In connection with membership in the World Trade Organization and the Eurasian Economic Union, the Republic of Kazakhstan has taken several obligations to create equal conditions for producers of goods, works and services of all participating countries. This circumstance makes it difficult to provide direct support to domestic producers. The purchases of government bodies, quasi-government organizations and subsoil users of solid minerals, hydrocarbons and uranium (government-regulated purchases) create a significant volume of demand for various kinds of goods, works and services. Therefore, within the framework of the research, a literary review of the regulatory legal acts governing the procurement of these entities was carried out. An assessment of the norms contributing to an increase in the share of local content in purchases is given. As a result, proposals were formed to improve legislation in order to increase the effectiveness of these norms.

The balanced development of any industry is directly determined by a set of characteristics of the institutional environment, formed on the basis of a system of rules and norms of behavior of the subject of management, the degree of structuring of information, as well as formal and informal restrictions imposed by state and non-state structures. Due to the importance that the textile sector has for the country's economy, there is a need to study the effectiveness of the system of institutional support for enterprises working in this direction. The methodology is based on a review of the literature in the field of institutional transformations in economic sectors. The article suggests the main stages of transformation of the system of institutional support for the development of the textile industry in the Republic of Kazakhstan. The stages of determining stable institutional forms – institutional constraints are given, and an algorithm for determining the effectiveness of institutional transformations in the textile industry is proposed.

The purpose of the present paper is to explore the relationship between the level of accountability and political culture. In doing so, we do not simply rely on a conceptualization of (political) culture as religion or religious denominations, but also as civicness, familism, secularism and post¬materialism. The results of our data analyses suggest two broad considerations: first, that culture matters and, second, that some aspects of culture are more important than others. Specifically our data analyses reveal that accountability is more sensitive to civicness, post-materialism, and years of democratic rule than it is to familism or the pervasiveness of Christianity. Finally, our data analyses reveal that these facets of (political) culture have a greater impact on accountability than some institutional factors such as the form of government.

This article examines the process of formation of the regulatory impact assessment as a main tool of regulatory policy in the area of the Eurasian Economic Union. The influence of the taken regulatory measures on the activity of the entities is identified. The reasons for the necessity to develop regulatory impact assessment as a legal institution are described, its advantages are determined, the peculiarities of the development of this institution are studied. Legal framework that serves as a basis for assessment functioning is examined. The reasons for uneven development of the institution of assessment in the Eurasian area are understood, typical country peculiarities are given. On the basis of the conducted analysis suggestions for the improvement of the mechanism of the regulatory impact assessment are generated and its development perspectives are identified.

Public services are one of the basic forms of interaction between the population and the state apparatus. Modern challenges require significant flexibility, focus on meeting the needs of citizens and the availability of a sufficient level of competence of employees and institutions involved in the provision of public services. The article describes the sphere of rendering public services in Kazakhstan, a conceptual business model of a single operator (provider) of public services. Using the example of the transformation of the activity of a public service provider (NJSC State Corporation “Government for Citizens”), the effects of application are shown, and the reserves of cost optimization are estimated as a result of the application of modeling of management processes based on ontologies. An important result of the study is the assessment of the possibility of digital transformation of the public services sector and replication of the results on the activities of the state apparatus.

Under the conditions of the pandemic, the issue of support for small and medium-sized enterprises becomes especially relevant, since they are the ones that suffer financial losses more than other enterprises in the period of restrictions and reduction of the purchasing power of citizens. Most often tax measures of support and direct payments from the state are considered, in our article we will talk about property measures that have a significant impact on the stabilization and development for existing entities and sustainable formation for start-up entrepreneurs. The article uses both statistical analysis, including within the boundaries of the federal district, and sociological research that complements and specifies statistical data. As a result, the main problems of providing measures of property support were identified, which will allow the authorities and development institutions to adjust their policies and instruments.

The article examines the features of ensuring the stability of the business sector during the COVID-19 pandemic in Kazakhstan, OECD countries and other countries by analyzing the measures taken by their governments. A comparative analysis was conducted for global trends in the introduction of tax policy measures (cancellation / reduction of tax rates, the use of temporary / permanent tax deductions, benefits and loans, refundable tax benefits, etc.) and non-tax policy (provision of loans, subsidies for business expenses that are not related to with wages, various types of deferrals, and other industry-specific support measures).

The war of 2020 in the Mountainous Karabakh has reshaped the balance of powers in the area and enforced the tensions between the area powers (Russia and Turkey). The article reveals the contemporary and new factors determining the area international relations. Theory of regional security complexes makes the ground of the article. Structural and functional analysis gives the opportunity to explain the reasons of states activity in the IR, states’ expectations and week points. The author undermines the influence of the 2020 war upon the area balance of power, helping Turkey to improve its influence instead of its’ loses in the Near East area. The author gives the prognosis about the improvement of tensions between the South Caucasus States.

The article is devoted to the substantiation of the existence of the social function of taxes. The relevance of the study is based on the fact that taxes levied on individuals should be simultaneously elements of the tax and social policy. The social function is identified, as a rule, only with the redistribution of income between rich and poor citizens. The study reveals other aspects of the social impact of taxes. The author not only gives a definition of the social function of the tax, but also reveals the mechanism of its implementation in foreign practice. In the course of the research, general methods of cognition and private scientific methods of cognition (tabular and graphical method) were used.
