We estimate the causal effect of independent candidates on voter turnout and election outcomes in India. To do this, we exploit exogenous changes in the entry deposit candidates pay for their participation in the political process, changes that disproportionately excluded candidates with no affiliation to established political parties. A one standard deviation increase in the number of independent candidates increases voter turnout by more than 6 percentage points, as some voters choose to vote rather than stay home. The vote share of independent candidates increases by more than 10 percentage points, as some existing voters switch who they vote for. Thus, independents allow winning candidates to win with less vote share, decrease the probability of electing a candidate from the governing coalition by about 31 percentage points, and ultimately increase the probability of electing an ethnic-party candidate. Altogether, the results imply that the price of participation by independents is constituency representation in government.

Abstract: This article discusses the individual candidate in the general election of regional head in political jurisprudence perspective. Before the Mahkamah Konstitusi’s decision No. 5/PUU-V/2007 pointed out, the individual candidate could have enter the two political institutions; first, in the 2004 general election, the individual candidate competed to get into the institution of the Regional Representative Council of the Republic of Indonesia; second, Undang-Undang No. 11 tahun 2006 regarding with the Government of Aceh where the individual candidate could compete with the candidates promoted by the national political party in electing the regional head in all over Aceh. The decision of Mahkamah Konstitusi No. 5/PUU-V/ means that the local head election held in various regions can include the individual independent candidate. In political jurisprudence perspective, mechanism of the individual candidacy in the election has already in accordance with the concept of maslahah al-‘ammah ie. hifdz al-ummah.  In this case, any of the individual independent candidates who nominate themselves as the regional head cannot be discriminated and they deserve the right to nominate to be in line with the Mahkamah Konstitusi’s decision.Keywords: Candidate, individual, local election, jurisprudence, siyasah

Objective research titled Judicial Review of Registration Mechanism for Independent Candidates and Political Parties in the General Election of Mayor and Deputy Mayor (Pilwali) in 2013 to determine the depth of the registration mechanism for independent candidates and political parties in the general election of Mayor and Deputy Mayor in Kediri. The question is whether Kediri has been carrying out the registration procedure in accordance with the rules applicable. This research is conducted using empirical methods to the scope of research locations in the Election Commission office Kediri. The result: Based on Law Number 12 Year 2008 began chapters 58 to 60, the General Election Commission (KPU), Kediri City has been implementing a mechanism for registration of candidates for May or and Deputy Mayor came from political parties, the combined political parties and candidates Individual earnest, result all independent either from independent or from political party and coalition of political parties passed the registration stage

Researchers in many countries consider that independent candidates affect the quality of elections wherein independent candidates can enhance the consolidation of democracy within the context of political openness, bring about more competitive elections, and become an established pathway for alternative leadership figures. In Indonesia, these conclusions need to be further explored with the implementation of provisions regarding independent candidates in local elections. Therefore, the main objective of this research is to illustrate the political events involving each individual candidate based on questions of individual actions. The main questions relate to why candidates choose the path of an independent, what capital they have, why are independent candidates more influential than others, and what are the consequences of their presence for democracy in Indonesia. This paper concludes that the independent track is merely one of the means available, in addition to the party, in pursuing political office in local elections. There is no apparent footing relating to what independent candidates stand for. Moreover, there is yet to be an independent candidate who is truly a social activist wanting to promote alternative issues, a representative of interest groups, or a representative of classes in the local community. Independent candidates are a part of a Schumpeterian procedural logic which is merely for political elite circulation. To put it simply, there is nothing new and rejuvenating in the practices of local democracy in Indonesia.
