The main objective of this scientific article is to analyze the link between innovative entrepreneurship and the development of smart cities in Romania. In order to fulfill this objective, I studied a part of the specialized literature in the field and I determined, based on statistical data, the current stage of development of innovative and R&D activities carried out by enterprises in our country, as well as the hierarchy of smartest local cities. The main results obtained from the study of the scientific literature showed that between innovative entrepreneurship and the sustainable development of smart cities there is a link of mutual influence. This statement is partially confirmed in the case of Romania, because the results showed that the best performing regions of the country in terms of enterprises carrying out innovation and research and development are the Bucharest-Ilfov and North-West regions, while those more developed smart cities are found in the Central (Alba Iulia) and North-West (Cluj Napoca) regions. On the other hand, the research results highlighted the fact that although in our country there is a tendency to increase the share of innovative enterprises, Romania is one of the last among the Member States of the European Union in terms of companies carrying out innovation / research and development activities. The reality is all the more worrying as our country's potential to improve these indicators is quite low compared to other states. Thus, it becomes imperative that decision-makers in Romania greatly stimulate innovative entrepreneurship, so as to support the development of smart cities, increase competitiveness and reduce the gaps with other European Union Member States. The paper contributes to a clearer understanding of this two-way relationship on the concrete case of Romania and is addressed to the academic, social environment and decision makers.

The contemporary era is characterized by revolutionary changes in the economy, technological progress, social and political life. Globalization exerts pressure on businesses and entire economies to increase their competitive strength which is defined as the ability to create knowledge. Knowledge creation and management became the new management paradigms. The responsibility for knowledge creation rests mainly upon the research and development sector. The aim of this study was to rank European Union Member States based on the level of knowledge created by their respective research and development sectors and to identify knowledge creation leaders. The analysis relied on EUROSTAT data for 2007-2011 and linear ranking methods with a reference standard. Our results indicate that Western European and Scandinavian countries are the leaders in the area of knowledge creation.

After the Great Recession of 2008, there was a strong commitment from several international institutions and forums to improve wellbeing economics, with a switch towards satisfaction and sustainability in people–planet–profit relations. The initiative of the European Union is the Green Deal, which is similar to the UN SGD agenda for Horizon 2030. It is the common political economy plan for the Multiannual Financial Framework, 2021–2027. This project intends, at the same time, to stop climate change and to promote the people’s wellness within healthy organizations and smart cities with access to cheap and clean energy. However, there is a risk for the success of this aim: the Jevons paradox. In this paper, we make a thorough revision of the literature on the Jevons Paradox, which implies that energy efficiency leads to higher levels of consumption of energy and to a bigger hazard of climate change and environmental degradation.

Research and development have been of interest to the European Union for a long time. This topic is also underlined in economic reform agendas and plans that have the form of strategies with clearly set targets. The article deals with the issue of financing R&D activities from the perspective of the share of expenditure to GDP, the total amount of funds spent on R&D, the share of expenditure per capita, and the structure of expenditure. The aim is to analyze and compare development in the field of R&D financing in selected countries of the European Union with emphasis on achieving the Europe 2020 target and to point out the expected development of the indicator for the first years of the validity of the 2030 Agenda for Sustainable Development. During the processing of the article, mathematical and statistical methods (regression and correlation analysis) were used in addition to standard logic methods intended for processing data and drawing conclusions (synthesis, induction). The final evaluates the achievement of the target in the field of R&D financing in accordance with the target of the Europe 2020 strategy and, using regression, predicts the development of the given indicator for coming years.

An effective innovation system provides rules and procedures that nurture ideas, research, and increase in knowledge, resulting in new goods/services, new production or organisational processes, or new marketing techniques, and hence is a major source of technological progress does not exist in Bosnia and Herzegovina. In order for Bosnia and Herzegovina to increase and strengthen the commercialization of research and innovativeness of companies, it is necessary to (1) increase investments in R&D at least to the norm of the African Union (1% of GDP), as the European Union norm (3% of GDP) is too high, and (2) design and implement policy measures aimed at stimulating the research and development capacities of the business sector (through tax incentives for staff and capital engagement) to strengthen the activities of commercialization of research and development and links between universities and business companies (e.g., to establish a program for the establishment of technology and innovation centres [one per region]).

Abstract The Chinese Belt and Road Initiative will open new trade routes between China and the European Union (EU) and increase competition pressures on smaller EU member states. This article ranks where states like Estonia stand internationally in terms of innovativeness (and consequent competitiveness) by conducting an econometric study of patent development, education policy and research and development (R&D) expenditure policy. The authors claim that small member states such as Estonia should follow the example of countries such as Germany and adopt policies which focus more on increased public spending on R&D and innovation in public universities of science and technology, and raise support for high tech startups with a strong focus on international patenting. Member States must go further and subsidise R&D activities by focusing, inter alia, on filing of foreign patents such as triadic patents.
