<p>Marine transportation has an important role to support the national connectivity and economic growth, especially in Papua Province. Characteristics of geography on land and sea and an insufficiency of existing infrastructure in Papua encourage its development. An effort to improve Papua’s connectivity and economic growth is believed to be able to overcome the complicated problems that exist today The aim of this study was to analyze the development of marine transportation in support of national connectivity and economic growth in Papua province. The contributions of marine transportation to the economy and the growth rate of marine transportation were analyzed using approaches of contribution sector and Typology Klassen, respectively. The problems and an overview of the steps in development of marine transportation in Papua and national were analyzed qualitatively using Miles and Huberman’s method (1992). Efforts to increase the national transport connectivity were analyzed descriptively based on supporting documents. The results show thatthere has been an increase in the contribution of sub marine transport, transportation and communications in 2007-2013; The growth rate of marine transportation  increased in the period 2007-2012, then was corrected in 2013; the transport sector grows rapidly, however it is very difficult to optimalyzed related to several factors, both in the central and local government, infrastructure, local human resources, local community institutions, economic analysis up to external problems; the improvement of national transport connectivity can be realized by implementing strategies stipulated in national development planning documents concerning  Sislognas, Sistranas, RPJMN /RTRWN, ICT and Papua’s planning documents.</p>

Transportation is essentially a derived demand which has a continuous character and knows no boundaries. In this regard, transportation is basically the lifeblood of the nation and state, where at the initial stage, the role of transportation is as a “the promoting sector”, that is, transportation infrastructure and facilities are provided before the development of other sectors, while at the next stage the role of transportation concerns “the servicing sector”. The types and means of transportation vary according to requirements. There are 3 types of transportation in the world, namely land transportation, water transportation, and air transportation. Among the types of transportation, sea transportation provides a very large contribution to the national and regional economy as mandated in Act No. 17 of 2008. It is therefore a key strategic point for national development. It should also be noted that the contribution of sea transportation is becoming increasingly important because the costs incurred are lower than that the cost of land and air transportation. In addition, sea transportation has other advantages, namely ships can pass through fields that cannot be reached by two-wheeled vehicles or air ships. The main target of maritime highway development according to the Ministry of National Development Planning is the realization of Indonesia as an archipelagic country that is independent, advanced, strong, and based on national interests. Metodologi konvensional perancangan pembangunan terminal kontena kekurangan mod penghujahan manusia yang menggunakan anggaran, ketidakpastian, linguistik dan nilai–nilai subjektif. Kaedah fuzi boleh diaplikasikan ke atas kaedah sekarang untuk memperbaiki kelemahan tersebut. Kajian ini mengaplikasikan kaedah fuzi ke atas model perancangan pembangunan terminal kontena sekarang yang telah diperbaiki dengan memasukkan pemilihan sistem pengendalian kontena (chs) dan penentuan keluasan terminal yang lain (toa) ke keluasan tempat letak kontena (cpa), keluasan stesyen kontena (cfs), keperluan hari–himpitan (bdr) dan kos kapal di terminal (sct). Fungsi keanggotaan – fungsi keanggotaan telah diterbitkan untuk semua pemboleh ubah perancangan dan carta alir proses perancangan yang menunjukkan operasi fuzi dan tahap nyahfuzian telah dilakarkan. Simulasi latihan perancangan telah dilakukan ke atas chs dan cpa dan keputusan yang diperolehi menunjukkan bahawa pengaplikasian ini telah berjaya. Potensi menggandingkan kaedah ini dengan sistem pakar telah juga ditonjolkan. Kata kunci: perancangan fuzi, perancangan terminal kontena, membuat keputusan berbilang kriteria Conventional container terminal development planning methodology lacks the human modes of reasoning that uses approximate, imprecise, linguistic, and subjective values. Fuzzy methods could be applied to the current method to improve such shortcoming. This study applies fuzzy methods to a container terminal development planning model which has been improved by incorporating container handling system selection (chs) and determination of terminal other area (toa) to the current container park area (cpa), freight station area (cfs), berth–day requirement (bdr), and ship cost at terminal (sct). Membership functions have been derived for all the planning variables and planning process flowcharts showing fuzzy operations and defuzzification stages have been drawn. A simulated planning exercise has been performed on chs and cpa and the results obtained indicate that the application has been successful. The potential of coupling the method with an expert system has also been highlighted. Key words: fuzzy planning, container terminal planning, multi-criteria decision making

Changes in the demand for bulk cargo will have a significant impact on the industrial structure and transportation development planning, and trains and cargo ships are the main means of bulk cargo transportation. Accurately predicting the volume of bulk cargo transportation can be used to support transportation system management, such as operation planning and route selection design. This study uses the Elman model to conduct empirical analysis, predict the changing trend of bulk cargo transportation, and provide data reference for the formulation of transportation development plans.
