Reforms in EU member states as well in Greek public sector are based upon the Refit system. Main purpose is the “catharsis” of Greek public sector in order to reduce the deficiency of General Government according to the MO’s programs. That caused redundancy, mobility, availability of the public servants. The main purpose is to regulate the state upon principles appropriate to the agreed objectives of Lisbon treaty that must be flexible. This kind of flexicurity is based on a highly competitive social market economy via the precarity system in order to diminish the economic crisis.

Achieving the goals and objectives in the economy determines the implementation of specific functions and many interrelated elements, in which the public sector plays a key role. Moreover, according to the conclusions of economists, an increase in the public sector negatively affects competition in the country's economy and slows down GDP growth. The relevance of the topic lies in the fact that under modern realities there is an increase in state participation in all spheres, especially in the economic sphere. This article considers the public sector as an integral element of the organization of the functioning of a modern market economy. It also analyzes issues related to the management of the public sector and the regulation of its share in the economy.

In a market economy, wages are determined by supply and demand. However, in China the government has a set of guidelines that explicitly determines the wages of workers in industry and the public sector. Although these guidelines are known to researchers on the Chinese economy, whether the actual wages truly reflect the guidelines has not been studied extensively.
