Metodologi konvensional perancangan pembangunan terminal kontena kekurangan mod penghujahan manusia yang menggunakan anggaran, ketidakpastian, linguistik dan nilai–nilai subjektif. Kaedah fuzi boleh diaplikasikan ke atas kaedah sekarang untuk memperbaiki kelemahan tersebut. Kajian ini mengaplikasikan kaedah fuzi ke atas model perancangan pembangunan terminal kontena sekarang yang telah diperbaiki dengan memasukkan pemilihan sistem pengendalian kontena (chs) dan penentuan keluasan terminal yang lain (toa) ke keluasan tempat letak kontena (cpa), keluasan stesyen kontena (cfs), keperluan hari–himpitan (bdr) dan kos kapal di terminal (sct). Fungsi keanggotaan – fungsi keanggotaan telah diterbitkan untuk semua pemboleh ubah perancangan dan carta alir proses perancangan yang menunjukkan operasi fuzi dan tahap nyahfuzian telah dilakarkan. Simulasi latihan perancangan telah dilakukan ke atas chs dan cpa dan keputusan yang diperolehi menunjukkan bahawa pengaplikasian ini telah berjaya. Potensi menggandingkan kaedah ini dengan sistem pakar telah juga ditonjolkan. Kata kunci: perancangan fuzi, perancangan terminal kontena, membuat keputusan berbilang kriteria Conventional container terminal development planning methodology lacks the human modes of reasoning that uses approximate, imprecise, linguistic, and subjective values. Fuzzy methods could be applied to the current method to improve such shortcoming. This study applies fuzzy methods to a container terminal development planning model which has been improved by incorporating container handling system selection (chs) and determination of terminal other area (toa) to the current container park area (cpa), freight station area (cfs), berth–day requirement (bdr), and ship cost at terminal (sct). Membership functions have been derived for all the planning variables and planning process flowcharts showing fuzzy operations and defuzzification stages have been drawn. A simulated planning exercise has been performed on chs and cpa and the results obtained indicate that the application has been successful. The potential of coupling the method with an expert system has also been highlighted. Key words: fuzzy planning, container terminal planning, multi-criteria decision making

The tourism development impacts on the environment. In the development planning process it’s necessary to take into consideration the concept of sustainable tourism development. To implement the concept of sustainable tourism development in practice, the adequate methods have to be used. The characteristical aspects of carrying capacity o f tourist area and limits of acceptable change are analysed in this paper.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

This paper discusses the design, implementation, and evaluation of a prototype speech recognition interface to the Theater Air Planning (TAP) module of Theater Battle Management Core Systems (TBMCS). This effort was in support of a Kenney Battlelab Initiative proposal submitted to the Command and Control Battlelab at Hurlburt Field, FL to assess the operational benefits of speech recognition for data entry applications in a Joint Air Operations Center environment. Several factors contributing to the design of the “TAPTalk” speech interface included interviews with subject matter experts, speech system selection, grammar development, and integration into TAP, which required only minor modification of existing software. Results from the two week operational assessment with sixteen subjects from the Command and Control Training and Innovation Group, numbered Air Forces, Navy, and Marine Corp indicated that the Theater Air Planning process could be accomplished significantly faster with no increase in error rates. Subjectively, the sixteen planners unanimously agreed that the TAPTalk speech interface was a valuable addition to TAP and would recommend its inclusion in a future upgrade. Recommendations for further improving the TAPTalk system are discussed.

The dipole spacing can directly affects the detecting sensitivity and accuracy in the landfill leakage detection by the high voltage direct current method. Based on the high voltage DC detecting model, the impact of dipole spacing on locating leaks is analyzed taking a single leak and multiple leaks as example. The results show that the greater the dipole spacing is, the higher the detecting sensitivity is; the smaller the dipole spacing is, the higher the detecting accuracy is. For multiple leaks, only one leak can be located when the dipole spacing is greater than the distance between the two leaks. In order to detect all leaks correctly, the dipole spacing should be smaller than the distance between the two leaks.

The energy transition in Europe requires not only the implementation of technological innovations to reduce carbon emissions but also the decentralised extension of these innovations throughout the continent, as demonstrated by the ‘Clean Energy for All Europeans’ package. However, decentralised energy generation, and specifically electricity generation, as it gives rise to new players and interactions, also requires a review of the energy planning process. In this sense, governance becomes the key concept for understanding the implementation of the energy transition in a territory. This is particularly visible in a cross-border setting, especially considering cross-border cooperation in the development of renewable energy sources (RES) provides the necessary elements to determine the criteria of local regulation between the different levels of governance. In light of the current legal framework in France, this paper presents the institutional framework of the multi-level governance of the RES development planning process. It concludes that it is quite conceivable for the rationales of governance at the local level (decentralisation) and the large-scale operation of a large interconnected network (Europeanisation) to coexist.

The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

Climate change threatens water, sanitation and hygiene (WaSH) facilities and services, as these are intimately linked to the water cycle and are vulnerable to changes in the quantity and quality of available water resources. Floods and droughts, which pollute and reduce water delivery respectively, have now become a perennial issue to deal with in the northern regions of the country, including the Bolgatanga Municipality. This study aimed to assess the degree to which climate change adaptation measures are mainstreamed into the WaSH development planning process in Ghana. Stakeholders from government and non-government agencies were interviewed to gain perspectives on the threat of climate change, the inclusion of climate change in WaSH planning and the barriers preventing mainstreaming. In general, despite awareness and concern about climate change, adaptation measures have been regarded to be far away from the immediate concerns of WaSH development planning. Most of the current measures are reactive and respond to environmental issues rather than to climate change stressors. In essence, stakeholders expressed the view that the adaptive capacity of the Municipality was low and that mainstreaming has not yet occurred. Despite the lack of progress, there are great opportunities for mainstreaming climate change adaptation into planning through increasing awareness and capacity, legislative and institutional changes and the development of participatory systems to provide early warning systems and disaster risk analyses that will inform future planning.

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance
