Nigeria, like most countries around the world, has turned to Public-Private Partnerships (PPPs) to finance its infrastructure deficit. However, it appears that the government of Nigeria looks towards PPPs as the major solution to the country’s infrastructure crisis. In a sense PPPs are being sold to the public as if they were free, that the private sector would come in with its funds, provide the desired services and that the problem with the country’s infrastructure would automatically cease. This paper argues that this supposition is a myth and that the role of PPPs in the provision of public infrastructure is more nuanced than is being bandied around. PPPs are not the panacea to all of the country’s infrastructure problems and also are far from being completely free. It is however the case that if appropriately deployed, in most cases PPPs provide some advantages over conventional public sector procurements. This paper explores the different advantages and disadvantages of PPPs and suggests ways in which PPPs may be effectively used to improve the country’s infrastructure with reduced fiscal exposure to government.

The South African public sector is faced with many challenges and one of the major challenges is service delivery. This is linked with skills shortage resulting in public service having too many people to train in a short period of time. Training these many employees face-to-face has its challenges, as employees have to be away from their day-to-day duties to attend training and this not only has an impact on productivity, but also maximizes costs. To deal with and to minimize these challenges, the South African government has chosen to introduce e-Learning in public sector. This is aimed at ensuring that larger numbers of government officials are trained at minimum costs and ensuring that training reaches people with different responsibilities such as top management and people with families who cannot afford to be away from home or office for training for long periods of time. This study examined the advantages and disadvantages of the introduction of e-Learning in the public sector, the importance of strategic planning for e-Learning, the challenges faced by the public sector when it comes to training, how other organizations internationally have conceptualized e-Learning and what the public sector is hoping to achieve by introducing e-Learning. The gaps in the conceptualization of e-Learning in the South African public sector were identified and possible solutions including a paradigm shift from a reductionist way of thinking to a systems way of thinking and doing things was recommended. The present paper introduces and compares two alternative perspectives on hybridity. One is the perspective of hybrids being located at the interface of dominant ‘sectors’ such as the private for-profit sector, the public sector and the civil society or nonprofit sector. The alternative perspective focuses on a combination of sector-specific governance mechanisms. The paper discusses the characteristics as well as the advantages and disadvantages of those two perspectives and what a combination of both implies for further research with an emphasis on the analysis of organizational pathologies and managerial coping.

At present, the share of the public sector in the Russian economy plays a significant role. The state sector is actively used as a means of regulation to achieve many state social and economic goals, including provision of the stable development of important strategic sectors. The article reveals the features of the formation and development of the corporate model of the public sector of the Russian economy, related, including the creation and functioning of the institution of state corporations. Special features of the formation of the corporate model of the public sector of the Russian economy are identified, by defining its features, principles, advantages and disadvantages of use, including the achievement of the integration effect in the process of interaction of its economic entities. The results could be used in the activities of state structures in the implementation of state policy for the development of the public sector, solving problems of accounting for its boundaries and scales, and in developing and improving strategies for the development of state corporations, and improving the efficiency of their activities.
