An integrated and interdisciplinary approach to Early Warning and Risk Management is described in this paper as well as the general technical implementation of Early Warning and Risk Management Systems. Based on this systems approach, a concept has been developed for the design of an Integrated System for Coastal Protection. In addition to this, as a prototype implementation of a modern environmental monitoring and surveillance system, a system for the Remote Monitoring of Nuclear Power Plants is presented here in more detail, including a Web Portal to allow for public access. The concept, the architectural design and the user interface of Early Warning and Risk Management Systems have to meet high demands. It is shown that only a close cooperation of all related disciplines and an integrated systems approach is able to fulfil the catalogue of requirements and to provide a suitable solution for environmental monitoring and surveillance, for early warning and for emergency management.

According to the project interface risk classification including the physical interface risk, the contract interface risk, the tissue interface risk and the information interface risk, the integrated management model of project interface risk was put forward, which focused on the three dimensions: time dimension, relational dimension and information dimension. The project interface risk management system was developed, which consists of information subsystem, organizational subsystem, resources and support subsystem, and dynamic management subsystem. The system implements integration of project risk management from the perspective of the interface, and by using the system managers can foresee the exact location of the risk occurring or may occur.

The problem of sustainable development of industrial territories is considered with using a nonzero risk concept of accidents and catastrophes. Th e mathematical models for risk assessment were chosen for the information system of territorial risk management and safety. The purpose of the work is to identify and analyze basic technological risks for the information system of territorial risk management and safety (IST RMS) of the Krasnoyarsk territory. This information system provides making decision on the implementation of measures aimed at reducing the risks of sustainable development. The following tasks are set in the work: determination of the basic technospheric risks; calculation and analyzing risk of anthropogenic emergencies on the example of the Krasnoyarsk territory; safety analysis of the region. To achieve the purpose of this work were used probabilistic-statistical research methods. The relevance of the work is determined by the need to implement a national safety strategy at the regional level through risk assessment and analysis. The result of the work is an assessment of technological risks and a generalized security analysis of the municipalities and regions in the Krasnoyarsk territory. We obtained the basic development risks and algorithms for assessing territorial safety are determined using statistical analysis, ranges of individual, collective, material and social risks in an anthropogenic emergency. The classifying of territories according to the degree of anthropogenic hazard was carried out. Based on the obtained results, we conclude that in order to achieve acceptable risk values, it is necessary to use an integrated system approach to multifunctional monitoring of territories.

This article offers the analysis of education for disaster risk reduction in Japan. This country has been selected as it is considered to be the reference on education for risk reduction. In fact the Three World Conferences in Disaster Risk Reduction (Yokohama 1994, Hyogo 2005 and Sendai 2015) have taken place in the Japanese territory. The methodology of the article lays on the historical study of the conceptual change of education for risk reduction. At the first stage only some measures in order to palliate disasters were adopted, at present, Japan offers an integrated model that tackles the risk management. The text offers a description of the Japanese model study starting from the l961 Law that regulates the participation of all administrative levels with defined functions in the integrated system. The Japanese model also has introduced in the curriculum two key strategies: the introduction of contents referred to risk reduction management in main subjects and a specific timetable for integrated study designed by the teachers. In fact teachers are considered to be key actors in the disaster risk reduction not only for the training they receive but also for the commitment with the community. In this sense the article refers to the work of the civil society, in particular through the volunteer association, that many times surpass the work of the Ministry of Education. The article ends with some brief conclusions concerning the Japanese model.

In modern conditions, when changes in the external environment occur quite often, the probability of risks increases, there is a need to study and develop a risk management system for each enterprise separately, depending on its specifics. The article considers the main definitions of risk, its impact on the company's activities. The main types of risks that arise in any direction of business activity are considered. The impact of these risks on the company's activities is determined. It is determined that each risk can be considered as a negative financial result of activity or the probability of loss of profit, as well as a positive result of activity in the form of additional unplanned profit. The article considers risk management at the enterprise as an integrated system. Each stage of the risk management process is considered as a separate element and as one component of the whole process. There are three approaches to risk management: adaptive, integrated, and preventive. One of the methods of risk management the article considers the preventive method, the mechanism of its implementation. Preventive management is considered from the point of view of a scientific approach as a process of developing and implementing coordinated preventive actions aimed at preventing and minimizing losses from the impact of possible risks on the enterprise. The main task of preventive management is defined, which is to identify and eliminate possible causes of risk. The use of the preventive method and its impact on the interrelation of each activity process are prescribed. It also describes the need to introduce preventive analysis and assess the impact of internal and external factors on business activities. It is determined that the active application of the risk management system using the preventive method, provided that it quickly responds to changes that occur during the company's activities, forms a risk prevention system that allows you to work continuously and covers all areas of activity of all structural divisions of the enterprise, changing the general principles and generally accepted management culture.
