The paper is aimed to analyse the problems of evaluation of quality of learning scenarios. Multiple criteria analysis principles are applied to form learning scenarios quality model. Several alternativesof learning scenarios that are widely used in Europe are analysed in the paper. These alternatives are evaluated with the help of the created quality model and application of triangular and trapezoidalfuzzy numbers methods. Research results show that both these methods are applicable in practice while evaluating quality of learning scenarios alternatives, and their application shows in principlesimilar results while comparing different alternatives of learning scenarios.

Even in the best-resourced science communication institutions, poor quality evaluation methods are routinely employed. This leads to questionable data, specious conclusions and stunted growth in the quality and effectiveness of science communication practice. Good impact evaluation requires upstream planning, clear objectives from practitioners, relevant research skills and a commitment to improving practice based on evaluation evidence.

 Labor quality evaluation, an important part for carrying out labor education, plays the role as “baton” for labor education. This paper will figure out the reasons for labor quality evaluation from its importance. The paper will also classify key evaluation indicators for labor qualities as cognition, emotion, ability and qualities of labor, dividing dynamic indicators to figure out “what to evaluate”. Meanwhile, the author will solve the problem of “how to evaluate” and “who will evaluate” by promoting evaluation subjects diversities and innovating evaluation methods. When labor quality evaluation, the “baton”, guides the direction and strategy, attention should be paid to integrated education to cultivate labor quality in an all-round way. The “baton” will also guide characteristic education with collaborative innovation of labor education, professional education and vocational education. Moreover, labor quality evaluation guides the optimization of resources to create integrated labor qualities and lead innovation education to nurture innovative talents.
