This article is derived from the methodological experiences from a 1-year ethnographic study carried out at Chingwizi among the Tokwe Mukosi displaced persons in Zimbabwe. This followed the unexpected and ultimately contentious disarticulation of over 6,000 Chivi and Mushawasha families from their ancestral land, sources of livelihoods, and social well-being. This study was therefore carried out in the context of a volatile and unpalatable relationship between the state and its functionaries, on the one hand, and the Tokwe Mukosi residents, on the other hand. The protracted conflict between the said actors has unintentionally made the Chingwizi area a very sensitive and protected area in terms of academic research. In this article, we therefore reflect on the ethical and practical dilemmas in studying the marginalized and often traumatized ‘victims’ of this dam project and the subsequent displacement, albeit from an insider’s perspective. Central to our discussions are issues such as the politics of signing forms, gaining entry, informed consent suspicion, and balancing the insider–outsider dilemma in research. The article moves on to look at the practical solutions to the said ethical and practical impediments in studying the marginalized communities in conflict situations. We therefore place emphasis on the significance of reflexivity, identity, and the politics of belonging, which was engrained in the wematongo concept. In addition to a number of strategies used under reflexive ethnography is the significance of social capital.

The priorities and problems of the implementation of the national project “Education” at the level of a comprehensive school in the region are investigated. The factors of the origin of conflict zones and types of conflicts based on the analysis of contradictions of the opinions of scientists are revealed. The role of unity and struggle of opposites as a phenomenon of overcoming conflicts is determined. Based on the author’s monitoring of the education management system in the Mari El Republic, the positive and negative dynamics of the number of educational organizations studying in them and in the system of additional education over the past five years, the enrollment of students in specialized education, as well as the dynamics of participants in the regional and final stage of the All-Russian Olympiad of schoolchildren were revealed. Particular attention is paid to the study of the state of modernization of the regional system of general education in the framework of the national project, highlighting such priorities as computerization, replenishment of the school library stock, improving the quality of education and developing the personnel potential of the industry. According to the authors, the resolution of such problems as the creation of effective mechanisms for financing educational services in organizations with a weak social infrastructure, the availability of high-quality education, the low attractiveness of working conditions and the level of salaries of teachers, and others remain incomplete. To eliminate them, it is necessary to apply such measures as the further development of innovative forms of the education system, the strengthening of interdepartmental bodies and organizations to increase the educational needs of the population, the creation of a specialized financing system for the modernization of educational institutions, as well as the increase in the level of professionalism of teachers. Their actualization at the present stage contributes to the reduction of conflict zones in the education system.

Resolution of ethno-political conflicts in the Caucasus by political means is in a “deadlock”, and peaceful economic projects in conflict zones face political obstacles. The economic isolation of states and the fragmentation of the regional market impede the development of countries, and the resolution of conflicts is hampered by opposing strategic political vectors of regional states, that negatively affect their economic growth. In this context, the article states that when political tools are not sufficient for integration, economic and social goals should be rationalized for the purpose of cohabitation and coexistence of people of different ethnic groups and cultures in the region. In the article, the author attempts to investigate the role of economic and social events as factors for mitigating ethnopolitical conflicts; determines how the economization of conflicts can affect the integration processes and strategies of Georgia in relation to the breakaway republics.

The power of attraction and admiration is soft power. Generally, it is perceived that hard power cannot generate soft power, but the protective role of military in humanitarian crises and conflicts negates this prevailing misperception by specifying their contexts and effective utilizations; hard power assets can be transformed into soft power resources. This paper argues that the United Nations (UN) peacekeeping missions are the source of soft power and Pakistan, being an active participant in this field, can utilize this asset for shaping the preferences of others. Overall, it did earn admiration from international community and managed to build its soft image abroad through peacekeeping missions. Pakistani blue helmets not only earned the admiration and appreciation of the people of the conflict-zones and earned praises, but from international community also. However, to what extent has the country utilized this asset of soft power to exercise its influence in the global arena remains debatable. Although Pakistan’s UN Peacekeeping missions have been an instrument of building the country’s soft image, it is publicized in a far less productive manner. Peacekeeping can be used as a means to enhance the country’s presence and the level of participation in both international and regional organizations. By effective application of soft power strategy in tandem with public diplomacy, Pakistan’s UN peacekeeping can provide the country with the platform where its narratives can be projected effectively and its influence can be exercised adroitly.

The importance of civil military relations assumes seminal importance in ensuring the success of all phases of a counter insurgency campaign. In the true tradition of the Clausewitzian dictum that war is the continuation of policy and vice versa; Pakistan Army has been employed as a matter of policy in counter insurgency operations in the erstwhile tribal areas. They have also been used in the stabilization operations to bring about normality in the insurgency ridden areas. In fact the employment of Pakistan Army in the stabilization process defies any previous example in any other country. In all phases of the conflict cycle, the military has worked hand in glove with its civilian counterparts. The civil-military coordination (CIMIC) in the insurgency ridden areas has taken place within the framework of the established ground rules of an organized counter insurgency campaign. It would not be unfair to say that the return to normality in the erstwhile FATA has only been possible because of a well-knit CIMIC architecture. This paper briefly explicates the salient points of the CIMIC aspect of the counter and post-insurgency part of the operations in the conflict zones and highlights the importance of this aspect of dealing with insurgencies.
