The priorities and problems of the implementation of the national project “Education” at the level of a comprehensive school in the region are investigated. The factors of the origin of conflict zones and types of conflicts based on the analysis of contradictions of the opinions of scientists are revealed. The role of unity and struggle of opposites as a phenomenon of overcoming conflicts is determined. Based on the author’s monitoring of the education management system in the Mari El Republic, the positive and negative dynamics of the number of educational organizations studying in them and in the system of additional education over the past five years, the enrollment of students in specialized education, as well as the dynamics of participants in the regional and final stage of the All-Russian Olympiad of schoolchildren were revealed. Particular attention is paid to the study of the state of modernization of the regional system of general education in the framework of the national project, highlighting such priorities as computerization, replenishment of the school library stock, improving the quality of education and developing the personnel potential of the industry. According to the authors, the resolution of such problems as the creation of effective mechanisms for financing educational services in organizations with a weak social infrastructure, the availability of high-quality education, the low attractiveness of working conditions and the level of salaries of teachers, and others remain incomplete. To eliminate them, it is necessary to apply such measures as the further development of innovative forms of the education system, the strengthening of interdepartmental bodies and organizations to increase the educational needs of the population, the creation of a specialized financing system for the modernization of educational institutions, as well as the increase in the level of professionalism of teachers. Their actualization at the present stage contributes to the reduction of conflict zones in the education system.

This article explores the results of the research which was held in January, 2021 among teachers and heads of educational organizations in Russia. The major problems, which can be solved by additional education, that were indicated by teachers: “increase the effectiveness of work” and “increase the quality of education”. From the chiefs’ of educational organizations points of view, the main problems of teachers are: “ensuring the quality of education” and “professional growth of school teachers”. In this article, the mechanisms and the destinations of adjustments the providers’ of additional education are shown marketing and communication strategies. The experience of the organization of personalized education in the case of implanting an innovative model of hub of additional education for children and adults which let, by acquiring the necessary professional and personal skills, to give an impetus to the development of the human resources potential of the general education system. The data, which is presented in this article, will be interesting to the directors of educational organizations, the employees of education management bodies at all levels, the specialists in the field of education of tutors and directors of schools.

The advent of e-medicine, the processes of state-private partnership and the associated rapid increase of non-formal education centers net, especially in solving problems to ensure the regulated professions, requires the creation of fundamentally new approaches to the design of the education system. The problems of the quality of training of specialists related to the class of «regulated professions» are examined. It is obtained the idea that in a period of rapid development of the subject areas the only mechanism that determines the need for additional education, as well as its scope and quality, is currently the use of ontological models and knowledge of the subject and associated areas.

The optimization of Russian secondary education carried out in 2010-2014 intending to strengthen the role of municipal authorities had some negative consequences. For instance, territorial educational authorities started receiving complaints about the violation of labor standards, and teachers began to quit their jobs. The purpose of this paper is to study the dependence of the dysfunctions manifested in the general education system on the management methods used by municipal authorities. The research method involves an all-Russian representative expert survey (2018) of specialists employed at territorial and municipal education authorities. The results of the study showed that the cause of destructive phenomena that had occurred in the field of work regulation of the general education system and made teachers quit their jobs was the domination of the administrative principle in the selection of personnel at the municipal level. The prescriptive management methods began to prevail at schools because the optimization of schools and changes in teacher standards in connection with higher teachers’ salaries were supervised by federal educational authorities, which stimulated municipal authorities to strengthen directorial management methods in the interests of the successful implementation of the optimization program. For this reason, municipal authorities began to select specialists with good managerial abilities, paying less attention to their creative side. The study showed that the priority of directive character in the work of municipal education administration bodies was generated by the excessive role of federal bodies in coordinating the territorial education system in labor-regulating and financial aspects. Conclusion: the federal system of general education management needs to be decentralized and creativity should be prioritized in the selection of specialists for municipal education authorities.

Additional education, along with school education, is becoming an important link in the general education system, which guarantees the formation of the student’s personality and his or her early professional self-determination. For this reason, all the methods and techniques used by teachers of additional education in their practice should form competencies that meet the requirements of modern society. Nowadays, with a wide variety of forms in the additional education system, project activities are one of the most demanded and innovative areas. This article reveals the main goal of the study of theoretical substantiation and experimental verification of the effectiveness of the pedagogical conditions for organizing the project activities of students in the additional education system. The methodological basis of the study is as follows: the main provisions of the personality-oriented approach; theoretical foundations of the competency-based approach; the provisions of the activity approach. The scientific novelty of the research lies in the fact that a complex of pedagogical conditions was developed that is necessary and sufficient for the effective implementation of project activities in an additional education institution for children. The result of the research is as follows: the developed theoretical provisions and conclusions enable to modernize the organization and content of project activities in the additional education system; a set of pedagogical conditions for implementing project activities of students in the additional education system has been developed. The research results can be used in the work of additional education institutions for children, as well as in other educational institutions.

Education is one way to instill tolerant. Expected with education so the community can respect the diversity and eliminate suspicion and discrimination so that the creation of a tolerant society.

Important issues in the development of regional tourism are the provision of tourist services, formation of the market of services and infrastructure improvement. The creation of clusters in the tourism sector remains relevant. From the standpoint of geographical science, the formation of tourist clusters is quite studied. The tourist potential of Khmelnytskyi region first of all includes the objects of nature reserve and historical-cultural funds available in the regional territory, which have not been involved in tourist activity yet. They are the basis for the formation of new tourist attractions, which can be used for the development of rural tourism, job creation, finding sources of income for newly formed territorial communities in order to obtain a positive effect from their formation. It is established that the synergetic effect promotes the creation of clusters with similar specialization. Determining the prospects of the tourist cluster of Khmelnytskyi region, special attention should be paid to such a form of tourism as rural (green) tourism. Extensive implementation of green tourism in the practice of newly formed united territorial communities in the region will provide additional resources to enhance their socio-economic development. Especially relevant tourist and recreational activities are in the buffer zones of national nature parks and landscape Regional Park, which are located in the Khmelnytskyi region. It is described that the material and technical base of tourism consists of: temporary accommodation facilities; specialized transport companies; tourist and excursion institutions and their subdivisions; information and advertising services; enterprises for the production and sale of tourist goods. Social infrastructure is also important for the organization of high-quality recreation for tourists: the availability of housing and communal services, cultural and household services, health care, and trade. From the standpoint of traditional economic and geographical complex formation, all factors of tourist complexes are divided into two major groups: socio-economic (labor, transport, trade and catering, souvenirs, city tourist development) and natural (geographical location, nature surface area, air temperature) etc. Many scholars, as the main social factors in the development of the tourist complex distinguish: socio-cultural: cultural-historical (architectural-historical) resources, settlement, administrative-territorial division; production and economic: labor resources, the structure of the city's economy, sources of environmental pollution, transport, land resources. Analysis of the location of these factors from the standpoint of social geography will justify measures aimed at enhancing the development of tourism in the regional tourism complex. Mass tourism is possible only if the needs of travelers in food and accommodation are met. Relevant facilities should have a range of hygiene and waste disposal facilities for tourists. Therefore, it is important, especially in rural areas, to provide in the plans of socio-economic development and general schemes of rural development places for temporary stay of tourists, appropriate infrastructure facilities, to reserve land for their arrangement. The analysis of the possibilities of Khmelnytskyi region in the tourist market of Ukraine showed that it occupies the middle places. This is due to the transit transport and geographical location. Within this region there is a clear polarization of tourism development, which determines the spatial features of the regional tourist complex development. The study of the influence of the Federal laws adopted in Russia on the rate of economic growth made it possible to establish that since 2005, lawmaking has hindered the growth of the Russian economy. In the work, a model of the dependence of the rates of economic growth on the number of employees of state authorities and local self-government obtained. The model shows that the number of employees of state authorities and local self-government determines the rate of economic growth by one third, and the increase in their number causes a decrease in the rate of economic growth. Excessive number of employees of state authorities and local self-government, enforcing these laws, inhibits economic growth. To assess the possibility of increasing human capital due to the functioning of the education system, the value of the «education premium» estimated. The obtained results of the assessment of the «premium for education» indicate that the education system in modern Russia is losing its role as a means of forming human capital. In the period from 2009 to 2019, premiums for secondary vocational, secondary (complete) general and basic general education were completely lost. The premium for higher education has more than halved; by 2027, the premium for higher education for employed workers will also be completely lost. The loss by the institution of education of the role of a means of forming human capital is due to continuous ineffective reforms in education.
