During the post-war period, natural resource production has often been associated withperipheralization in the world-economy. This paper seeks to demonstrate that this associationdoes not hold when examined from a long-term perspective, and explains the conditions underwhich natural resource production can support upward economic mobility in the world-system.First, this paper provides evidence that the production of cash crops and resource extraction hasnot always equaled peripheralization in the world-economy, as demonstrated by, among otherthings, the upward economic mobility of the United States, Canada, Australia and New Zealandduring the nineteenth century. It then puts forth a new hypothesis that the existence ofopportunities for raw material producing countries depends on whether the hegemonic regime ofaccumulation at a given time structures the economy in a way that is either complementary orcompetitive to the economic development of raw material producing countries. By examining theBritish centered regime of accumulation during the nineteenth century, we find that it wascomparatively complementary to economic development in raw material producing countrieswhereas the twentieth century United States centered regime was comparatively competitive withraw material producers. Based on a comparison with Britain and the United States, the paperalso suggests that China’s increasingly central role in the world-economy may be comparativelycomplementary to economic development in raw material producing countries.

The men who marched to war in 1861 and 1862 returned home during and after the war and attempted to rejoin the communities they had left months and years before. Many veterans experienced trials and tribulations as they negotiated post-war America in search of stability and success. But their experiences were by no means unique, for many Americans, veterans and otherwise, immigrant and native born, struggled to secure their place in the bourgeoning cities and towns of late 19th century America. For the veterans of these Irish regiments from Connecticut, Illinois, and Wisconsin, their post-war lives were a mixture of success and failure, of hardship and triumph. Often proud of their service, these veterans were active participants in the social and economic development of the United States after mid-century and actively pursued opportunities that would better themselves and their place within American society.

The article presents the experience of Japan in the post-war reconstruction of the country in the period 1945–1991. The socio-economic situation of the country after the Second World War was considered. The historical stages of the country's development in the period under study are determined. The historical conditions in which the country found itself in the postwar period are analyzed. Key historical figures who influenced the development of the country were identified. The directions and measures of reforming and development of the country are revealed and presented. The importance of external factors and foreign policy for the country's assertion on the world stage has been proved. The factors of creating an effective political system, effective public administration, sustainable social and human development are formulated. It was proved that the United States has played an important role in forcing both Japan's political and economic systems. The United States provided Japan with significant financial, economic, and food aid to Japan. During the war between the United States and Korea and Vietnam, the United States placed military orders in Japan, which contributed to the development of the country's industrial base. It was found that the quality of the labor force, its general education and professional level played an extremely important role in the reconstruction of the economy. The effective state regulation of economic development in Japan, which on the one hand was aimed at developing the civil sector of the economy, and on the other at concentrating efforts on cooperation between government and private business at the stage of developing solutions to economic development, played a critical role in "Japanese miracle".

Foreign aid has been the subject of much examination and research ever since it entered the economic armamentarium approximately 45 years ago. This was the time when the Second World War had successfully ended for the Allies in the defeat of Germany and Japan. However, a new enemy, the Soviet Union, had materialized at the end of the conflict. To counter the threat from the East, the United States undertook the implementation of the Marshal Plan, which was extremely successful in rebuilding and revitalizing a shattered Western Europe. Aid had made its impact. The book under review is by three well-known economists and is the outcome of a study sponsored by the Department of State and the United States Agency for International Development. The major objective of this study was to evaluate the impact of assistance, i.e., aid, on economic development. This evaluation however, was to be based on the existing literature on the subject. The book has five major parts: Part One deals with development thought and development assistance; Part Two looks at the relationship between donors and recipients; Part Three evaluates the use of aid by sector; Part Four presents country case-studies; and Part Five synthesizes the lessons from development assistance. Part One of the book is very informative in that it summarises very concisely the theoretical underpinnings of the aid process. In the beginning, aid was thought to be the answer to underdevelopment which could be achieved by a transfer of capital from the rich to the poor. This approach, however, did not succeed as it was simplistic. Capital transfers were not sufficient in themselves to bring about development, as research in this area came to reveal. The development process is a complicated one, with inputs from all sectors of the economy. Thus, it came to be recognized that factors such as low literacy rates, poor health facilities, and lack of social infrastructure are also responsible for economic backwardness. Part One of the book, therefore, sums up appropriately the various trends in development thought. This is important because the book deals primarily with the issue of the effectiveness of aid as a catalyst to further economic development.

AbstractIt is a common—often stereotypical—presumption that Europe is secular and America religious. Differences in international religious freedom and religious engagement policies on both sides of the Atlantic seem to confirm this “cliché.” This article argues that to understand why it has been easier for American supporters to institutionalize these policies than for advocates in the EU, it is important to consider the discursive structures of EU and US foreign policies, which enable and constrain political language and behavior. Based on the analysis of foreign policy documents, produced by the EU and the United States in their relationship with six religiously diverse African and Asian states, the article compares how both international actors represent religion in their foreign affairs. The analysis reveals similarities in the relatively low importance that they attribute to religion and major differences in how they represent the contribution of religion to creating and solving problems in other states. In sum, the foreign policies of both international actors are based on a secular discursive structure, but that of the United States is much more accommodative toward religion, including Islam, than that of the EU.
