As an extension of intuitionistic fuzzy sets, the theory of picture fuzzy sets not only deals with the degrees of rejection and acceptance but also considers the degree of refusal during a decision-making process; therefore, by incorporating this competency of picture fuzzy sets, the goal of this study is to propose a novel hybrid model called picture fuzzy soft expert sets by combining picture fuzzy sets with soft expert sets for dealing with uncertainties in different real-world group decision-making problems. The proposed hybrid model is a more generalized form of intuitionistic fuzzy soft expert sets. Some novel desirable properties of the proposed model, namely, subset, equality, complement, union and intersection, are investigated together with their corresponding examples. Two well-known operations AND and OR are also studied for the developed model. Further, a decision-making method supporting by an algorithmic format under the proposed approach is presented. Moreover, an illustrative application is provided for its better demonstration, which is subjected to the selection of a suitable company of virtual reality devices. Finally, a comparison of the initiated method is explored with some existing models, including intuitionistic fuzzy soft expert sets.

Motivated by interval-valued hesitant fuzzy sets (IVHFSs) and picture fuzzy sets (PcFSs), a notion of interval-valued hesitant picture fuzzy sets (IVHPcFSs) is presented in this article. The concept of IVHPcFSs is put forward and some operational rules are developed to deal with it. The cosine similarity measures (SMs) are modified for IVHPcFSs to deal with interval-valued hesitant picture fuzzy (IVHPcF) data and the linear programming (LP) methodology is used to find out the criteria’s weights. A multiple criteria decision making (MCDM) approach is then developed to tackle the vague and ambiguous information involved in MCDM problems under the framework of IVHPcFSs. For the validation and strengthen of the proposed MCDM approach a practical example is put forward to select the educational expert at the end.

There are currently many places in the world where water is scarce. Therefore, water reuse has been mentioned by many researchers. Evaluation of water reuse applications is the selection of the best water reuse application of the existing options; it is also one of the applications of multi-criteria decision making (MCDM). In this paper, we introduce a new dissimilarity measure of picture fuzzy sets. This new measure overcomes the restriction of other existing dissimilarity measures of picture fuzzy sets. Then, we apply it to the multi-criteria decision making. Finally, we refer to a new method for selecting the best water reuse application of the available options by using the picture fuzzy MCDM.

Picture fuzzy sets, which are the extension of intuitionistic fuzzy sets, can deal with inconsistent information better in practical applications. A distance measure is an important mathematical tool to calculate the difference degree between picture fuzzy sets. Although some distance measures of picture fuzzy sets have been constructed, there are some unreasonable and counterintuitive cases. The main reason is that the existing distance measures do not or seldom consider the refusal degree of picture fuzzy sets. In order to solve these unreasonable and counterintuitive cases, in this paper, we propose a dynamic distance measure of picture fuzzy sets based on a picture fuzzy point operator. Through a numerical comparison and multi-criteria decision-making problems, we show that the proposed distance measure is reasonable and effective.

The purpose of this study is to develop an extension of CODAS method using picture fuzzy sets. In this respect, a new methodology is introduced to figure out how picture fuzzy numbers can be applied to CODAS method. COmbinative Distance-based Assessment (CODAS) is a new MCDM method proposed by Ghorabaee et al. Picture fuzzy sets (PFSs) are a new extension of ordinary fuzzy sets for representing human’s judgments having possibility more than two answers such as yes, no, refusal and neutral. Compared with other studies, the proposed method integrates multi-criteria decision analysis with picture fuzzy uncertainty based on Euclidean and Taxicab distances and negative ideal solution. ERP system selection problem is handled as the application area of the developed method, picture fuzzy CODAS. Results indicate that the new proposed method finds meaningful rankings through picture fuzzy sets. Comparative analyzes show that the presented method gives successful and robust results for the solutions of MCDM problems under fuzziness.

Linguistic terms are quite suitable to make evaluations in multiple criteria decision making problems since humans prefer them rather than sharp evaluations. When linguistic evaluations are used in the decision matrix instead of exact numerical values, fuzzy set theory can capture the vagueness in the linguistic evaluations. Ordinary fuzzy sets have been extended to many new types of fuzzy sets such as intuitionistic fuzzy sets, neutrosophic sets, spherical fuzzy sets and picture fuzzy sets. Spherical fuzzy sets are an extension of picture fuzzy sets whose squared sum of their parameters is at most equal to one. This paper develops a novel spherical fuzzy CRiteria Importance Through Intercriteria Correlation (CRITIC) method and applies it for prioritizing supplier selection criteria. Supplier selection is one of the most critical aspects of any organization since any mistake in this process may cause poor supplier performance and inefficiencies in the business processes. Supplier selection is a multi-criteria decision making problem involving several conflicting criteria and alternatives. A numerical illustration of the proposed method is also given for this problem.

A new concept of picture fuzzy sets (PFS) were introduced in 2013, which are directextensions of the fuzzy sets and the intuitonistic fuzzy sets. Then some operations on PFS withsome properties are considered in [ 9,10 ]. Some basic operators of fuzzy logic as negation, tnorms, t-conorms for picture fuzzy sets firstly are defined and studied in [13,14]. This paper isdevoted to some classes of representable picture fuzzy t-norms and representable picture fuzzyt-conorms on PFS and a basic algebra structure of Picture Fuzzy Logic – De Morgan triples ofpicture operators.
