Abstract The main purpose of this study is to evaluate factors affecting passenger rail demand, with special attention to the effects of structural reform/regulation and competition. In order to do this, we use data obtained from 30 OECD countries for the 24 years from 1990 to 2013. As structural reform/regulation and competition variables, we take the OECD’s five kinds of regulatory indices: (i) overall, (ii) entry, (iii) public ownership, (iv) vertical integration, and (v) market structure; and for competition variables, we take (vi) rail passenger-freight ratio, (vii) rail share, and (viii) high-speed train ratio. As estimation methods, both the fixed effect model and the Hausman-Taylor estimation model are used. The major findings are as follows. First, competition as competitiveness (i.e. the share of rail, passenger over freight ratio) increases passenger demand. And the existence of high-speed trains increases passenger demand. Second, overall, entry regulation, and market structure have no significant effect on demand. Third, public ownership affects passenger demand positively. Last, vertical integration reduces passenger demand.

There have been a number of important developments in Australia in the area of telemedicine. At the national level, the House of Representatives' Standing Committee on Family and Community Affairs has been conducting the Inquiry into Health Information Management and Telemedicine. The Australian Health Ministers' Advisory Council has supported the establishment of a working party convened by the South Australian Health Commission to prepare a detailed report on issues relating to telemedicine. State governments have begun a number of telemedicine projects, including major initiatives in New South Wales and Victoria and the extensive development of telepsychiatry services in Queensland. Research activities in high-speed image transmission have been undertaken by the Australian Computing and Communications Institute and Telstra, and by the Australian Navy. The matter of the funding of both capital and recurrent costs of telemedicine services has not been resolved, and issues of security and privacy of medical information are subject to discussion. The use of the Internet as a universal communications medium may provide opportunities for the expansion of telemedicine services, particularly in the area of continuing medical education. A need has been recognized for the coordinated evaluation of telemedicine services as cost-benefit considerations are seen to be very important.

This paper adopts high-speed fixed-point signal processor TMS320DM64 produced by TI company, XC2S150 chip FPGA produced by Xilinx company, video front-end decoder chip SAA7111 and back-end encoding chip AL250 new launched by PHILIP company, which constituted a high-speed, intelligent live video monitoring system. The system video image transmission of strong real-time, high efficiency and good transmission quality can meet the requirements of many video image processing and transmission field application in current, and has a good application prospect. The design of system software and hardware that introduced in this paper is the key.

The technologies of image block, pyramid and multi-threading were used in this program to design the high-speed image generation display module and the processes of image data scheduling and mapping and solve the problems of large-capacity image data modeling and high-speed displaying. The technology of direct digital frequency synthesis (DDS) was used to design the Doppler shifting signal generation module and the multi-processor parallel system architecture, which can analog the Doppler frequency shifting of the data communication signals and solve the problem of the authenticity of communication signals during the simulated flight.
