple choice with regard to indicators showing conditions of their conducting.

The Egyptian revolution of January 2011 has brought about tremendous changes within Egypt’s political and social institutions. This chapter examines historical and current events that have shaped educational reform and practices. Educational policies have been heavily influenced by external agencies. International organizations have targeted educational programming and infrastructure resulting in educational transfer practices focused on global topics. This article examines the role of technology startups in Africa's digital ecosystem. Africa's tech scene is witnessing a boom that has caught the attention of the global community. The boom has culminated in the increase in number of startups and technology hubs across the continent. The growth in Africa's technology sector comes at a time when mobile internet adoption in Africa continued to grow rapidly, with the number of mobile internet subscribers increasing three-fold in the last six years to over 300 million unique subscribers. But despite the boom, fragmented markets, lack of funding and unfriendly business environments pose problems for the continent's new entrepreneurs. Against this backdrop, this article recommends, among others, that African governments should collaborate with private investors to sponsor old and new startups in the continent; provide level playing ground for the development of infrastructure that would support the growth of technology startups; and make bandwidth accessible to startups at reduced rate.

Over the last decade, the concept of hybrid warfare has aroused great in-terest among the global community dealing with security issues, both military, and non-military. The specificity of hybrid warfare is that the fight is not for territories, but for the minds, and attitudes of citizens of other countries, and the means of combat are very sophisticated. Any hybrid war is based on a strategy that involves achievement victory by setting goals, overall plan and systematic impact on ene-my's vulnerabilities using a hybrid threat complex. In connection with the above, the aim of the article is to present the role of the strategy in waging hybrid war-fare, as well as in developing mechanisms to counteract hybrid threats.

AbstractOver the years a large set of international conventions have been adopted under the auspices of the International Maritime Organization for prevention of vessel-source marine pollution. However, most of developing countries failed to effectively implement these conventions. Against this backdrop, this article aims to assess the inherent suitability of the MARPOL Convention for implementation in developing countries. It also examines the role of global community for effective implementation of the MARPOL Convention and identifies the legal and institutional bottlenecks in the current implementation regime.

Pak-America has interested in democratic Afghanistan. The global community has focused on reconstruction and reformation of national institutions for formulation of institutional policies. The democratic model of governance deals democratic institutional development. The global community facilitated security issues in the Afghan for presidential elections 2014. American and NATO forces decided to evacuate Afghanistan after transfer of power post-election 2014. The purpose of paper is definitive objectives of democratization in Afghanistan. Pakistan suffered socially, economic and politically especially in tribal areas as a neighbouring country. Afghanistan based terrorist organization attacked twin towers of U.S.A. The implication of study will support for guidance at the issue of terrorism which has intense effect on civilized world. The descriptive analysis used as tools of research for accomplishment of paper. The findings become helpful in developing awareness in masses for democratization in Afghanistan. The vibrant role of media strengthened democratic institutions which lessened extremism in region. The paper will explain historical context and different political and democratic transformation eras in Afghanistan.

The role of legislation has always been misunderstood. Whenever there is legislation, the universal public perspective will be that it is connected and related to sanction and long and unclear sentences. Law in built environment and global change is about control and manage the quality and standard of life. The role of legislation is to assist a better quality of life and secure the same for the future generation. If no legislation to sustain the same meaning of quality, especially in the Asian communities how does the behavior be condoned. Hence role of legislation is maintaining fairness, in a community.
