Transportation is essentially a derived demand which has a continuous character and knows no boundaries. In this regard, transportation is basically the lifeblood of the nation and state, where at the initial stage, the role of transportation is as a “the promoting sector”, that is, transportation infrastructure and facilities are provided before the development of other sectors, while at the next stage the role of transportation concerns “the servicing sector”. The types and means of transportation vary according to requirements. There are 3 types of transportation in the world, namely land transportation, water transportation, and air transportation. Among the types of transportation, sea transportation provides a very large contribution to the national and regional economy as mandated in Act No. 17 of 2008. It is therefore a key strategic point for national development. It should also be noted that the contribution of sea transportation is becoming increasingly important because the costs incurred are lower than that the cost of land and air transportation. In addition, sea transportation has other advantages, namely ships can pass through fields that cannot be reached by two-wheeled vehicles or air ships. The main target of maritime highway development according to the Ministry of National Development Planning is the realization of Indonesia as an archipelagic country that is independent, advanced, strong, and based on national interests. <p>Marine transportation has an important role to support the national connectivity and economic growth, especially in Papua Province. Characteristics of geography on land and sea and an insufficiency of existing infrastructure in Papua encourage its development. An effort to improve Papua’s connectivity and economic growth is believed to be able to overcome the complicated problems that exist today The aim of this study was to analyze the development of marine transportation in support of national connectivity and economic growth in Papua province. The contributions of marine transportation to the economy and the growth rate of marine transportation were analyzed using approaches of contribution sector and Typology Klassen, respectively. The problems and an overview of the steps in development of marine transportation in Papua and national were analyzed qualitatively using Miles and Huberman’s method (1992). Efforts to increase the national transport connectivity were analyzed descriptively based on supporting documents. The results show thatthere has been an increase in the contribution of sub marine transport, transportation and communications in 2007-2013; The growth rate of marine transportation  increased in the period 2007-2012, then was corrected in 2013; the transport sector grows rapidly, however it is very difficult to optimalyzed related to several factors, both in the central and local government, infrastructure, local human resources, local community institutions, economic analysis up to external problems; the improvement of national transport connectivity can be realized by implementing strategies stipulated in national development planning documents concerning  Sislognas, Sistranas, RPJMN /RTRWN, ICT and Papua’s planning documents.</p>

Kutai Kartanegara Regency as an autonomous region has regional development planning documents as an integral part of the provincial and national development planning systems. The greater role of Regional Original Revenue (PAD) means less regional dependence on central assistance. The purpose of this study was to determine the role of the Regional Revenue Agency of Kutai Kartanegara Regency in carrying out levies and carry out supervision of swallow nest owners in exercising their authority to pay taxes to increase local revenues and to determine the calculation of the swallow's nest tax rate which was set at 10% based on the Regulation Regency of Kutai Kartanegara Number 2 Year 2011 regarding Regional Tax. The method used in this study is normative with the main informant namely the Regional Revenue Agency of Kutai Kartanegara Regency. The results showed that the Regional Revenue Agency of Kutai Kartanegara Regency in carrying out levies and carrying out supervision of swallow bird nest owners in carrying out their authority to pay taxes to increase local revenue is still not optimal. Supervision should also be carried out in the implementation of levies, in order to evaluate the administration of levies. The calculation of the tax rate for swallow's nest which is set at 10% based on the Kutai Kartanegara Regency Local Regulation Number 2 of 2011 concerning Regional Taxes is good enough but in terms of implementation it must be carried out to the entrepreneur of swallow's nest.

Many problems related to the process of development planning in the region is the existence of  “ego sectoral” between the government apparatus in carrying out development. It can be seen that each agency tends to emphasize its duties and functions in development activities. Less optimal process of implementation of development process due to lack of synergy between sectors and target. Limitations of funds as a stimulant are also not matched by the active role of local governments to emerge regulations to encourage superior sectors. The purpose of this study is to analyze the preparation of economic development plans based on local economic potential in Banyuwangi by using interactive planning approach. In national development planning as well as in regional development planning, planning approach can be done in two ways: sectoral and regional (region) approach. Interactive planning method used in this research, to make planning in the future based on current problems faced then designing planning design to overcome those problems.

The implementation of bureaucracy reform in many countries continues to experience various problems, in relation to the system, regulations and actors. The success of such reform shows the important role of the actors involved in promoting change agendas. Studies on bureaucracy reform have covered many aspects of the system, stages and factors that influence its success or failure. This study specifically analyses the aspect of the related actors, namely the role of change agents in the implementation of change management, who support the implementation of bureaucracy reform. Departing from theory regarding the role of agent of change and the stages of change management during the process of bureaucracy reform, the data collection was conducted through in-depth interviews with a number of stakeholders of National Development Planning Agency, Indonesia.  The qualitative data is processed using the Discourse Network Analyzer. The results show that there are three roles conducted by the agent of change in pushing reform agendas, namely as catalysts, solution givers and as process helper. To improve the performance of their roles, there are at least two attributes that they must have, i.e., skills and behavioral attributes, which both play a significant role in supporting the success of bureaucracy reform.

Liberalisation of air transportation practically is known as open sky policy. In the practice, the liberalisation of air transportation is divided into two group of services, i.e.: air transportation services, for passengers and goods (air service) which is categorized as hard rights and supporting services of the air transportation services (ancillary services) which is categorized as soft rights. The research in this paper focused in air transportation services for passengers and goods, consists of nine freedom of the air. The impact of the policy such as the Agreement regarding ASEAN open sky policy, is the readiness of Indonesian air transportation companies to compete with foreign air transportation companies. The government of Indonesia has to regulate the implementation of ASEAN Open Sky Policy to be projected in order to comply with national development, i.e. the function of air law in national development. The policy has been implemented by enact or amend the existing law as air law that regulate flight lines, the following provisions: To regulate flight line for foreign airlines to open flight lines in Indonesia region which may not or have not land and sea transportation. The regulation is intended to support mobility of humans, goods and services that may fulfil the needs of the people of Indonesia, which materially and spiritually and the development of the region. The regulation of flight lines of foreign air transportation for region of tourism, industrial and trade center. The regulation is intended to support the national economic development of Indonesia.

Development is carried out to improve people's welfare, so that economic growth and an even distribution of income are needed. Rapid economic growth that is not balanced with equal distribution, will lead to regional imbalances. The objectives of this study are to; (1) to analyze the factors causing inequality on economic growth in all provinces in Indonesia; (2) to analyze the largest contributor to development inequality between provinces in Indonesia, (3) to form a model of development inequality and economic growth for each province and Indonesia (4) to generat ideas or ideas for solutions to control development inequality and economic growth in Indonesia. The variables studied are the wiliamson index, human development index, unemployment and the General Allocation Fund for each province in Indonesia in 2010-2017. The data observed are primary data and secondary data from various related agencies, such as Bank Indonesia, Statistics Indonesia, Ministry of National Development Planning of the Republic of Indonesia and Ministry of Finance Indonesia. Before being analyzed, the data will pass through the next classical assumption test stage with the Panel Data Model. The results showed that the unemployment rate had a negative and significant effect, while General Allocation Fund and HDI had a positive and significant effect on the level of inequality in Indonesia.

The aim of the article is to show the role of parliament in the foreign policy within the framework of the conservative school of thought. The authors examine both Russian and Western traditions of conservatism and come to the conclusion that the essential idea of “the rule of the best” has turned to be one of the basic elements of the modern legislative body per se. What’s more, parliament, according to the conservative approach, tends to be the institution that represents the real spirit of the nation and national interests. Therefore the interaction of parliaments on the international arena appears to be the form of the organic communication between nations. Parliamentary diplomacy today is the tool that has the potential to address to the number of issues that are difficult to deal with within the framework of the traditional forms of IR: international security, challenges posed by new technologies, international sanctions and other.

Budget implementation in government agencies has not been effective even though legislation has mandated that performance-based budgeting should be implemented gradually starting in 2005. Some researches on budgeting found a disregard for the prerequisites for the successful implementation of performance-based budgeting, which includes participation, competence, and the clear documents and budgeting procedures. In Indonesia, the reform of budgeting begins with the issuance of Act No. 17 of 2003 on State Finance and Act No. 25 of 2004 on National Development Planning System, which is a product of legislation that became a milestone of reform in national planning and budgeting. In universities in Indonesia budget management system changes begins to be applied especially after the implementation of autonomy in the management of higher education institutions, namely since the issuance of Government Regulation on Higher Education as State-Owned Legal Entity (BHMN), Public Service Agency (BLU), even the latter leads to the State University-Owned Legal Entity(PTN-BH). The change of financial management is not without reason, but is intended to more financial management of performance-oriented, transparent and accountable, the estuary of the increasing good governance. Pelaksanaan anggaran di instansi pemerintah selama ini belum efektif, padahal undang-undang telah mengamanatkan bahwa pelaksanaan penganggaran berbasis kinerja hendaknya dapat dilaksanakan secara bertahap mulai tahun 2005. Beberapa hasil penelitian tentang penganggaran menunjukan adanya pengabaian terhadap prasayarat keberhasilan pelaksanaan penganggaran berbasis kinerja, yang antara lain ditentukan oleh faktor-faktor pendukung seperti partisipasi, kompetensi, dan adanya kelengkapan dokumen dan prosedur penganggaran secara jelas. Di Indonesia, reformasi bidang penganggaran diawali dengan terbitnya Undang-undang Nomor 17 Tahun 2003 tentang Keuangan Negara Undangundang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional merupakan produk undang-undang yang menjadi tonggak sejarah reformasi di bidang perencanaan dan penganggaran nasional. Di lingkungan perguruan tinggi Indonesia perubahan sistem manajemen anggaran mulai diterapkan terutama setelah dilaksanakannya otonomi dalam pengelolaan lembaga pendidikan tinggi, yaitu sejak diterbitkannya Peraturan Pemerintah tentang Perguruan Tinggi sebagai BHMN, BLU, bahkan yang terakhir ini mengarah pada PTN-BH. Perubahan arah pengelolaan keuangan tersebut tidak tanpa alasan, namun dimaksudkan agar pengeloaan keuangan lebih berorientasi pada kinerja, transparan dan akuntabel, yang muaranya tentu pada meningkatnya good governance.
