In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.

Chapter 5 explores the ways in which less-developed countries experience the era-related effects of compressed development and try to cope with them. Chapter 4 compared late-developer Japan and compressed-developer China, but countries with poor or mixed records of economic development also face the opportunities and constraints of compression, and must do so with institutions, policies, and industries which emerged under prior conditions. Large-market less-developed countries such as Brazil, India, and even China face the era effects of compression, with legacies that are often poorly suited and sometimes antithetical to the demands of global value chains and technology ecosystems. Discontinuities and differences across sectors further complicate the role of the state in the era of compressed development.

Abstract This paper develops a model to study the impact of trade costs on developing countries’ industrialization when sequential production is networked in global value chains (GVCs). In a two-country setting, a decrease in trade costs of intermediates is associated with South joining and moving up the value chain and both North and South experiencing a welfare improvement. The wage gap between North and South first increases and then decreases. Extending the model to a multi-country setting, I show that reduced trade frictions lead to South countries joining GVCs due to wage differentials and low trade costs. This increases the wage in North but may decrease the wages of South countries that are already part of the network. Moreover, South countries that join tend to be regionally clustered. The model provides a first look at GVCs from the development angle, and raises policy questions regarding the governance of GVCs.

To discover how the lacquerware industry realizes its core competency, it is important to explore its upgrading strategies in the global value chains. The purpose of this study is to discuss the upgrading strategies applied during the lacquerware industry’s four economic stages and the approach to realize the industry’s sustainability. Results show that (1) OEM enterprises reach process upgrading with four strategies, ODM enterprises reach product upgrading with five strategies, OBM enterprises reach functional upgrading with four strategies, and OSM enterprises reach chain upgrading with two strategies; (2) the lacquerware industry‘s main elements in SSCM include the long-standing relations, reprocessing of defective products, employing the local community, and participation in regional and transregional development initiatives, wherein the design sector is the main link in the SSCM of the lacquerware. The result and implications provided by this study can serve as a reference for other lacquerware and local traditional handicraft industries that are seeking to upgrade and achieve sustainability during their economic development.

The paper examines the forming of global chains and defines the features of their forming on the example of machine-building enterprises. Outlining the integration of the Ukrainian industry into the global value chains is the subject of the research. The paper aims to develop the provisions regarding the establishment of global value chains in modern economic conditions. Many researchers argue that globalization has contributed to a kind of global economic optimization. The outbreak of COVID-19 causes the current economic recession and a simultaneous complete reorientation of global trade logistics. The analysis of the features of offshoring on the example of the functioning of industrial enterprises in the country is the task of the research. The forming of a reliable system of suppliers monitoring that also represents the importance of selecting supply specialists is a decisive factor. Based on the system analysis the paper determines that despite the availability of obstacles to the location of foreign capital in Ukraine, there are certain perspectives for the integration of industrial enterprises into the global value chains. The results of the research show that despite the current socio-economic condition, Ukraine is attractive for foreign investment due to significant return on capital investment compared to the respective economic activity types of European countries, favorable geographic position, and availability of cheap but skilled workforce. An efficient socio-economic development is impossible without the high technology and innovative activity of the country. Yet, political instability and a set of barriers to foreign investment attraction remain to be the key problem for socio-economic development.
