Analysis Of Sea Transportation Development To Support National Connectivity And Economic Growth Of Papua Province

<p>Marine transportation has an important role to support the national connectivity and economic growth, especially in Papua Province. Characteristics of geography on land and sea and an insufficiency of existing infrastructure in Papua encourage its development. An effort to improve Papua’s connectivity and economic growth is believed to be able to overcome the complicated problems that exist today The aim of this study was to analyze the development of marine transportation in support of national connectivity and economic growth in Papua province. The contributions of marine transportation to the economy and the growth rate of marine transportation were analyzed using approaches of contribution sector and Typology Klassen, respectively. The problems and an overview of the steps in development of marine transportation in Papua and national were analyzed qualitatively using Miles and Huberman’s method (1992). Efforts to increase the national transport connectivity were analyzed descriptively based on supporting documents. The results show thatthere has been an increase in the contribution of sub marine transport, transportation and communications in 2007-2013; The growth rate of marine transportation  increased in the period 2007-2012, then was corrected in 2013; the transport sector grows rapidly, however it is very difficult to optimalyzed related to several factors, both in the central and local government, infrastructure, local human resources, local community institutions, economic analysis up to external problems; the improvement of national transport connectivity can be realized by implementing strategies stipulated in national development planning documents concerning  Sislognas, Sistranas, RPJMN /RTRWN, ICT and Papua’s planning documents.</p>

National development has a multidimensional goal, one of which is to realize a democraticIndonesian society, because with a more democratic condition, it allows the public to be more open toparticipate in development in all fields. The development of faster and more complex developmentdemands all components involved in the development process and democracy able to realize what isthe goal of national development.Community participation in the development process in Indonesia in general is currently very low. Thecommunity is still reluctant to engage in a continuous manner in the entire process of developmentplanning, implementation and evaluation carried out by the government. This low participation is aresult of government policies that are still lacking in providing space for every citizen to participate indevelopment. The implementation of the Development Planning Conference (Musrenbang) starting atthe village level up to the national level is considered by some as merely a serimonial process. Nationaldevelopment based on community empowerment will be realized if the government has a strong desireto implement it. The government encourages and provides opportunities for the public to be involved inthis participatory pattern. This pattern makes the community more empowered and participates inenjoying the cake of economic growth resulting from the development process that is carried out.Quality economic growth makes development carried out by the government together with allcomponents of the nation able to improve the welfare of society at large in accordance with what is thegoal of national development itself. National development balanced with active community participation or empowered communities will produce a force capable of realizing national goalsaccording to their goals. Encouraging community participation in developing Indonesia from theregions will be realized if the government has a good desire to implement it. The government mustencourage and provide opportunities for the public to be involved in this participatory pattern. Thispattern makes the community more empowered and participates in enjoying the cake of economicgrowth resulting from the development process that is carried out

Transportation is essentially a derived demand which has a continuous character and knows no boundaries. In this regard, transportation is basically the lifeblood of the nation and state, where at the initial stage, the role of transportation is as a “the promoting sector”, that is, transportation infrastructure and facilities are provided before the development of other sectors, while at the next stage the role of transportation concerns “the servicing sector”. The types and means of transportation vary according to requirements. There are 3 types of transportation in the world, namely land transportation, water transportation, and air transportation. Among the types of transportation, sea transportation provides a very large contribution to the national and regional economy as mandated in Act No. 17 of 2008. It is therefore a key strategic point for national development. It should also be noted that the contribution of sea transportation is becoming increasingly important because the costs incurred are lower than that the cost of land and air transportation. In addition, sea transportation has other advantages, namely ships can pass through fields that cannot be reached by two-wheeled vehicles or air ships. The main target of maritime highway development according to the Ministry of National Development Planning is the realization of Indonesia as an archipelagic country that is independent, advanced, strong, and based on national interests. Development is carried out to improve people's welfare, so that economic growth and an even distribution of income are needed. Rapid economic growth that is not balanced with equal distribution, will lead to regional imbalances. The objectives of this study are to; (1) to analyze the factors causing inequality on economic growth in all provinces in Indonesia; (2) to analyze the largest contributor to development inequality between provinces in Indonesia, (3) to form a model of development inequality and economic growth for each province and Indonesia (4) to generat ideas or ideas for solutions to control development inequality and economic growth in Indonesia. The variables studied are the wiliamson index, human development index, unemployment and the General Allocation Fund for each province in Indonesia in 2010-2017. The data observed are primary data and secondary data from various related agencies, such as Bank Indonesia, Statistics Indonesia, Ministry of National Development Planning of the Republic of Indonesia and Ministry of Finance Indonesia. Before being analyzed, the data will pass through the next classical assumption test stage with the Panel Data Model. The results showed that the unemployment rate had a negative and significant effect, while General Allocation Fund and HDI had a positive and significant effect on the level of inequality in Indonesia.

The central theme of this book is to appraise the role of planning to maximize the rate of economic growth, and improve the standards of living and quality of life of the people in India since Independence. The book addresses four core areas. First, it delves into the circumstances which led to the adoption of planning and presents a comprehensive analysis of the economic scenario that unfolded in the six decades between 1951 and 2011, documenting shifts in growth and development strategy. Second, it explores the rate and pattern of economic growth, and traces reasons behind the shortfall in growth rate from the target. Third, the book contextualizes the backdrop against which economic reform measures were introduced to understand how different areas and sectors of the economy were integrated with the reform process. Fourth, it analyses the transition from growth measures pursued until the 1970s, to a mix of growth and redistribution from the 1980s, and then to inclusive growth in the 2000s, and finds out how income, especially of the poor and marginalized sections of the population increased. It makes an assessment of the level and change in poverty over time, and the impact of economic growth on poverty reduction. These four thematic areas of the book are essential to understand the process of economic growth and its impact on the lives of the people in India's rapidly changing socio-economic environment. Finally, it assesses the economic scenario in the 2010s, when planning was abandoned, and pinpoints the reasons behind dipping growth rate, and suggests measures for its revival.

So essential and imperative is national development plans to the success of any nation. If any country desires to attain sustainable economic growth and development, be it developed or developing, it must make plans for its goals and objectives. Since colonial period and after, Nigeria has committed itself on series of national development plans in order to attain sustainable economic growth and development. It is not a denying fact that Nigeria efforts towards development plans have not been achieved and also improves its economic situation. Over time, this has been proved from economic indicators such as increase in rate of unemployment, short life expectancy ratio, lack of infrastructural facilities and absolute poverty as a result of the spillover effect of its development plans to instill results. The main objective of this research work is to overview some of the previous Nigerian development plans and pin-point out the militating factors that serve as deterrent to the achievement of development plans in the country. This research work sourced its materials through secondary sources of materials. However, competent development expert, corruption free society, political leadership, harmonization and efficient resource allocation are part of the remedies or motor for a successful and sustainable national development plans

The paper analyzes the inconsequence and problems of Russian economic policy to accelerate economic growth. The authors consider three components of growth rate (potential, Russian business cycle and world business cycle components) and conclude that in order to pursue an effective economic policy to accelerate growth, it has to be addressed to the potential (long-run) growth component. The main ingredients of this policy are government spending restructuring and budget institutions reform, labor and capital markets reforms, productivity growth.

Budget implementation in government agencies has not been effective even though legislation has mandated that performance-based budgeting should be implemented gradually starting in 2005. Some researches on budgeting found a disregard for the prerequisites for the successful implementation of performance-based budgeting, which includes participation, competence, and the clear documents and budgeting procedures. In Indonesia, the reform of budgeting begins with the issuance of Act No. 17 of 2003 on State Finance and Act No. 25 of 2004 on National Development Planning System, which is a product of legislation that became a milestone of reform in national planning and budgeting. In universities in Indonesia budget management system changes begins to be applied especially after the implementation of autonomy in the management of higher education institutions, namely since the issuance of Government Regulation on Higher Education as State-Owned Legal Entity (BHMN), Public Service Agency (BLU), even the latter leads to the State University-Owned Legal Entity(PTN-BH). The change of financial management is not without reason, but is intended to more financial management of performance-oriented, transparent and accountable, the estuary of the increasing good governance. Pelaksanaan anggaran di instansi pemerintah selama ini belum efektif, padahal undang-undang telah mengamanatkan bahwa pelaksanaan penganggaran berbasis kinerja hendaknya dapat dilaksanakan secara bertahap mulai tahun 2005. Beberapa hasil penelitian tentang penganggaran menunjukan adanya pengabaian terhadap prasayarat keberhasilan pelaksanaan penganggaran berbasis kinerja, yang antara lain ditentukan oleh faktor-faktor pendukung seperti partisipasi, kompetensi, dan adanya kelengkapan dokumen dan prosedur penganggaran secara jelas. Di Indonesia, reformasi bidang penganggaran diawali dengan terbitnya Undang-undang Nomor 17 Tahun 2003 tentang Keuangan Negara Undangundang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional merupakan produk undang-undang yang menjadi tonggak sejarah reformasi di bidang perencanaan dan penganggaran nasional. Di lingkungan perguruan tinggi Indonesia perubahan sistem manajemen anggaran mulai diterapkan terutama setelah dilaksanakannya otonomi dalam pengelolaan lembaga pendidikan tinggi, yaitu sejak diterbitkannya Peraturan Pemerintah tentang Perguruan Tinggi sebagai BHMN, BLU, bahkan yang terakhir ini mengarah pada PTN-BH. Perubahan arah pengelolaan keuangan tersebut tidak tanpa alasan, namun dimaksudkan agar pengeloaan keuangan lebih berorientasi pada kinerja, transparan dan akuntabel, yang muaranya tentu pada meningkatnya good governance.

Deveiopment planning in India, as in other developing countries, has generally been aimed at fostering an industrially-oriented policy as the engine of economic growth. This one-sided economic development, which results in capital formation, creation of urban elites, and underprivileged social classes of a modern society, has led to distortions in the social structure as a whole. On the contrary, as a result of this uneven economic development, which is narrowly measured in terms of economic growth and capital formation, the fruits of development have gone to the people according to their economic power and position in the social structure: those occupying higher positions benefiting much more than those occupying the lower ones. Thus, development planning has tended to increase inequalities and has sharpened divisive tendencies. Victor S. D'Souza, an eminent Indian sociologist, utilizing the Indian census data of 1961, 1971, and 1981, examines the problem of structural inequality with particular reference to the Indian Scheduled Castes and Scheduled Tribes - the two most underprivileged sections of the present Indian society which, according to the census of 1981, comprised 15.75 percent and 7.76 percent of India's population respectively. Theoretically, he takes the concept of development in a broad sense as related to the self-fulfIlment of the individual. The transformation of the unjust social structure, the levelling down of glaring economic and social inequalities, and the concern for the development of the underprivileged are for the author the basic elements of a planned development. This is the theoretical perspective of the first chapter, "Development Planning and Social Transformation".

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning
